About this file
This is a Questions and Answers document for RFP 47QSCC-26-R-5010, which concerns Global Supply OCONUS Logistics Operations Support Solutions for United States Indo-Pacific Command in Hawaii. The document addresses inquiries from potential offerors regarding contract requirements, operational expectations, and warehouse specifications. Key responses indicate that the contractor must fully finance initial inventory build to achieve Full Operational Capability within 120 days with no transition inventory provided by the Government. The 30% surge capacity per National Stock Number (NSN) must be pre-positioned in Hawaii with limited exceptions for large orders sourced from CONUS. Historical demand data is provided in Attachment 1, with average and peak on-hand inventory levels dependent on the contractor's proposed stocking solution.
Operational and logistical details reveal that no climate or humidity-controlled storage is required, small parcels constitute a small percentage of historical deliveries, and inter-island transport represents a small but potentially increasing percentage of operations. The contractor should note that while warehouse location is not directly evaluated for technical scoring, RFP Section L.9.1 requires warehouse location identification in the proposed technical solution, and Section C.3.2 specifies warehouse location requirements. Transportation costs for Large Orders from CONUS are included in the firm-fixed pricing structure under RFP Section B.3. No minimum square footage requirement exists for warehouse capacity. The document notes that no large orders were processed under the incumbent contract, though this could change. Interested parties requiring Attachment 4 should contact GSA Points of Contact Anita Kearse (anita.kearse@gsa.gov) or Alyssa Marley (alyssa.marley@gsa.gov).

What was the total annual spend and total order volume (DO count and total line items) under the incumbent contract for the most recent fiscal year?
After award the last 12 months of information on spend and order volume will be provided to the awarded contractor.
Based on Attachment 1 historical demand, what average and peak on-hand inventory levels (units or pallet positions) does the Government anticipate being maintained in Hawaii?
Attachment 1 provides the total annual demand anticipated by the Government per NSN. Average and peak on-hand inventory levels are dependent on the contractor's inventory stocking solution.
Is the contractor expected to fully finance the initial inventory build required to achieve Full Operational Capability within 120 days, or will any transition inventory be provided?
Yes. You should assume there is no transition inventory that will be provided.
Does the required 30% surge capacity per NSN need to be pre-positioned in Hawaii, or may it be satisfied through CONUS sourcing?
Yes with some limited exceptions (i.e. large orders from C.5.2.1).
Are any NSNs required to be stored in climate-controlled or humidity-controlled conditions? No.
What percentage of deliveries historically required palletized freight versus small parcel shipment?
A small percentage but the exact number is unknown.
What percentage of deliveries required inter-island transport? Likely a small percentage but with the possibilty that the percent is subject to increase.
Do any delivery locations require liftgate service due to lack of dock access? This information is unkown but possible.
Is warehouse proximity to military installations a factor in evaluation?
While the RFP does not explicitly state that proximity to military installations is a direct evaluation factor, offerors should carefully consider Section C.3.2, which details the specific requirements for warehouse locations.
Is there a required radius within a certain mileage to the customer? No.
Will warehouse location be evaluated as part of technical scoring?
No, but the RFP Section L.9.1 requires the location of the warehouse as part of the proposed technical solution.
