About this file
This document is a Questions and Answers (Q&A) addendum for GSA's Global Supply OCONUS Logistics Operations Support Solutions solicitation for Japan, covering contract number 47QSCC24R0021. The document contains 31 detailed questions and corresponding government responses addressing critical aspects of the solicitation, including contract ceiling values, order consolidation rules, warehouse requirements, performance metrics, inspection processes, and proposal submission guidelines. Key clarifications include confirmation that the contract will serve US military bases in mainland Japan and Okinawa, with majority deliveries to mainland Japan locations, and that the incumbent contractor is SupplyCore LLC.
Notable technical details include requirements for 97.5% order fulfillment per quarter, next-day bearer pickup options, authorization for manufacturers/distributors, and specific warehousing specifications such as separated storage spaces. The solicitation allows offerors flexibility in some areas, like adding columns to Attachment 1 for manufacturing part numbers, while maintaining strict requirements around proposal formatting, delivery performance, and subcontracting plans. The government emphasizes that attachments will be provided on SAM.gov, and the proposal volumes are due by June 20, 2025, at 10:00 AM Eastern Time.

Orders can only be consolidated for shipping if they are marked for the same DoDAAC. They cannot be consolidated if they are marked for multiple DoDAACs even if they have the same exact shipping address. Truck can have orders for multiple delivery locations.
4 C.5.3 1 15 Requirement is "The offeror must be at Full Operational
Capability (FOC) within 120 days after award. FOC must include all NSNs except for non-stock items as identified in

11 J Attachment 7 58 Attachment_7_-_Subcontracting_Plan_Template.pdf is a commercial subcontracting plan template.
Would the Government please confirm that Offerors may use and submit an Individual Subcontracting Plan (ISP) using the
GSA Individual Subcontracting Plan template?
An offeror can submit an Individual Subcontracting Plan (ISP) or use the GSA's Individual Subcontracting Plan template. An ISP must contain all the elements required by FAR 19.704(a) and include separate statements and goals for subcontracting with different types of small businesses.

Please refer to the response in Question 12.
13 L.9.3.1 1 82 Is claiming relevant past performance from a subcontractor permissible?
No.
14 L L.7.3 72 Is using ledger pages (11x17") permissible and to only count one page to provide detail required for the organizational chart or concept of operations?
No, per the RFP Section L.7.3 Proposal Format And File
Requirements - Font shall be Times New Roman, size 10 or larger.
Page size must be 8.5” x 11” with margins not exceeding 0.75 inches.
15 C.5.7 1 16 “The contractor must provide a plan for a bearer pick up … for the next day pick up for in stock items”. Attachment 5 Pricing doesn’t include a separate column to price items for bearer pick up. Is GSA expecting bidders to provide the same price for bearer pick up as for customer delivery?
Yes.
16 C.5.7 1 16 The contractor must provide a plan for a bearer pick up option at the contractor's warehouse for the next day pick up for in stock items. How will Government evaluate this plan from bidders for bearer pick up?
Vendors should have a process when a customer requests a bearer pickup and customer will have access to arrange a pick up of their orders.
17 L.9.1.a i & ii 78 Weights/dimensions for each NSN in Attachment 1 is crucial to accurately calculate and account for operating expenses.
Attachment 4 is incomplete for all 703 NSNs and doesn’t provide this information. Would GSA revise Attachment 1 to provide weights/dimensions for all NSNs as stipulated in column C?
GSA does not provide the weights/dimensions for each NSN.
Vendors should be able to get that information from their suppliers or distributors.
18 C.3.5 1 10 “Order fulfilment at a level not less than 97.5% for each quarter of each fiscal year.”
Considering the length of the supply chain from CONUS to
Japan, and potential port and transit time delays, will GSA be receptive to receive exceptions report with delays outside contractors’ control?
Yes, but the exceptions must have valid justifications.
19 C.3.5 1 10 “Order fulfilment at a level not less than 97.5% for each quarter of each fiscal year.”
Is GSA expecting the contractor to meet 97.5% performance metric on every line item of every order during each quarter?
Or is 97.5% a fulfillment metric from all quantities ordered in a particular quarter?
The GSA is expecting the contractor to meet 97.5% fulfillment metric from all quantities ordered in a particular quarter; not on every line item.
20 L.9.1.1.a.i &
L.9.1.1.a.ii
Manufacturing Part
Number in
Attachment 1
78 Would GSA clarify where to put the manufacturing part number of each NSN in Attachment 1 in the Technical
Excellence section? There is no fill-in column. Can an offeror add a column to Attachment 1, or would GSA revise
Attachment 1 with a column to include manufacturing part numbers?
Offerors can add a column in Attachment 1 to include the manufacturer's part numbers.
21 L.9.1.1).e The offeror must provide a description of the warehouse(s)...
79 Would the Government confirm that the warehouse intended in this requirement is only the OCONUS one or ones in Japan used for storage and distribution? L.9.1.1).a.v is clearly intended only for the CONUS CP warehouse(s), which indicates L.9.1.1).e is intended for the OCONUS warehouse(s).
Section L.9.1.1.a.v - is the warehouse and/or other consolidation point(s) located in the United States that the contractor will utilize to consolidate shipments prior to shipment overseas.
Section L.9.1.1.e - is for the OCONUS warehouse requirement in

No, the page count for this requirement remains as is.
23 L.9.1.1.1).l Fill in section for
Attachment 1
81 Would GSA clarify what additional fill-ins are required, besides the one already required by L.9.1.1).a.i and ii? Would GSA issue a revised Attachment 1 showing all the fill-ins expected to be completed by the contractor? If there are no other fill-ins, would GSA remove the L.9.1.1).l requirement?
Please be advised that Attachment 1 needs to be completed by including the manufacturing part number for each National Stock
Number (NSN) listed. To do this, offerors may add an additional column in Attachment 1 to accommodate the manufacturing part numbers.

Mainland Japan? Could you provide the number of delivery orders for (based on last year or current contract period):

JAPAN
b 32 Regarding the price increase mechanism, can the adjustment be applied to both the FFP Material Cost and the Markup

The due date/time will not be extended because all the attachments are provided on SAM.gov.
28 L.8 Tab 11 1 74 - 76 Tab 11 requires bidders to submit Authorization letters from
Toner manufacturers. A review of Attachment 1 resulted in no
NSNs in the catalog for toners. Can GSA clarify this requirement? Is providing authorization letters required even if no toner items are to be supplied via Attachment 1?
Per RFP Section C.3.1 Procuring e. - Yes, contractors must provide Letters of Authorization for all toner items in Attachment 1 stating that the contractor or their subcontractors are authorized distributors for the specified type of toner product that will be supplied.
