The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision. The CO will verify the offeror’s representations and certifications on SAM.gov for those offers that include only 52.212-3(b).

Offerors shall clearly demonstrate an understanding of the staffing requirements and the ability to manage and staff personnel who are able to provide high-quality, seamless operations. Offerors’ narrative shall provide, at a minimum, the following:

1) An written explanation of qualifications of the technical staff, the supervisor(s), and the workers. Each proposal must identify the location of technical staff, supervisor(s), and workers and also identify key personnel responsible for ensuring quality controls are monitored.

As a written supplement to the oral presentation, the offeror must provide The proposal must include résumés for key personnel, who consist of supervisors and technical staff that lead or direct employees who are assigned to positions to: are in charge of: sourcing source the items in Attachment 3; warehouse facility(s); delivery, and EDI compliance; however, the résumés cannot be submitted in lieu of the written explanation of the qualifications of the technical staff, supervisors, and workers. 2) Offerors shall define its operational structure and include a narrative describing how various organizational components will work together in a coordinated manner to ensure successful accomplishment of the requirements of this solicitation.

3) A detailed written plan discussing how the offeror will ensure quality of the products/services provided under any resultant contract.

4) An written explanation of how the offeror will track metrics and ensure the QASP is followed and the metrics in the QASP are met.

5) Each proposal must demonstrate that the employees assigned to the project(s) can complete the tasks as described in the solicitation.

6) This solicitation is subject to FAR 52.222-41 Contract Labor Standards. The contractor shall demonstrate how all work performed in the United States shall meet the SCA standards.

7) This solicitation is subject to FAR 52.222.55 Minimum Wages for Contractor Workers Under

Executive Order 14026. The contractor shall explain how it meets this Executive Order.

4. RFP, Section E.9.6, Factor 6- Small Business Utilization: is amended as follows:

In this narrative, all vendors both large and small shall provide the following:

1. A narrative detailing the vendor’s commitment to provide meaningful subcontracting opportunities for SBs, VOSBs, SDVOSBs, HUBZones, SDBs, and/or WOSBs. The narrative shall also explain the extent to which the vendor plans to utilize the above-mentioned business classifications in performance under the proposed contract;

2. A copy of its latest annual summary subcontracting report (SSR, previously entitled SF 295); (The documentation discussed in this subsection 2 must be included in the written supplement to Volume 2. See Use of Written Material or Other Media to Supplement Oral Presentations above for page limitations for this portion of the written supplement.) If an offeror has not previously submitted an SSR, the offeror must provide subcontracting goals.

3. If applicable, information on subcontracting related problems encountered on previous contracts identified within the SSR, and corrective actions taken to resolve those.

5. RFP, Section E.9.7, Factor 7- Live Test Demonstration (LTD): is amended as follows:

Content: The offeror’s oral response to Factor 7 must include a description on how its e-portal will allow the government to view purchase order numbers, requisition numbers, delivery status, current stock levels, and information on commodities such as country of origin, AbilityOne, UNICOR and Berry Amendment compliance. Failure to fully address Factor 7 may render the proposal non-responsive and may be removed from further consideration.

The LTD must demonstrate that the contractor has an e-portal, and will provide GSA and its customers access to the e-portal, which will serve as a mechanism to view current, up to date information on all shipments including the requisition numbers, purchase order number and delivery status. Through this e-portal the contractor must also provide current, up to the date stock levels as well as additional information on all commodities such as the country of origin and whether the items are AbilityOne, UNICOR, TAA, and/or Berry Amendment requirement, including documentation on the portal illustrating compliance on every shipment. The portal must be able to provide live tracking of orders, including shipments traveling by ocean freighter to stock the warehouse. The offeror must demonstrate real-time geographic location on the map. The portal must include shipment records for all orders for the previous 6 month period. Reports are downloadable by the CO at any time in PDF format. Offerors must demonstrate how the e-portal will be labeled as GSA and will be in compliance with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). In the e-portal, the offeror must demonstrate how they would provide tracking for items throughout the entire delivery process including when the commodities are traveling by land, air or sea.

Tab 32-b: The pricing proposal must include the offeror’s plan to decrease pricing as inflation and global supply chain costs go down in the future. The plan must discuss how the contractor will utilize the EPA clause to request price decreases, and how decreasing costs will be monitored by the offeror to ensure price reductions are submitted when appropriate.

Tab 32-c: The offeror may utilize this section to explain their markup percentages and other pricing information. The document must also include the market indicator proposed in accordance with the EPA clause section (b). This market indicator may be negotiated prior to award. The pricing proposal must include the proposed discount for the bearer pick-up option.

Tab 43: Offerors who are Other Than Small Businesses under the applicable NAICS for this procurement must submit a subcontracting plan as part of Volume 41. The subcontracting plan must be in accordance with FAR 19.704 and FAR 52.219-9. GSA expects offerors to thoroughly review the

47QSCC23R0040 Amendment 0001 Continuation Pages Page 6 of 6 requirements set forth in FAR 19.704, Subcontracting Plan Requirements and FAR Clause 52.219-9, Small Business Subcontracting Plan before submitting their subcontracting plans. Any offeror required to submit a subcontracting plan, and either fails to provide one or provides one that does not meet the subcontracting requirements will be removed from consideration for being non-responsive. If subcontracting goals cannot be negotiated and agreed to by both parties (Government and apparent awardee) prior to award, then the Contracting Officer may determine that an award cannot be made to the offeror and may award to the next apparent awardee. The offeror’s compliance with subcontracting plans on previous contracts may also be considered in the responsibility determination per FAR 19.705.

7. Attachment 2, Performance Work Statement, Requirements: is amended as follows:

III. Transportation and Delivery

h. Shelf life. The contractor is responsible for compliance to ensure all commodities with a stated expiration date are delivered to the customer with at least 80% shelf life remaining for each item delivered.

8. Attachment 2, Performance Work Statement, Section XV Vendor e-Portal: is amended as follows:

. The contractor must have an e-portal system that meets the requirements noted in the solicitation and shall provide GSA and its customers access to the e-portal. The e-portal system must allow the government to view current, up to date information on all shipments, including the requisition numbers, purchase order number and delivery status. Through this e-portal the contractor must provide current, up to date stock levels as well as additional information on all commodities such as the country of origin, shelf-life information, and whether the items are AbilityOne or UNICOR specific, as well as other statistical data the government may request to view via the e-portal.

b. The e-portal must have warehouse documentation illustrating how shipments to the warehouse are compliant with TAA and AB1 requirements. Warehouse documentation illustrates compliance by providing invoices, receipts, shipping records, and/or pictures. These reports shall be downloadable in Microsoft Word or PDF. The e-portal shall have live tracking of shipments as they travel across the ocean to the country wherein the warehouse is located. Tracking must be available and downloadable for at least 6 months after shipment.

c The e-portal must include shipment records for the previous six (6) month period. This information must be downloadable in Microsoft Word or PDF.
