About this file
This document contains questions and answers related to the HCaTS 8(a) solicitation. Offerors must hold an active 8(a) certification as of the closing date and time of January 28, 2020 to be eligible for award. The initial HCaTS IDIQ master contract award counts as one award under SBA's 3 in 2 rule, while individual task orders do not accumulate. Joint ventures are permitted and the award would count as one against the joint venture entity. The General Services Administration is conducting this on-ramp to increase 8(a) small business participation on the HCaTS contracts for customized training, human capital strategy, and organizational performance improvement services.

Q# Question Answer
1 Our company has recently (within the last year) proposed on and been awarded
HCaTS Pool 1 SB. As part of that proposal we have requested and received from our customer Relevant Experience Project Past Performance Forms. For HCaTS we are proposing as a Joint Venture member and will be using many of the same
REPs. Can we use the already completed Form from our HCaTS SB proposal where applicable instead of sending out basically the same form to our
No. Only the current solicitation documents are acceptable.
2 The RFP states that “Joint Venture Offerors must be an SBA-approved 8(a) Joint
Venture at the time of award.”
Could you confirm that this includes a Mentor Protégé 8(a) JV?
Or does a Mentor Protégé 8(a) JV need to be approved at the time of submission?
Joint Venture Offerors must be an SBA-approved 8(a) Joint
Venture at the time of award including an 8(a) Mentor Protégé
JV.
3 With the Amendment opening the door for Joint Venture participation, would the award of an HCaTS ID/IQ contract be counted against the JV entity under the 3 awards over 2 years rule? If so, would individual Task Orders under the HCaTS also count as an award?
The initial award of the HCaTS IDIQ master contract counts as one ‘award’, and the task orders do not count or accumulate in the 3/2 rule (13 CFR § 124.503(h)).
4 Regarding Page 74, L.5.2, the language in this solicitation (47QREB-20-R-0001-
Amendment 02) requires 8(a) certification “as of the closing date and time of the solicitation”. This is a deviation from the September 2019 SB on-ramping.
The 2019 on-ramp solicitation (47QREB-19-R-0001) instructions stated that the
SB certification be valid “before the solicitation closing date and time”.
Additionally, FAR 19.805-2(b) states that eligibility is determined by the SBA as of the time of submission of initial offers which include price. To keep the same principles, will the government please revise the language to read: The 8(a) certification must be current/valid “before the solicitation closing date and time”.
Offerors must have an approved 8(a) status before the solicitation closing date.
5 The extension did read: "Further instructions regarding this change will be stated in the forthcoming solicitation amendment that will be posted on Beta.SAM.gov no later than 30-Jan-2020." Once those instructions are issued, if we have changes we'll resubmit. If we have none though, can the proposal we already submitted
Yes.
6 Is GSA allowing CTA agreements to meet the requirements for HCaTS? Joint Ventures are allowed under this requirement.
