GSA OASIS+ MAC Program Small Business IDIQ
RFP No. 47QRCA23R0001 Amendment 0001
SF30 Block 14 Continuation Page
The following changes have been made to the solicitation as a result of Amendment 0001:
1. Removed “Draft” from Page 1 of the RFP.
2. Revised Section L.3.5 to extend the deadline for submitting questions. All questions must be received via the OASIS+ Submission Portal (OSP/Symphony) no later than 4:00 p.m. ET on July 14, 2023. Questions received after 4:00 p.m.
ET on July 14, 2023 may not be answered.
3. Revised Section L.3.6 to indicate the pre-proposal conference has already been recorded and released. Details on accessing the recording can be found through the solicitation announcement on SAM.gov.
4. Revised Section L.5.2.1 to clarify that Offerors must submit past performance information to ensure a project meets the criteria to be considered a qualifying project. Clarified “Neutral” past performance and situations where past performance does not exist for a qualifying project.
5. Revised Section L.5.3.1 to remove erroneous verification requirement related to outdated evaluation criteria. Corrected language as follows: “For Federal contract awards where a valid FPDS report does not demonstrate the verification requirements (e.g., classified contracts where an FPDS report is not available), the Offeror may submit the completed Project Verification Form (either from the OSP or Attachment J.P-3) signed by a CO with cognizance over the submitted project verifying that the task order was awarded in a competitive MA-IDIQ, MA-BOA, or MA-BPA environment.” This now aligns with the language in Attachment J.P-3 as well.
6. At Section L.5.5.7, deleted “Reserved. Not applicable to the OASIS+ SB IDIQ."
because Section L.5.5.7.2 applies to the Environmental Domain SB/SE scorecard.
7. In conjunction with the change made in item #4 above, added the following language at Section M.6.6: “As required by Section L.5.2.1, the Offeror must submit past performance information for all qualifying projects in accordance with Section L.5.6, either through the submission of a CPARS Report or Attachment

J.P-6, Past Performance Rating Form. A project with no record of past performance may still be considered as a qualifying project and will receive a “neutral” rating in accordance with Section M.6.6.1. Offerors will receive credit for relevant qualifying projects based on Section M.6.6.2.”
8. Other minor grammatical and formatting changes throughout RFP.
9. Revised Attachment J.P-1 to add correct RFP section reference for surge capability (Section L.5.2.3.4) within Logistics Domain SB/SE/UR scorecards.
10.Revised Attachment J.P-3 to:
a. Add form functionality for a project to be used for multiple Domains.
b. Add form functionality to ensure there is a spot for COR or other cognizant
Government employee signature.
c. Revise customer certification information boxes that were coded incorrectly.
d. Align form to RFP requirements, allowing 1000 characters to be used for relevance narrative.
e. Deleted multiple federal agencies verification, because this cannot be verified by a single customer and will be accomplished automatically through the OSP.
f. Deleted erroneous reference to “agency” in Part V and VI, as this certification requirement is accomplished by the JV or MAS CTA Member.
These changes are highlighted for awareness in the Amendment 0001 Conformed Copy.
