About this file

This document is a Questions and Answers file related to a Request for Quotation (RFQ) issued by the U.S. General Services Administration (GSA) for governmentwide rideshare and ride-hail passenger services. The RFQ solicitation number is 47QMCB24Q0004, with a NAICS code of 485310 for taxi and ridesharing services.

The RFQ seeks quotes from transportation network companies (TNCs) to provide on-demand rideshare and ride-hail services, including options for wheelchair-accessible vehicles and coverage in select OCONUS markets. Key details include: vendors can propose exceptions to terms and conditions, the BPA access fee is set at specific rates, no minimum percentage for wheelchair-accessible vehicles is required, and vendors cannot propose scheduling or administrative fees. The RFQ also addresses questions related to past performance evaluations, quality control metrics, and security requirements. The quotes are due by November 5, 2024 and the Government anticipates establishing multiple BPAs from this solicitation.

1 C. Contract Data

Will references that don't have a contract number be accepted?

Because our existing rideshare travel programs don't have associated BPA calls or task orders, they do not have contract numbers as shown on Attachment B.

Yes, the Government prefers federal contracts but as long as the experience is relevant and current it can be accepted.

The RFQ states that the vendors must include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Can GSA confirm that, if needed, it is acceptable to provide exceptions or deviations to the included provisions and that vendors will be allowed to negotiate?

Extent of agreement means the quoter can state to what extent or degree the terms and conditions are agreed upon. Any exceptions to the terms and conditions will have to be reviewed for acceptance by the Government.

8.5.1 BPA Access

Fee Remittance

If an alternative BAF pricing model is proposed and accepted, would the receipt and reporting requirements be adjusted to align with the new model? Will GSA consider price adjustments over the life of the contract, particularly in light of fluctuating fuel costs or other market conditions if so, how frequently can vendors propose pricing adjustments?

The BAF pricing model is set in 8.5.1. GSA reserves the unilateral right to change the BAF following 30 calendar day notification to the

BPA holder. Commerical rates are set by Quoters.

Are vendors with access to a rideshare scheduling platform for top

TNCs like Uber or Lyft eligible to participate in this RFQ?

This solicitation is for TNCs only. Any integrators or scheduling platforms are not part of the scope.

What percentage of wheelchair-accessible transportation services does the GSA anticipate requiring for this contract? Is there a minimum requirement for WAV coverage?

There is no requirement based on a percentage, it is a service offering that must be available.

Would the GSA be receptive to a different rate structure that includes a booking fee on top of the ride cost, to cover the coordination and administrative effort involved?

Coordination and Administrative effort (similar to an Integorator fee or Schedulers fee) to book rides is not part of the scope of this solicitation

Would the GSA support having a lost item fee (e.g., $15) as a separate line item for drivers' efforts to return lost items to customers?

No.

How will cleaning fees for messes caused by riders be handled? Is the GSA willing to standardize this as a separate charge within the pricing structure?

We anticipate Federal Employees on Official Duty to be courteous and clean when taking a rideshare. Cleaning fees will be handled on a case by case basis once we understand why the mess/damage occurred.

Would the GSA prefer vendors capable of conducting real-time cost comparisons between rideshare services (e.g., Uber, Lyft) to optimize trip costs? Is the GSA open to leveraging both Uber and

Lyft services?

This solicitation is for direct award to TNCs only. Not integrator platforms.

Would the GSA consider allowing vendors to implement an alternative booking method via a web-based dashboard, enabling real-time booking and monitoring for GSA staff?

It is a requirement that vendors have both a mobile and web based application.

Is the GSA receptive to implementing a standardized booking fee for rideshare services, covering the coordination and scheduling of rides?

See question 10

What is the allowable wait time for drivers at a pickup location before determining the rider is a no-show? Will the contractor be reimbursed for the entire trip or a portion of it in the case of a no-show?

We will leverage the rules of commercial solution.

If a rider cancels or a driver cannot reach the rider in time, is there a contingency policy for assigning another driver, and will the We will leverage the rules of commercial solution.

How will customer complaints regarding rides, such as service disruptions or missed trips, be handled? Is there a preferred escalation procedure or customer satisfaction metric?

We will leverage the rules of commercial solution.

Is there a specific target for the use of electric or hybrid vehicles?

How will sustainability metrics like GHG emissions be measured and reported?

We do not have a target yet, but anticipate agencies being required to report out on GHG in the future which is why that feature is a requirement.

How will the GSA ensure that rideshare providers maintain equal service for disabled passengers? Will the GSA require regular audits of accessible vehicle availability and driver training

The evaluation criteria states the solution must be 508 compliant and have accessible vehicles.

There should be accessible vehicles in each of the Top 50 markets.

Will the GSA require a live demonstration or pilot testing of the proposed mobile and web platforms during the evaluation process, especially for Section 508 compliance or IT security requirements?

The Government reserves the right to request the Quoter to conduct a live demonstration on both their proposed mobile application and website for Section 508 compliance and IT security requirements.

In Volume 3 - Past Performance, does the GSA have a preference for contracts that are more recent or those of a certain size or scope?

How will past performance on non-federal contracts be evaluated?

Both are important and we encourage TNCs to provide all relevant experience servicing customers of similar size and scope to the federal government

What specific metrics will the GSA be using to evaluate the effectiveness of the Quality Control Plan? Is there a weighting system or specific areas that will be prioritized?

Please see "Evaluation Criteria" in the Solicitation.

Are there any specific KPIs the GSA will use to monitor vendor performance throughout the contract, in addition to the monthly and quarterly reporting requirements?

Please refer to section 8.6 of the solicitation -- BPA holder provided

QASP

Will the GSA evaluate risk management strategies more heavily for vendors proposing coverage in OCONUS (non-U.S.) markets, given the optional nature of that coverage?

GSA will evaluate responses in accordance with the solicitation.

What additional certifications or security protocols should vendors ensure beyond IT Security and Privacy? Will there be penalties for non-compliance if security vulnerabilities are found post-award?

All vendors must meet NIST SP 800-171. Depending on the severity of the vulnerabilities the solution could be removed from federal use.

If the volume of rideshare transactions exceeds the historical projections significantly, will the GSA expect additional discounts or adjusted rate structures based on economies of scale?

That is up to the vendor to propose.

How will GSA evaluate a vendor’s commercial pricing practices compared to their government pricing, especially in the context of seeking "better than historical" pricing terms?

Please see section "Evaluation of Volume 4 - Pricing Terms" in the solicitation

Would the GSA be open to a service model where, regardless of the cost charged by TNC providers (Uber, Lyft, Curb, etc.), there is a fixed scheduling fee? For example, if 50 trips were completed in a month and the total cost charged by the rideshare provider is

$1,000, the vendor would invoice the GSA for a total of $1,100

($1,000 for the rideshare costs as a pass-through and a $2 per trip scheduling fee). The vendor would settle the final rideshare cost directly with the TNC. Would this model be acceptable for achieving a more economical solution?

No - the scope of this solution is for an award to a TNC so users can book their own ride as needed while on official government travel.

Scheduling costs are not in scope.

How will "total savings" be determined given that rideshare services often operate on dynamic pricing models? With variable costs and surge pricing, how will vendors accurately calculate and report savings to the GSA? Is there a standardized methodology that should be followed?

Savings would be based off a discount off of commercial pricing.
