About this file
This document is an amendment to a solicitation for the Fiscal Year 2024 City Pair Program. The amendment provides responses to vendor questions on the final request for proposals. It clarifies that codeshare carriers may submit offers for city pairs solely operated by their codeshare partners. It also clarifies that contract carriers are responsible for filing contract fares, including those involving codeshare services. The amendment updates minimum flight requirements for certain city pairs and confirms that international awards from cities like Washington D.C., Chicago, and New York can be serviced by multiple airports. It provides additional guidance on identifying codeshare partners by line item in proposals. The General Services Administration issues this amendment to ensure the final RFP accurately reflects program requirements.

Vendor Question Government Response
Section Pag e #
C.16 36 Can a contract carrier (A) operating under a codeshare arrangement with another carrier (B) offer international line items where only (B) serves the line item and (A) does not provide service at all? i.e., can carrier A put an offer on a market pair solely operated by carrier B (nonstopflight)?
Yes, in accordance with the revised RFP C.16, contract carriers may submit an offer for a city pair based on the service of a codeshare.
C.16 36 If we want to offer a contract fare that requires 2 carriers, including a codeshare carrier to operate a segment, whose responsibility is it to file a fare? I.e., we want to file a fare that includes a connection, with operations by 2 carriers (we do not want to rely on a contract fare to be used in conjunction with existing published fares).
In accordance with the RFP, Section C.8, Dissemination of Contract Fares, the contract carrier shall file contract fares which should include codeshare services, as applicable.
B.2 Definitions
8 In the RFP International markets originating out of WAS, CHI, NYC City codes are used to bid for international markets. This poses additional questions we would like clarified:
Carriers determine which airport(s) they are offering service when a city pair market is to/from a domestic city point of origin (e.g.
WAS, CHI, NYC, etc.).
City Code · In the referenced markets does the awarded carrier file fares to all airports in the market?

City Code
8 In the RFP International markets originating out of WAS, CHI, NYC City codes are used to bid for international markets. This poses additional questions we would like clarified:
·Are there other domestic locations besides the markets referenced above that carriers are expected to file international awards to multiple cities?
Yes, see Attachments 4-6. There are other domestic locations besides WAS, CHI, and NYC where the solicited city can be serviced by multiple airports.

City Code
8 In the RFP International markets out of WAS, CHI, NYC City codes are used to bid for international markets. This poses additional questions we would like clarified:
· Would GSA provide a table expanding on all domestic locations where international awards are expected to be filed in multiple airports; and list the airports?
No. CPP does not have a table expanding domestic locations where international awards are expected.
Carriers determine which airport(s) they are offering service when a city pair market is to/from a domestic city point of origin (e.g.
WAS, CHI, NYC, etc.).
Final RFP Attachment 4 Group 1 Line
Items
Please confirm the requirements for the following markets: DCAOKC, SANTYO and SEATYO as these requirements are markedly increased from last year and have eliminated most eligible carriers for FY2024
Thank you for bringing this to our attention.
Updates have been made, please view the revised Attachment 4.
Attachment 4 Item Nos:
49, 540, , 851
Can you please confirm the minimum no. of flights for Item Nos 49, 540, 1346, and 851 below? Attachment 4 currently requires 2 flights to be eligible.
Thank you for bringing this to our attention.
revised Attachment 4.
B.2 11 The following example was provided for the Minimum Service definition:
“If 2 connecting flights are solicited, minimum service requires 2 connecting flights daily unless nonstop flight(s) are offered. If nonstop flight(s) are offered when connect service is solicited, the nonstop service must be daily.”
Can you please clarify the use of ‘daily’ in “nonstop service must be daily” statement? For example, Group 1 & 2 International Non- Extended Connection markets require (1) flight in each direction on any three more more days per week.
Thank you for bringing this to our attention.
We will review the RFP, Section B.2, Minimum Service Definition to provide more clarity.
Attachment 4
Line item 1320 has minimum # of flights as 6. This is the only line item with that high of a number, while all other markets in Groups 1,2,3 have a max of 3. Is this correct?
Thank you for bringing this to our attention.
revised Attachment 4.
Section K.7 “In international line items only, if the offeror is offering a codeshare partner(s) by line item, the line item(s) must be identified in the following format:”
Last year, we were unsure of which exact partner carriers we were going to use for each line item, and so we (along with other carriers) were told to leave that section blank, or make a note that all partner carriers can be used across all international line items that **Carrier A bids on.
Would writing the latter on the second portion of section K.7 be sufficient?
** The vendor’s name has been redacted
Thank you for bringing this to our attention.
We will update the RFP, Section C.16
CARRIERS UNDER A CODE-SHARING
OR OTHER ARRANGEMENT to provide more clarity on international line items.
Also, CALM CPSS allows carriers to leave the second portion of Section K.7 blank or add “N/A”.
C.16 CARRIERS UNDER A CODE-SHARING OR OTHER ARRANGEMENT
For domestic line items, the contract carrier must make available all service on offered codeshare partner(s).
For international line items, the contract carrier shall make available all service on offered codeshare partner(s) proposed on a line item-by-line item basis. If a codeshare partner(s) is (are) offered and no specific line item is identified, the offeror shall make available all service on the offered codeshare partner(s) in all awarded line items where the codeshare exists.
The offeror must list in §K.7 Carriers Under A Code-Sharing Arrangement, all airlines providing service over any portion of a line item under a code-sharing arrangement relative to this offer. The offeror must certify in §K.7 Carriers Under A Code-Sharing Arrangement that its offered codeshare is included in the IATA Bilateral Interline E-ticketing Agreements Table (BIETA). DoD approval is required for all offerors and their U.S. air carrier codeshare partners proposed for service on offered line items prior to award.
