About this file
This is Amendment 0002 to solicitation 47QMCA26Q0027, issued by GSA/FAS Automotive Center on February 9, 2026. The amendment serves as a Questions and Answers document addressing inquiries received regarding a vehicle fleet marshaling services contract.
The contract is a follow-on award to Advanced Fleet Services of North Dakota (Contract #47QMCA20D003F) for services at the Bismarck, North Dakota location. The base period runs from June 1, 2026 to May 31, 2027, with three one-year option periods extending through May 31, 2030. Services include personnel, equipment, supplies, facilities, transportation, tools, materials, management, and supervision necessary to perform vehicle marshaling services as described in the Statement of Work, with billing according to an attached Rate Schedule. Historical data indicates estimated monthly volumes for the 12-month period January-December 2025: CLIN 0001/0002 at 8 vehicles/month (maximum 19, minimum 1), CLIN 0003 at 9 vehicles/month (maximum 17, minimum 3), CLIN 0004 at 1.5 vehicles/month (maximum 5, minimum 0), CLIN 0005 at 3.5 installs/month (maximum 10, minimum 0), and CLINs 7-12 averaging less than 1 per month, with an annual total of 220 vehicles. The contractor must maintain sufficient parking capacity of approximately 30 vehicles, though short-term overages up to 25 vehicles may occur due to variable delivery and disposal schedules. Each vehicle may be charged multiple CLINs based on individual services provided, with CLINs individually priced rather than bundled. All amendments must be acknowledged and signed by offerors prior to submission.

The purpose of this amendment is to post answers to questions received:
1. Question - Is this a new or follow-on contract? If a follow-on, who is the incumbent and what is the contract #?
Answer - Advanced Fleet Services of North Dakota, Contract #47QMCA20D003F
2. Question - Is there Historical Data (Annual or avg monthly) that can be provided as it relates to the CLINs and corresponding tasks/contract requirements?
Answer - Estimated monthly averages based on 12 month period from Jan 1, 2025 - Dec 31, 2025 : CLIN0001/2 - 8 vehicles/month (Max 19, Min 1), CLIN 0003 - 9 /month (Max 17, Min 3), CLIN 0004 - 1.5 vehicles/month (Max 5, Min 0), CLIN 0005 3.5 installs/month (Max 10, Min 0), CLINs 7-12 average less than 1/month.
3. Question - What size lot constitutes "sufficient parking for government vehicles"?
Is there a maximum number of vehicles to be parked concurrently?
Answer - There is not a maximum number of vehicles to be parked concurrently.
New vehicle deliveries, used vehicle turn ins, and used vehicle disposal pickups are all variable. Typically, the new vehicle is picked up within 14 days of arrival and any disposal vehicles are picked up within 7 days of turn in. For this location the capacity to hold 30 vehicles would be considered sufficient. There may be short periods of time when the number of vehicles on site exceeds 25 due to the aforementioned variables.
4. Question - Please confirm the estimated number of vehicles annually (SAM.gov =
220, SOW = 200).
Answer - The estimated number of vehicles annually for Bismark, ND is 220.
5. Question - On items 1-2-3, do we add all 3 together?
Answer - All the CLINs need to be individually priced. Each vehicle marshaled may be charged multiple CLINs based on the individual services provided for that vehicle. Previous contract bundled multiple services (such as Vehicle Delivery/Releasing to a Customer and Accepting a used vehicle into a single Pair Exchange CLIN). In order to simplify the management and invoicing on this contract each service was assigned an individual CLIN and it is expected that vehicles may be charged multiple CLINs when the services are completed. As an example, every new vehicle delivered would be charged CLIN 0001 to prep it for service and CLIN 0002 for the customer pickup appointment, if there was a corresponding used vehicle turned in that vehicle would be charged CLIN 003.
6. Question - What part do you need signed?
Answer - All amendments are posted to the attachment section of sam.gov and must be acknowledged and signed.
All other terms and conditions remain unchanged.
