Evaluation and Basis for Award

Down-Select Advisory Evaluation

After evaluations of each phase, the Contracting Officer will send advisory notifications. These advise offerors of the Government's recommendation to proceed or not to proceed to the next phase.

Most highly rated offerors will be advised to proceed to the next phase.

Offerors not most highly rated will be advised that they are unlikely to be viable competitors.

Intent of the phased advisory process is to minimize costs for offerors with little or no chance for receiving an award.

Basis for Award

Responsible offerors with conforming proposals.

Tradeoff between non-cost factors and price. Allows Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve an overall best-value contract award.

Non-cost factors are more important when compared to price.

Discussions may or may not be held. Initial proposals should represent the offeror’s best capabilities and prices.
