About this file
This document provides information for a forthcoming solicitation for 2020 Star of Life Ambulances. The General Services Administration (GSA) Federal Acquisition Service will issue a request for proposals for ambulances built to Federal Specification KKK-A-1822F. Interested vendors must request an AutoBid account by July 29, 2019 to submit proposals electronically when the solicitation is issued later that week. The contract will have a one-year base period and three option years, along with four one-month option periods. The acquisition will follow full and open competition procedures under NAICS code 336211. Evaluation criteria will include technical capability, management capability, and price. Only factory-built alternative fuel vehicles are in scope; after-market conversions are excluded. GSA held a pre-solicitation conference in February 2019 and intends to hold a pre-proposal conference to discuss fuel data inputs once the solicitation is released.

Summary
Federal Acquisition Service
“Engine and Fuel” tab is where all engine spec ( cyl./liters), fuel type, MPG, and emissions data goes If the first 4 columns are not complete, the system will not let you submit to GSA An option must be listed as Standard, Package, or Stand Alone on “Optional Equipment” tab to show up in new tab The old “Emissions” tab is gone - if you have additional emission information you feel you need to provide, use “Clarifications” tab, however we do not have any additional information we require beyond what will have already been entered on the other tabs. You do not need to restate whether something is 50 state compliant or not. Your input on the “Bid Detail” tab and the new tab “Engines and Fuel” will have made this clear.
AutoBid - Engines and Fuel Tab
You will use this tab to enter your engine displacement, fuel types, and fuel economy information by option.
The first column is pre-filled by the time you get to this tab, listing all available options that can affect fuel type or fuel economy. There is a “base engine” row at the top which just means how the vehicle comes, standard, when none of these options has been selected.
Engine Displacement columns (columns 2 &3) are mandatory for all vehicles, all options. “0”s can be places in the Engine Displacement columns though.
Column 4 is Fuel Type, which is also mandatory for all vehicles, all options. This is a drop down from the official fuel types list.
Column 5, CARB State Delivery Fuel Type if Different is only mandatory if a different fuel type will go to California Air Resource Board emissions states. If the same fuel type, entered in the 4th column, will go to all 50 states, leave this column blank. There is also a “Not Available” option in this drop down if a particular vehicle or option is not available in CARB states.
CARB states are: California, Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington, and DC.
The remaining columns:
MPG and GPM data is mandatory for all vehicle under 8500 pounds, that aren’t part of overseas program Conv. MPG and Conv. Grams / Mile refer to when vehicle is running on a conventional fuel (gasoline or diesel), data for when vehicle is running on any other fuel go in the Alt. MPG and Alt. Grams / Mile fields ( E85, CNG, electricity, etc.).
Blanks are allowed in these columns so you can partially enter data and come back to it as emissions data is finalized, and so vehicles or options that only run on conventional fuel or only on alternative fuel can just enter that data.
For existing contracts, some MPG and Grams / Mile data may be carried over. Check to ensure it is in the correct column.
Engines and Fuel - example of relevant options
Only options that can affect fuel type or fuel economy appear on the “Engines and Fuel” tab, and only those marked as available (stand alone, standard, or package) in “Optional Equipment” tab. This will happen automatically.
For example, in the picture above HB will not appear in the new tab, but IE1 will.
Be careful if you come back later and open up an option on this page that can affect fuel type or fuel economy to go and update the “Engines and Fuel” tab as well.
AutoChoice - Compare Prices Tab
Here’s just a snapshot of how this engine and fuel data appears for customers in the AutoChoice system.
