Questions & Answers from Pre-Proposal Conference
Q1: Can we submit an exception to the additional shipment days within the Technical Exceptions Worksheet?
A1: Yes. We ask that any exceptions to the solicitation be included as an exception within the Technical Exceptions Worksheet.
Q2: When it comes to the award, how heavily is price weighed?
A2: For evaluation purposes, pricing will not receive a rating. The significant non-cost evaluation factors are Technical Capability and Management Capability. Both of those detailed adjectival rating tables can be found in Section G.2. The Award of Contracts will be based on a Lowest Price Technical Acceptable approach with no consideration of tradeoffs. However, when ordering via AutoChoice customers will make award decisions based on a best value basis to include price and other non-price factors stated in Section G.4 of the RFP.
Q3: Are concessions assessed on export shipments (Option 1611) when the delay is caused by scheduling conflicts at the port of debarkation?
A3: No. Concessions will be waived when a Government action is the origin of the delay.
