The solicitation is for 2020 light vehicles including sedans, light trucks, and SUVs to be acquired by the General Services Administration for various federal agencies and the Department of Defense. Interested vendors were required to request AutoBid accounts by a specified date to participate. The anticipated contract is an indefinite delivery, indefinite quantity contract with a one year base period and four one-month option periods. Technical capability, management capability, and price will be evaluated. The amendment provides eight questions submitted by vendors and the corresponding answers to clarify requirements related to daytime running lights, optional equipment packages, and prisoner transport vehicle configurations.

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: Has GSA mentioned anything about the 2020 Quotes that are due this week that will eventually change due to recent reviews of 2019 LU Options? Are they still expecting us to quote as currently written, and then we will update them when the new specs are written with the updates? I’m just curious if they might decide to push back the due dates.

A1: Please proceed to quote with the current requirements and deadline noted in the RFP. GSA reserves the right to amend the LU purchase descriptions after Engineering's first review of quotes.

Q2: Regarding Permanent Daytime Running Lights: Section 3.6.3 (page 9) of the Federal Standard for Trucks (307AY) specifically calls out “Permanent (non-controllable) Daytime Running Lights”. Many of our vehicles come equipped with user-configurable Daytime Running Lights (DRL) as a standard item to the base vehicle. If we build the vehicle with the non-controllable lights (which will override the user-configurable lights) and a customer opts to delete this spec via DDRL (Delete Daytime Running Lights), the vehicle will be equipped with the user-configurable lights. Our firm does not offer the option to build the vehicle without DRL (again, this is for those vehicles that have user-configurable DRL as standard equipment). We want to make it clear that the customer will still need to manually turn them off in the vehicle settings. We need to understand the intention of this guideline for the permanent DRL. Is the intention to prevent the user from ever being able to turn off the DRL? If not, can we just leave the user-configurable lights and not override them with the permanent lights? The DRL will remain on unless the user specifically turns them off.

A2: Yes, that Section 3.6.3 (page 9) of the Federal Standard for Trucks (307AY) now specifically calls out “Permanent (non-controllable) Daytime Running Lights”. The intention is that the user cannot turn off the daytime running lights. However, it is possible that not all vendors will be able to provide this scenario and they can request a technical exception if they are unable to offer non-controllable daytime running lights. Engineering will then evaluate the exception.

Q3: There is no mention of Daytime Running Lights in the Federal Standard for Automobiles (122BL). Should we follow the same guideline as whatever is determined for the trucks in question 1?

A3: Federal Standard 122 does not reference daytime running lights but the minimum standard for all SINs does refer to the minimum requirement of daytime running lights. Thus, daytime running lights are a requirement on all sedans/station wagons. Please note that the non-controllable requirement found on the 307 Standard does not apply to sedans and station wagons.

Q4: Was the volume of vehicles with LU options included in Attachment I (2020 Model Year Estimated Quantities)?

A4: Yes. Attachment I includes the total volume of vehicles; this total includes all option configurations, including LU options.

Q5: Please provide a separate document listing anticipated volumes by LU package.

A5: GSA is still determining customer volume needs for FY20, but can provide figures from FY19 as a guide to the most popular packages for the most recent contract year:

Q6: Will there be a DELETE option for the MFLEETS package when one of these vehicles is ordered by a non-DOD or USPP customer for packages LU34, LU38, LU39, LU40, and LU41?

A6: GSA has no DELETE option for the MFLEETS package. This content is required by DOD and USPP. Ordering activities who order applicable options may use the content (or not) at their discretion.

Q7: Is there a specific setup for LUPW? i.e. 1 compartment, Multiple Compartments? Single Prisoner Compartment?

A7: LUPW configuration is specified in section 3.5, including minimum prisoner capacity. GSA has no plans to create additional configurations or options.

Q8: Certain optional equipment is only available as part of a package (e.g. inclusion of one option requires the inclusion of several other options). We do see where to designate this when entering the option information, but we are unclear on how to enter the package price. How should the prices for these package options be entered into AutoBid (e.g. Can we enter a single price for an entire package that contains several options)?

A8: Optional equipment that is part of a package should be priced in one of two ways, depending on how collisions are configured. If the collision says an option INCLUDES another option, the price of the initial option needs to include the total price for all included options (the included options may still have their own price, if they are able to be ordered separately from the package; pricing for "included" options will not be totaled into the order price, only the initial option pricing will be included). However, if the collision says an option REQUIRES another option, the price of the initial option should not include the subsequent options because the system will require the customer to select the other required options and will add the price for all options selected.
