UNCLASSIFIED
Distro-A DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited.
PM-SOF Survival, Support and Equipment Systems Distro - A
Responses to Industry Note: Due to the amount of questions submitted by industry, many of which being similar in context, Government has grouped questions together by context, where applicable.
Answers provided are in the context of the respective grouping. As such, the question itself may be summarized.
Distro - A
What Entity Holds Liability?
Response: Government personnel attending NET training courses are on Active Duty Orders to attend the training; While the government is considered "self insured", it may be in the bidder's best interest to establish risk mitigation measures (insured/bonded) IAW the overall risk mitigation posture of their respective organization.
Training Standard (1 of 4) Response: The objective tasks and techniques of the NET course have been developed/established during the previous 9 years of execution of the TCCC Program. These tasks have been identified in the documents provided by the Government.
Training Standard (2 of 4) It is the Government's expectation of the bidder will design a curriculum that covers the required topics (i.e. "pick and pivot") in the manner of the bidder's choosing. If applicable, it is implied that industry best practices (i.e NFPA) will be adhered to whenever possible.
Training Standard (3 of 4) It is understood by the government that this is a unique curriculum designed for SOF personnel that are not dedicated rescue personnel, and as such, the curriculum will be tailored for the "layperson".
New Equipment Training on the medical devices should completed as familiarization training. USSOCOM medics are trained at a high level and should already have an understanding of similar devices.
Training Standard (4 of 4) The intent of the familiarization training is to ensure medics can properly employ the specific medical devices within the CASEVAC PoR. In addition, the intent is to provide non-medics with minimal knowledge to aid in the employment of these devices.
Success is achieved/validated with the student(s) ability to properly demonstrate the safe use of equipment and passes a written examination.
NFPA Standards Response: The Government expects that bidders will adhere to/apply industry best practices (i.e. NFPA) where applicable. It is understood that the Government-approved NET curriculum is not intended to meet educational levels/standards of certain technical rescue/recovery programs (i.e NFPA Technician Level), rather NET must provide the operator with a self-rescue capability utilizing pre-defined equipment to achieve the required capability.
Distro - A
NET Curriculum Governing Bodies The PMO is the "governing body" for the NET curriculum. Government has established the items that must be taught (i.e. Knots, "pick-and-pivot", etc.). It is up to the vendor to deliver their block of instruction to teach the item(s), given the available equipment. Vendors should apply/adhere to best practices/standards, if applicable. The Government has provided the approved curriculum. The bidder shall tailor their respective training schedule/plan to meet the requirements of the curriculum.
Who Evaluates the “Appropriateness” of the Instructors?
Response: The PMO will evaluate the Prime Integrator’s personnel against the requirements as outlined in the RFP package.
Calibration of Medical Devices Response: Calibration/initial inspection of medical devices is a Government function. The PMO, along with the Program Product Support Integrator (SOFSA/LMCO), will work with the Prime Integrator to coordinate all inspections.
Warranty Service/Maintenance All warranty service of materials delivered post award will be coordinated by the Prime Integrator. Maintenance and/or calibration of applicable materials/devices will be coordinated/executed by the Government.
Software Updates Response: Where applicable, it is expected that all devices will ship to destination with the most current version of software available at that time. As it pertains to subsequent updates, it is expected that the Prime Integrator will notify the PMO and the TCCC Product Support Integrator when updates are available. Upon notification, the Government will internally coordinate device updates for previously received items.
Potential for Entire LOM to be “Brand Name or Equivalent” Response: The items that have been identified as “Name Brand Only” are critical to the overall configuration which has been tested and validated as safe and operationally suitable and effective. As the CASEVAC Program of Record continues to field equipment sets towards achieving Full Operational Capability, the program is also sustaining previously fielded kits. The continued fielding of the “Name Brand Only” items is essential for safe operation, to include Airworthiness/Safe to Fly, and will ensure interoperability across the USSOCOM enterprise.
Interoperability/Spiral Development Response: The government will evaluate and/or test all items that are being considered for addition to the CASEVAC configuration. As it pertains to the RFP, all "Name Brand Only" items must be included in the configuration; items categorized as "Name Brand or Other" may be substituted in the bid, provided that all salient characteristics and justification for substitution(s) are submitted. Proposed substitutions will be evaluated by the Government for appropriateness. As it pertains to Spiral Development post award, the government will adhere to established Integrated Product Team (IPT) procedures when considering new technologies, interoperability, etc.
“Name Brand Only” Items Linked to the Incumbent (1 of 3) Response: There are NO Brand Name Only (sole-source parts) with the incumbent as the manufacturer for TCCC items. The way the LOM was structured with incumbent part numbers was strictly done to align with the schematics/engineering diagrams. As it pertains to concerns regarding items listed as being manufactured by the incumbent (Tribalco), it must be clarified that these specific items are actually a sub-assembly of which components are purchased from various OEMs and/or Suppliers, and subsequently assembled by the Prime Integrator.
“Name Brand Only” Items Linked to the Incumbent (2 of 3) For the purpose of this re-compete effort, these specific sub-assemblies are to be quoted by each respective bidder. For example, the IFAK MODULAR INSERT is a sub-assembly that has been identified as “manufactured” by the incumbent on the BASE CONFIGURATION Tab. Upon examination of this specific item nomenclature, as seen in COLUMN F, it states that this specific item “includes 69.1-69.15 see Replacement parts tab”.
“Name Brand Only” Items Linked to the Incumbent (3 of 3) The REPLACEMENT PARTS tab captures all items that make up the entire configuration as well as sub-assemblies, to include OEM part numbers for the purposes of sourcing. By cross-referencing the BASE CONFIGURATION tab with that of the REPLACEMENT PARTS tab, all sub-assemblies are able to be fully extrapolated/identified. Upon award, NSN maintenance will be completed to address/add vendor part numbers to existing Set, Kit, Module, sub-assembly, and/or individual item NSNs, if applicable.
Definition of “Tactical Rescue” Response: For the purpose of this solicitation, "Tactical Rescue" can be defined as rescue operations under circumstances that are dynamic and volatile; often executed with limited resources in potentially austere and non-permissive/hostile environments. In addition to hazards considered during traditional rescue operations, tactical implications can include, but are not limited to: enemy personnel, casualties organic to the rescue element, operations under the cover of darkness, etc.
Training Video (CDRL A004) Response: If applicable, post award, the current Training Video will be shared with the Awardee in order to provide a frame of reference regarding creation of a training video IAW the CDRL. It is the Government’s expectation, the Prime Integrator shall create a video unique to their respective offering.
CDRL A005 – “Replacement Parts”(1 of 2) Response: The Replacement Parts Tab of the document is the current-contract's configuration of all individually replaceable sub-components within the TCCC Equipment Configuration. In accordance with the SOW (CDRL A005), the Prime Integrator shall provide a new list of materials that is in line with the government approved configuration. This will include any and all applicable updates to individual items to include: Manufacturer, Nomenclature, Prime Integrator PN, OEM PN, etc.
CDRL A005 – “Replacement Parts”(2 of 2) For the purpose of this solicitation, the term "replaceable sub-components" is used in the context of replacement purchases by the Government. It is not the expectation of the vendor to conduct any maintenance/replacement of items outside of warranty actions, as applicable.
CMMI
Response: The Government has chosen to remove the CMMI requirement.
90-Day PoP Response: Government will increase the PoP from 90 days to 120 days to avoid issues/delays associated with long-lead items.
CoTCCC Recommendations Response: The Committee on Tactical Combat Casualty Care (CoTCCC) is not an approving or mandating body. The CoTCCC makes recommendations on equipment and provides base guidelines for TCCC. All Service Components, to include USSOCOM, are responsible for individually adopting and implementing any recommendations. All equipment recommendation must be tested and validated prior to adoption and fielding to the SOCOM enterprise. The currently approved USSOCOM CASEVAC Set configuration is consistent with CoTCCC recommendations.
IUID
Response: USSOCOM has determined that IUID marking shall be applied to individual piece-parts with an acquisition cost in excess of USD $5,000.00. Specifically, IAW DoDI 8320.04 - Enclosure 3, USSOCOM has determined this requirement for unique item level traceability based on the need for managing maintenance requirements.
Pharmaceutical License Response: This acquisition requires that predetermined pharmaceuticals be shipped to destination (SOFSA - Lexington, KY) as part of the CASEVAC Set configuration. It is implied that a Prime Integrator will establish/maintain the applicable/appropriate licensure and/or compliance to meet this requirement NLT time of Award to ensure no service failure to the Government. Pharmaceutical compliance requirements vary geographically, and it is not USSOCOM’s intent to regulate/police this activity.
