Question: The C5ISRO Systems Engineer PD Experience requirement in PWS Section 3.3.9. states 8 years, however the requirement in Appendix C states 10 years in the paragraph and 6 years in the bulleted list. Which is correct?

Answer: Senior Systems Engineers require 10 years’ experience while the Systems Engineers should have 6-8 years. PWS Paragraph 3.3.9 is hereby replaced with

“C.3.3.9 Joint Base Pearl Harbor-Hickam (JBPH-H), Hawaii; Andersen AFB, Guam; Yokota, Misawa, Kadena AB, Japan HQ PACAF/A2 has a requirement for engineering and technical services to provide for the maintenance, integration, and enhancement of current PACAF ISR systems, and integration with other C5ISR systems. These services shall support the ISR units at JBPH-H, Hawaii and bases throughout Japan and Guam. Contractor shall perform the work for Contractor on-site at Hickam, Andersen AFB, Guam, Yokota, Misawa and Kadena AB, Japan and shall provide support via phone, remote login, or TDY for other Contractor and Government facilities as directed by the Government.

At minimum (unless otherwise deviation requested through contract modification), the Contractor will have on site at Hickam: one (1) FTE senior network engineer and one (1) FTE network engineer for PACAF/A2YN; unless deviated with a contract modification, two (2) FTE C5ISR senior systems engineers and three (3) systems engineer for PACAF/A2YS (to support e-mail, virtualization, collaboration/web services, file/directory/storage services and other core systems core services as required—all capable of substituting their primary responsibilities amongst each other in the event one is absent, another FTE systems engineer could fill in temporarily); one (1) FTE systems engineer in PACAF/A2YI, two (2) FTE cybersecurity and information assurance specialist (one supporting the Pacific Enterprise Service Center (PA-ESC) and the other one supporting the PACAF Special Security Office (SSO); one (1) FTE senior audiovisual/VTC specialist, one (1) FTE configuration manager, one (1) webmaster/SharePoint administrator, all assigned to PACAF/A2Y; additionally, one each FTE C5ISR systems engineer at each of the following locations: Guam, Andersen (36 OSS/IN); Japan, Yokota (5AF/374 OSS/IN), Misawa (35 OSS/IN), and Kadena (18 OSS/IN) sites;

all positions will have at least 6-8 years working with intelligence systems and specific network/systems engineering certifications for each position. Any deviations of labor categories must be approved by the Government functional subject matter expert or his/her representative. The Contractor shall be required to conduct hardware/software maintenance on PACAF Intelligence unit’s networked and non-networked intelligence systems as required by the Government in support of the PACAF and/or national security missions. Contractor shall be responsible for the successful resolution of systems or system related problems. This support includes coordinating with the appropriate agencies for resolution.”

Question: The PWS states "...and one (1) C5ISR systems administrator at Osan at 7AF/A2 and one (1) systems administrator". Is the requirement for two Systems Administrators or one at (7AF/A2)?

Answer: One System Administrator at 7AF/A2. Paragraph 3.3.12 is modified to read “and one (1) C5ISR system administrator at Osan at 7AF/A2.”

Question: The C5ISRO Senior Systems Engineer and C5ISRO Systems Engineer labor categories list eight certifications. It is unclear if all, some, or only one of the certifications are required or desired. We recommend the government consider making the bulleted list of certifications desired (as stated for the

MCSE in the paragraph above). Requiring all certifications will severely restrict the qualified candidate pool for the positions.

Answer: The certifications are listed as examples of different types of certifications that would be suited for that labor position. The required certifications are the ones needed to retain IAT Level III elevated permissions, i.e., CISSP or CASP as directed per DoD 8570/8140 directives. Senior level engineers should be IAT Level III, others are minimum Level II which must have Sec+ at minimum, plus the certifications can be evaluated on a case-by-case basis in lieu of experience or degree prerequisites.

Question: The Senior Systems Engineer and the Systems Engineer labor categories require the MCSA, however, Microsoft retired the MCSA certifications exam on January 31, 2021. Will the Government accept three (3) years of relevant experience in place of the MCSA requirement with the stipulation that personnel obtain the relevant certifications no later than six (6) months after contract award? This will allow contractors to provide qualified personnel in accordance with RFP Submission of Written Technical Proposal (Part II) and the PWS

Answer: We understand that some certifications expire; we will accept suitable alternate certification within a mutually agreed timeframe not to exceed one year post award and/or on a case-by-case accept experience in lieu of said certification if it is convenient for the Government and does not violate any DoD required certification levels to retain elevated privileges.

Question: Several of the labor categories (e.g., C5ISRO GCCSJ (I3) Systems Administrator, COP Manager, Data Link Engineer, AOC Configuration Manager, C5ISRO AOC Systems Administrator, Joint Interface Control Cell Analyst) allow for relevant experience in lieu of a degree. We request that the government apply similar requirements to the Senior Network Engineer, Network Engineer, Senior Systems Engineer, Systems Engineer, Cyber Information Assurance Specialist, and PA-ESC Configuration Manager as follows: 1) 4 years of relevant work experience may be substituted for a bachelors degree; and 2) a bachelors degree and 8 years of relevant work experience may be substituted for a masters degree.

These equivalencies will increase the available pool of qualified personnel without lowering overall ability to perform required tasks.

Answer: This is acceptable; however, the Government reserves the right to evaluate substitutes on a case-by-case basis and allow the Contractor to highlight those substitutions in their response for consideration.

Question: The Data Link Engineer requires completion of JT102 Multi-Tactical Data Link Advanced Joint Interoperability Course. Will the Government accept relevant experience in lieu of completing the course with the stipulation that the course be completed within three (3) months after award?

Answer: That would be acceptable

Question: Would the Government extend the proposal submittal due date by ten (10) days to allow offerors a reasonable opportunity to respond effectively to the complex requirements and prepare the associated 200- page submission? The proposal is currently due 13 December – a ten-day extension would make the new due date 23 December.

Answer: This is a complex requirement and a draft PWS was posted to give contractors ample opportunity to ask questions to comprehend the requirement. At this time proposal due dates will remain unchanged.

Question: Amendment 1 states that CLINs X001 and X002 are FFP. Please confirm that the awardee will propose the labor categories and hours on a task order basis to establish the FFP.

Answer: Task orders will be issued for services to be performed under CLIN X001 and X002 for a variety of labor categories and quantities of hours to perform work in the PWS. The awardee may propose the labor categories and hours to the Government however the final task order issued will outline the ordered labor categories and hours.

Question: Please confirm that the Master Contract Price Schedule (Attachment A) Firm-Fixed-Price labor rates, are only applicable to CLINs X001, X002, X005 and X006.

Answer: CLIN X001 and X002 are fixed price. CLIN X005 and CLIN X006 are Time and Material CLINS. It is expected that any work(time) proposed and issued under these CLINS would conform to the rates outlined in CLIN X001 and X002.

Question: The Government’s response to Question 8 is, “See the answer to Question 7.” The answer to Question 7 is, “That is correct. In the written technical proposal, page limits are only placed on a.

Technical Approach, b., Management Approach, and d., Key Personnel Qualifications.” Does the Government mean that (1) there is no requirement for a separate Recruiting/Staffing Plan; or (2) that there IS a requirement for a separate Recruiting/Staffing Plan but that it does not count toward total Management Volume page count?

Answer: There is a requirement for a recruiting/staffing plan. It does NOT count toward a page count.

The only page count limitations in the Technical Proposal are for the technical approach, management approach, and key personnel qualifications.
