Question 1: Will the Government please confirm that this acquisition also falls under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 15 Contracting by Negotiation?

Answer: That is correct

Question 2: The RFP makes reference to the contract type for labor CLINs X001 and X002 as both Firm Fixed Price and Firm Fixed Price Labor Hours. Would the Government please confirm that the accurate contract type for the labor CLINs X001 and X002 is FP-LOE?

Answer: CLIN X001 and X002 are both fixed price. Task orders may be issued for various amount of labor hours and labor categories listed. These CLINS are not FP-LOE

Question 3: If CLINS X001 and X002 are FP LOE, would the Government please confirm that there will be a +/- deviation allowance for the LOE and that the LOE being measured will be at the overall Task Order level?

Answer: These two CLINS are not FFP LOE. See Question 2 above

Question 4: If CLINS X001 and X002 are not FP LOE, will the Government please confirm that the accurate contract type for labor CLINS X001 and X002 is Labor Hour contract in accordance with FAR 16.602?

Answer: CLINS X001 and X002 are fixed price. FAR provision 52.216-1 is hereby added in Section E.

52.216-1 Type of Contract.

TYPE OF CONTRACT (APR 1984)

The Government contemplates award of a hybrid fixed price, reimbursable and time and material contract resulting from this solicitation.

(End of provision)

Question 5: States “Written Price Proposals shall be submitted as one electronic file. The offeror shall submit all proposed costs using MS Excel.” Part I consists of the SF 1449 (PDF), Acknowledgment of any and all Amendments and Attachment A (MS Excel). Due to different document types (PDF and MS Excel) can offerors submit multiple Part 1 files?

47QFPA22R0002

A00001

Answer: FAR 52.212-1 Instruction to Offerors – Commercial Items – Addendum is hereby modified to read “Written Price Proposals shall be submitted in ONE EMAIL. The offer shall submit all proposed costs using MS Excel.”

Question 6: The PWS states that the Quality Control Plan shall be delivered 30 days after contract award, but the RFP states it shall be included with the technical proposal submission. Will the Government please confirm that the Quality Control Plan is not required for submission in the technical proposal?

Answer: This sentence is removed from Paragraph 3.1.7.1 of the PWS. QCP is required to be submitted with the technical proposal as a separate document.

Question 7: If the Quality Control Plan is required with submission in the technical proposal, will the Government confirm that QCP page count is not part of the 20-page page limit under the Management Approach?

Answer: That is correct. In the written technical proposal, page limits are only placed on a. Technical Approach, b., Management Approach, and d., Key Personnel Qualifications.

Question 8: Please confirm that the Recruiting/Staffing Plan submission requirement is to be addressed in the Management Approach rather than as a standalone requirement.

Answer: See the answer to Question 7.

Question 9: Would the Government clarify that the language stating, "including but limited to Subject Matter Experts, " should read, "including but NOT limited to Subject Matter Experts."

Answer: FAR 52.212-2 Evaluation – Commercial Items – Addendum Factor 2 Management Approach, Subfactor 1 in hereby changed to read: “Outline your recruiting methodology and ability to recruit, hire, (minimal turnover) of highly qualified and experienced team members, including but not limited to Subject Matter Experts.”

Question 10: Would the Government please confirm that the requirement for a draft transition-in plan is not applicable to the in-place contractor? If yes, would the Government confirm that Management Approach Factor 2, Subfactor 2 does not apply to the in-place contractor?

Answer: A draft transition plan is required for the in-place contractor. The draft transition plan provides a notional concept of how a firm will prepare to start work and helps demonstrate an understanding of what is needed to start performance. The in-place contractor would still be transitioning from one contract to another contract so their plan may look potentially different than other offerors as their needs are different.

Question 11: The RFP evaluation factor cited requires a "plan on how your firm will be able to start performance within 60 calendar days of award," PWS C1.10 A. states, "The contractor will be required to propose a solution for a 30-day incoming transition..." PWS C1.10 A.7 states, "The Contractor shall complete the technical transition within 30 calendar days after contract award." Please clarify if the transition period is 30 or 60 calendar days.

Answer: PWS paragraph C.1.10A is hereby changed to 60-day incoming transition and 60-day outgoing transition. C1.10 A.7 is hereby changed to 60 days.

Question 12: The instructions to offerors does not address whether the representations and certifications are to be completed and submitted with the offerors proposal. Are Reps and Certs required with submission of the offeror's proposal? If yes, should they be included with the Written Price Proposal (Part I)?

Answer: FAR provision 52.204-7 is included in this RFP. Your representations and certifications should be updated and complete in SAM. They do not need to be separately submitted for this RFP.

Question 13: CLIN X001 tab on Attachment A lists 3 Information Assurance FTEs but the PWS only lists two positions. Would the Government please clarify?

Answer: Attachment A lists ESTIMATED quantities for the IDIQ. It is not a finite number.

Question 14: CLIN X001 tab on Attachment A lists Security Specialist on two separate lines but there is only one in the PWS. Would the Government please clarify?

Answer: See answer to Question 13

Question 15: CLIN X002 tab on Attachment A lists one Configuration Specialist but PWS lists two. Would the Government please clarify?

Answer: See answer to Question 13.

Question 16: CLIN X002 tab on Attachment A lists an Administrative Support FTE but PWS does not list that position. Would the Government please clarify?

Answer: This is simply an administrative support specialist, not a specialty type position that would need defining in the PWS.

Question 17: CLIN X005 is identified as a Time and Material CLIN on Attachment A, however, CLIN X005 does not appear under Section B.2 the contract type list. CLIN X007 is identified as a reimbursable CLIN on Attachment A, however, CLIN X007 is listed as Reimbursement and as Time and Material under contract type. Please confirm that CLIN X005 should be listed under Time and Materials and that CLIN X007 should be removed from the Time and Materials contract type.

Answer: Section B2 of the 1449 continuation is hereby changed to read “Time and Material basis for CLIN X005 and X006”.
