GSA Solicitation 47QFHA23K0008: Questions and Answers
Project Name: Defense Language Institute Foreign Language Center (DLIFLC) Online Diagnostic
Assessments (ODA)
LOCATION QUESTION GOVERNMENT RESPONSE
PWS 1.1. The Description of Services describes a Base Period and an Option Period. The solicitation CLIN structure includes a Base Period and four Option Periods.
What is the correct period of performance?
Please refer to PWS 1.5: The period of performance is a Base Year plus four 12-month Option Years.
Exhibit 4. Exhibit 4 has text that is cut off of the page. Is this the correct document and/or can the Government provide a copy that has all of the text included?
Thank you for bringing this to our attention. Please see the reprinted ART report (Exhibit 4).
PWS 1.6.8.1. Will the Government allow for a virtual orientation, or is the orientation anticipated to be in-person?
Initial orientations will be virtual, but the virtual orientations may be followed up by in-person orientations, if needed.
Quote Submission Instructions;
Page 51-52.
Will the Government confirm that tables of contents are excluded from page counts?
The Table of Contents pages are excluded from page counts.
Page 51. If solicitation documents are not marked as CUI, but Offerors are directed to label our proposal submission as CUI, at what point does the Government see our proposal documents/submission as becoming
“CUI”?
The documents contained in your quote submission become CUI//SP- SSEL//FEDCON once submitted to GSA, since it will then be considered Source Selection material.
Page 51. If the proposal submissions are considered CUI, will the Government give Offerors access to DOD SAFE or some other method to properly handle/submit CUI communication?
No, there will be no access to DOD SAFE as GSA does not have access to it. It is recommended that you label your email according to the CUI instructions on page
51, QUOTE SUBMMISSION.
Page 51. Includes the statement, “All documents provided by the Offeror shall be labeled as “CUI….” There are no requirements identified as CUI in the PWS. The CUI guidance in the solicitation appears to be generic. Please confirm the requirement to mark our proposal as
CUI.
The CUI instructions on Pg. 51 are only referencing the documentation Offerors submit as part of their quote package.
Page 51. Does the Government anticipate providing CUI as part of this contract? If so, is the Government prepared to identify that CUI at the time of contract
No, the Government does not anticipate that CUI will be provided (or created) as part of the contract execution. NOTE: The CUI instructions on page 51 are only award as required per 5.1 (e) in the DOD instructions contained in 5200.48? Or does the Government anticipate that the awardee will be creating CUI as part of the execution of the contract? And, if so, what CUI categories will that fall under? If not, would the Government consider removing 252.204-7012, 252.204-7019, and 252.204-7020 as these clauses are directions to handle CUI?
discussing the quote packages being submitted.

Pg. 53; Factor 2 Past Performance.
Considering the last stand-alone contract to develop ODA Testlets for DLIFLC ended in July 2019, would the Government be willing to extend the past performance recency metric from 3 years to 5 years to allow for the incumbent contract to be used as past performance?
Yes, Past Performance recency metric is extended to 5 years from RFQ close date.
Exhibit 4- Section 508 ART Report.
The ART document is cut off on the right side.
Please provide a complete document.
Thank you for bringing this to our attention. Please see the reprinted ART Report (Exhibit 4).

The PWS states: “The Contractor shall provide written documentation to the Government within 20 working days of the award with the proficiency level of developers of at least level 3 in the target language, and at least level 3 in English, as measured by ILR (or ACTFL equivalent).”
Could higher level education degrees be accepted as proof of an ILR 3 in either the target language or English?
There is no substitution of degrees for proficiency certificates.
5.2.2.1.2. The PWS states: “Submission shall
consist of (1) the source/original text selected from copyrighted material, (2) the testlet passage (abridged version of longer text, when necessary and appropriate (which will be discussed during orientation)); (3) assigned ILR level; and (4) an English translation of
