Vendor Question Government Answer

SF1449, Section L, page 55, Proposal Preparation Instructions

Will the Government please clarify what is meant by ‘tab indexing to identify each section’? In the instructions, there are only ‘TAB’ references in the Price Proposal section (i.e., “TAB A – Transmittal Summary Letter”), but not in the Technical or Past Performance Proposal. Does the Government want tab indexing in only the Price Proposal and not in the Technical or Past Performance Proposals?

TAB references may be used but are not required for Volume I – Technical, or Volume II – Past Performance.

TAB references are required in Volume III – General and Price. Table of Contents are requested for all three Volumes.

2 General What are the differences between the previous RFP (47QFHA21R0001) and the new

RFP (47QFHA21R0005)?

Primary differences include –

1. Revised Section L and M evaluation criteria (see Question 3)

2. Expanded language in Section A, concerning the “Applicable Wage Determination” (see Question 4)

3. New language in Section A concerning “Safeguarding Covered Defense Information and Cyber Incident Reporting (DFARS 204.73)”. The Government will not require as a condition of proposal submittal or subsequent award, the NIST SP 800-171 DoD Assessment Requirements outlined in DFARS provision 252.204-7019 and/or DFARS clause 252.204-7020.

4. Updated Section L, page 58 - General and Price information Volume III, TAB F (Price Proposal Details and Price Narrative) – offerors are asked to identify their firm’s definition of a Full time Equivalent as either 1880 hours or 1920 hours per year. The Excel Pricing Spreadsheet at Exhibit 03 has also been updated to reflect this request.

This list of differences is not all encompassing. The Government highly recommends performing a “document compare” between the two solicitations and associated attachments/exhibits.

3 General Why did the government cancel that last solicitation/proposal before the award?

The primary reason the Government cancelled 47QFHA21R0001 and re-solicited under 47QFHA21R0005 was to correct errors in the evaluation criteria listed in Sections L and M. There were references to “psychometric analysis” included in error. The contract PWS does not require “psychometric analysis”.

Attachment 03 Wage Determination 2015-5633

Can the government tell us which labor categories are under SCA and what occupation codes apply?

The Government will not disclose the occupation codes under WD 2015-5633 that apply to each CLIN. Each contractor submitting a proposal is responsible for determining the appropriate staffing necessary and associated labor categories to perform the contract work.

The Government has attached a Wage Determination to the solicitation because it believes Service Contract Act covered job categories (test proctoring at a minimum) comprise a substantial part of the contract. For positions a contractor feels are not SCA Exempt but needs to classify any class of service employee not listed in the Wage Determination, refer to FAR 22.109 and 52.222-41 for SCA Conformance procedures.
