About this file

This is Amendment 0001 to solicitation 47QACA26Q0392, issued by GSA/FAS/OCAS on August 26, 2026, extending the quotation deadline to September 4, 2026, at 2:00 PM Eastern Time.

The solicitation requires three engine lathes: two units for delivery to Cannon Air Force Base, New Mexico (CLIN 0001) and one unit for delivery to Travis Air Force Base, California (CLIN 0002). Shipping and handling terms are FOB Destination, with unit prices required to be quoted as FOB Destination prices inclusive of all applicable shipping, freight, handling, and delivery costs to the applicable "Ship To" locations. No separate shipping/freight CLIN will be used. Inspection and acceptance occur at destination. The applicable NAICS code is 333517 (Machine Tool Manufacturing) and PSC is 3416 (Lathes). The amendment incorporates Government responses to six Requests for Information addressing geared head/threading configuration, reference manufacturer models (Clausing CT618DT or Hardinge Bros. HLVH), tool turret requirements, and Buy American compliance clarifications. Vendors must use the revised Attachment 3_Rev1 Pricing Spreadsheet when submitting quotations, with proposed delivery not to exceed 365 days After Receipt of Order. The solicitation is a Total Small Business Set-Aside and includes FAR 52.219-33 (Nonmanufacturer Rule) and Buy American requirements (FAR 52.225-1 and 52.225-2). Failure to use the revised pricing spreadsheet may result in quotations being considered inconsistent with solicitation requirements.

Attachment 6 Project Title: Engine Lathes Solicitation #: 47QACA26Q0392

# RFI Government's Response

Geared Head / Threading Configuration The Technical Matrix specifies a “geared head,” while the salient characteristics separately state that a toolroom (precision) lathe may utilize either a threading gearbox or digital thread control.

Could you please clarify whether “geared head” specifically requires a mechanically geared spindle head, independent of the threading system, or whether a machine with an otherwise compliant spindle drive and digital/servo threading control would satisfy this requirement?

The CID states belt driven or gear driven and then separately defines the threading control. (Reached out to MFTO office for further clarification, but I believe this is our best response.)

Reference Manufacturer / Model The specifications appear to describe a Type 2 toolroom (precision) lathe with an 11-inch swing and 17–18-inch center-to-center capacity.

Is there a manufacturer/model or reference machine that was used as the basis for the specifications? If available, could you please provide the model information or a reference photo? This would be used for clarification only and not as a request to restrict competition to a particular manufacturer.

The CID is associated with PN CT618DT from Clausing. The original part number for this NSN is HLVH from Hardinge Bros.

Multiple-Tool Turret / Quick-Change Tool Post Section 3.2.9 requires a multiple-tool holding turret with a minimum of four positions, while Section 3.2.19.3 separately requires a removable quick-change tool post and associated toolholders.

Could you please confirm whether these are intended to be two separate required components, or whether an Aloris-style quick-change tool post with the required interchangeable toolholders may satisfy the multiple-tool turret requirement as well?

As long as it meets both requirements it would be acceptable (Reached out to MFTO office for further clarification, but I believe this is our best response.)

Country of Origin / Buy American We are considering equipment that is manufactured in Taiwan and subsequently brought to the supplier's facility in Pennsylvania for inspection, fitting, alignment, testing, installation/testing of selected accessories, and final machine preparation.

The RFQ incorporates FAR 52.225-1, Buy American—Supplies, while the salient characteristics also state that the equipment “should be manufactured in the United States of America.”

Could you please clarify whether equipment manufactured in Taiwan but subsequently processed and prepared in the United States as described above would be acceptable under this requirement, and how it should be represented for Buy American compliance purposes?

Your clarification will help us ensure that the equipment and supporting technical package we submit accurately address the requirement.

The Government will evaluate country of origin and Buy American compliance in accordance with the applicable solicitation provisions and clauses, including FAR/RFO 52.225-1, Buy American— Supplies, FAR/RFO 52.225-2, Buy American Certificate, and any other applicable representation or certification requirements.

Vendors are responsible for accurately representing the country of origin and Buy American status of the offered end product in accordance with the solicitation.

If the equipment is manufactured in Taiwan and the activities performed in the United States consist of inspection, fitting, alignment, testing, installation/testing of selected accessories, and final machine preparation, the vendor should not represent the end product as a domestic end product unless the vendor can support that the U.S. operations constitute manufacturing of the end product and that the product otherwise satisfies the applicable domestic content requirements.

If the offered end product is a foreign end product, the vendor shall identify it in the Buy American Certificate, including the applicable line item number, country of origin, and whether it exceeds the domestic content threshold stated in FAR/RFO 52.225-2. Foreign end products will be evaluated in accordance with the applicable Buy American provisions, clauses, and evaluation requirements of the solicitation.

The statement in the salient characteristics that the equipment “should be manufactured in the United States of America” is clarified to mean that vendors must comply with the Buy American requirements included in the solicitation. This statement is not a separate technical acceptability requirement independent of FAR/RFO 52.225-1 and FAR/RFO 52.225-2.

This solicitation is a Total Small Business Set-Aside and includes FAR/RFO 52.219-33, Nonmanufacturer Rule. Vendors are also responsible for ensuring compliance with all applicable small business and nonmanufacturer rule requirements.

The Government will not make a final country-of-origin, Buy American, or nonmanufacturer rule compliance determination based solely on the general description provided in the question.

Compliance will be evaluated based on the vendor’s quotation, representations, certifications, and supporting information submitted in response to the solicitation.
