About this file
This document includes a request for information and governmental response regarding a solicitation for security escort services. The General Services Administration Public Buildings Service is seeking quotes for a blanket purchase agreement to provide estimated annual security escort services at various Washington D.C. locations. Quotes are due by February 15, 2024. The incumbent contractor is America's Pride: Supporting Service-Connected Disabled Veterans, Inc. under contract 47PM1019A0003. The solicitation is set aside as a 100% Service-Disabled Veteran-Owned Small Business and responses should address staffing plans, management approach, pricing, and security clearance information for all personnel. Key and cleared staff are to be identified. Pricing will be firm-fixed and hourly rates should be provided using the pricing schedule attachment. The government provides further clarification on documentation page limits and personnel role descriptions.

3 2/6/2024 No Reference Is this considered a new requirement or is there an incumbent? If there is an incumbent, would you be able to share the vendor’s name and the contract number so that I may identify it in FPDS?
These services are currently being procured through a similar Blanket Purchase Agreement (BPA) 47PM1019A0003. The current incumbent is America's Pride: Supporting Service-Connected Disabled Veterans, Inc.
4 2/8/2024 Does the 5-page limit apply to Management Plan and the Staffing Plan together or 5-page limit for each of these?
The 5 page limitation applies to the Management Plan and Staffing Plan the only exception to the 5-page limit of Volume 2 is Key Personnel Resumes. The Contractor is not required to submit actual certifications or proof of clearance with management plan or staffing plan.

b. Provide the security clearance information for all employees.
c. Provide Construction Surveillance Technician (CST) Certifications for employees with this certification." Please note, as stated on page 20, "It is critical that security clearance information is provided for all staffing personnel as this is a critical requirement for the performance of this contract. The employment status and security clearance of the personnel listed by the apparent successful offeror will be verified prior to final award of the BPA". Therefore the information provided for the Staffing Plan must be accurate and verifiable.
