The Government will use the Best Value, Tradeoff Process in order to consider award to the other than the lowest price offeror or other than the highest technically rated offeror. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest
West Campus, SE Wash DC priced proposal. The perceived benefit of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs will be documented in accordance with FAR 36.3.
Non-Price Factors, when combined, are significantly more important than Total Evaluated Price.
Proposals will be evaluated under the evaluation factors and all applicable minimum requirements, in accordance with FAR Part 15. Each offeror’s relative strengths, significant weaknesses, deficiencies, and risks of unsuccessful contract performance will be documented.
Price will not be assigned an adjectival or numerical rating. Price will be evaluated in accordance with the RFP, and FAR 15.305(a)(1) and 15.404.
D. EVALUATION OF TECHNICAL FACTORS
The purpose of the evaluation process is to objectively review which of the proposals is most advantageous to the Government based on the standards set forth in the RFP documents. One of several stated adjectival ratings (e.g., excellent, very good, etc.) will be assigned in order to express judgment on each evaluation factor. The standards for evaluation are defined in the RFP documents and represent the requirements to be met by the Offeror in each solicitation. The following adjectives are the standards for each technical factor and the overall technical proposal consensus ratings:
Excellent
Exceeds all requirements - The proposal significantly exceeds, in all aspects, the standards for evaluation; very high probability of success; entirely favorable and represents the lowest government risk.
Very Good
Exceeds most requirements - The proposal exceeds, in most aspects, the standards for evaluation; very high probability of success; entirely favorable and represents the lowest government risk.
Good
Meets minimum requirements - The proposal meets the standards for evaluation; good probability of success; neither favorable nor unfavorable and represents neutral government risk.
Fair
Meets some minimum requirements - The proposal meets the standards for evaluation; fair probability of success; neither favorable nor unfavorable and represents neutral government risk.
Inadequate
Mostly inadequate - The proposal fails to meet some or all of the standards for evaluation; no probability of success; entirely unfavorable and represents the highest government risk.
If discussions are to be conducted, a competitive range comprised of all of the most highly rated proposals, based on price and the other evaluation factors will be established. (See FAR 15.305) The competitive range shall not exceed five.
