There is no information on what work The Historic
Preservation Architect and Historic landscape Architect will oversee or be responsible for. Can GSA provide any information on the scope of services for this role?
Potential Offerors are encouraged to review the documents and supporting materials posted at http://www.stelizabethsdevelopment.com/index.html in order to better appreciate the unique nature of the St. Elizabeths campus, especially from historical and environmental perspectives. The CM shall review, understand, and appreciate the issues, obligations, and responsibilities of GSA as they relate to the Environmental Impact Statement (EIS), the

05 CM3 IRA TECH EVAL CRITERIA offers a breakdown of the value of each technical factor, but we could find no discussion of how price and non-price factors will be weighed in the selection process. Please provide an explanation of the basis for the award that GSA will use to make a best value (or other) selection decision. Clarified under Amendment .
Key personnel identified in the various RFP documents appear inconsistent. Please consider revising the documents to match up the proposal key personnel resumes (Technical
Evaluation Factor 3), pricing worksheet labor categories, and the personnel listed in paragraph 3. of 02 FINAL CM3 IRA
SOW 2023 11 21. See RFI LOG #9

page 2/7
. Does this provision require the CM to deploy the personnel above for full-time on-site work upon award or to provide resumes in the proposal for prospective personnel listed?
. Are these positions separate and distinct from the Principal
Project Manager, Lead Design Manager, MEP and A/S Project
Manager positions or the same?
. If different, please consider adding them to the pricing worksheet.

General. Who are the incumbent contractors on the Phase I and Phase II CMS contracts for this site?
The required CM Services under Phases 1 and 2 are completed.
Phase 1 - Tishman/AECOM JV. Phase 2 - AFG Group, Inc.
It is not clear how price will be included in the selection process. Will this be a best value or lowest priced technically acceptable award? Clarified under Amendment.
General. What was behind the decision not to set aside this work for small businesses? Did you not get an adequate response in the Sources Sought process?
The responses received from the Small Business community were not adequate for a Small Business set-aside. There was no reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that would have been competitive in terms of performance of a project requiring the management of simultaneous, ongoing new construction and adaptive reuse (renovation) projects on a historical campus/facility.
Attachment 02, Scope of Work, Page 2, Sect. 2.A.ii. This bullet indicates that construction is estimated to be substantially completed by 10/2024. Is that still accurate or do you have an updated date?
The first St Elizabeths Phase 3 mega-project is CISA Build
(Design-Bid-Build). Design has been completed. Estimated
Award of CISA BUILD is February 2024 with completion scheduled for 807 calendar days from the GC's receipt of NTP.
Attachment 02, Scope of Work, Page 3, Sects. 3.A. and 3.B.
These sections call for two Senior Project Managers and two
Project Managers, but these positions are not included in
Attachment 03b, the Pricing Worksheet. Where should we include the pricing for these four positions?
Attachment 03b is to solely evaulate billing rates for perspective vendors and does not indicate quantities of LCATs to be provided as a part of the RFP response. Please provide requested information as requested for key personnel and complete Attachment 03b in alignment with the LCATs listed in the table.
Attachment 02, Scope of Work, Page 23, Sect. 11.3. The acronym “CMa” is used in this Section and others. Is this the same as “CM”, the Construction Management Contractor?
Yes. CM is used as a shortened version of CMa: Construction
Manager as agent
Attachment 03b, Pricing Worksheet. The spreadsheet provides space for Base Year rates only. How will Option Year rates be handled?
Offerors will submit a Pricing Sheet for BASE and each Option
Period. The sheet is in excel format for ease of preparation of the individual option periods.
Attachment 03b, Pricing Worksheet. Not clear how this spreadsheet will be used given this is a fixed price contract.
Are the labor categories and hours in this spreadsheet the minimum regarding staffing or are these recommendations only?
The estimated hours provided on the Pricing Sheet are for
EVALUATION PURPOSES ONLY. The labor categories represent disciplines that may be utilized during the life of the contract.
page 4/7
Attachment 03b, Pricing Worksheet. The spreadsheet provides space for hourly labor rates only. As part of a price proposal, are we to provide other direct costs such as pictures, videos, field office, asbestos inspections, etc. in a separate spreadsheet? Provided rates shall be fully burdened rates.
In the event a JV proposes as the CM, will the Government permit Past Experience and Past Performance references from the individual JV partners, or will the evaluated experience have to be performed by the JV entity?
The evaluated experience does NOT necessarily have to be performed by the JV as an established entity under the name of the JV. In the case where the JV does not possess experience
(or past performance, business systems, and certifications) necessary to perform the contract as an established entity, both joint venture partners must submit experience (or past performance, business systems, and certifications) necessary to perform the contract. GSA will consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously.
Please clarify if the evaluation factor pertains to SMALL
BUSINESS PLAN rather than just SMALL
DISADVANTAGED BUSINESS PLAN as that would be a more overarching factor.
CORRECT. A Small Business Participation Plan which will describe how small businesses, including SDBs, WOSBs, VOSBs, SDVOSBs and HUBZone, will play an active role throughout the life of this contract.
Can Historic Preservation Architect position be filled by an Architectural Historian under the Secretary of the
Interior's Historic Preservation Professional
Qualification Standards for these professions as outlined in the Federal Registrar, vol. 62, no. 119, June
20, 1997 or do they in fact require need to be licensed architects?
Please provide Historic Preservation Architect with minimum qualifications described in RFP.
In reference to the Standard Form 1449, please confirm that the lump some cost for Item No 0001, 0003, 0004, 0005 and
0006, should be the sum of the labor totals in “03b CM3
PRICING WORKSHEET Personnel” for the base year and 4 option years.
03b CM3 Pricing Worksheet is for vendor comparison only. LS cost Items for No 0001, 0003, 0004, 0005, and 0006 are to be estimated costs for the corresponding option years.
Can GSA provide minimum qualifications (years of experience) for the labor categories provided in 03b CM3
PRICING WORKSHEET Personnel.
Please confirm that projects submitted in Factor 1: Past
Experience of the Firm must have been completed by the prime contractor.
CONFIRMED. However, in the case of a JV, the evaluated experience does NOT necessarily have to be performed by the
JV as an established entity under the name of the JV. If the JV does not possess experience (or past performance, business systems, and certifications) necessary to perform the contract as an established entity, both joint venture partners must submit experience (or past performance, business systems, and certifications) necessary to perform the contract. GSA will consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously.
Section 9 on page 18 of the Scope of Work (attachment 02
FINAL CM3 IRA SOW 2023 11 21) states "The CM shall coordinate with the separate Commissioning Agent (Cx),” however, during the pre-proposal conference it was stated that commissioning was part of the scope of this contract.
Please confirm that commissioning services are part of this contract.
Commissioning services are not a part of the the SOW for the
Phase 3 Construction Manager. Please disregard scope referencing performance of commissioning scope.
page 7/7page 5/7
Are there clearance or citizenship requirements for the personnel completing the design review services outlined in section 5.B on pages 8-10 of the Scope of Work (attachment
02 FINAL CM3 IRA SOW 2023 11 21)?
All personnel and team members shall have backgrounds in alignment with attaining an HSPD-12 badge although all personnel may not be required to attain an HSPD12 badging.
The provided Standard Form 1449 lists “Option: CM3
Commissioning Services” under Item No. 0002, however, the
Scope of Work gives very limited information about the extent of the commissioning services required, and what exactly is to be commissioned. Can GSA please provide clarity on how you would like this priced? To be consistent with the rest of the services, we suggest revising “03b CM3 PRICING
WORKSHEET Personnel” to include labor rates for commissioning personnel (Commissioning Authority, Senior
Commissioning Agent, Mid-Level Commissioning Agent, Junior Commissioning Agent) each year and removing Item
No. 0002 from the Standard Form 1449. See Response to Item 39.
Section 3 on page 3 of the Scope of Work (attachment 02
FINAL CM3 IRA SOW 2023 11 21) states that the Contractor shall provide a total of 4 Project Managers (2 Senior Project
Managers, plus 2 Project Managers) initially at RFP phase, however, it’s unclear which positions these line up with in the
Pricing Worksheet. Can GSA please clarify? Are these the
Principal Project Manager (Senior PM), Mechanical/Electrical/Plumbing Project Manager (PM), Architectural/Structural Project Manager (PM), plus an additional Senior Project Manager?
a. As a follow-on question to the above, Section 3 of the
Scope of Work states requirements for Civil Engineer, Mechanical Engineer, and Architect, however many construction project managers do not have Professional
Engineering licenses or degrees. Can offerors propose personnel with more than 10 years of direct construction project management experience in lieu of the engineer and architect requirements? SOW para. 3 (page 3) is amended. See ITEM 14 Description of
Amendment on SF30.
Can GSA please provide the draft contract that it expects the successful offeror to sign for this project?
The contract will consist of the SF 1449 and Price Sheets, SOW
(as amended), all Amendments issued, Contract Clauses , CM proposal,..
44 Does GSA expect to hold interviews with shortlisted? firms GSA may elect to hold interviews.
Can offerors use an 11”x17” page to provide the required organization chart under the High-Level Staffing Plan section in Factor 4: Management Approach and Capabilities Yes.
Please confirm that projects submitted in Factor 1: Past
Experience of the Firm must have been completed within the last 10 years. Confirmed. "within the last ten (10) years "
Please confirm that the organization chart does not count in the two (2) page limit for the High-Level Staffing Plan section in Factor 4: Management Approach and Capabilities. Confirmed.
page 6/7
Please confirm that the three (3) page limit for Factor 1: Past
Experience of the Firm is 3 pages for each project, and not three pages for the entire section. Confirmed. Three (3) typed pages per project.
Is it acceptable to use font smaller than 12-point in matrices, charts, and graphics?
Yes, it is acceptable to use smaller than 12 font-size, as long as it is legible. Example, 10 font.
