RFP ElectricCartAttachmentD-Civil20220811.pdf depicts storm piping next to the existing sidewalk in the project site. The inlets are labeled "PR….." Are these inlets existing? They were not visible during the site walk.
Please confirm if MH 832 is existing and provide Rim and Invert in standard units on NAVD 88 datum.
Yes the yard inlets are existing. Verifying invert elevations is responsibility of the DB Contractor. Per the design (not as-built) the rim elevation of manhole 832 is 48.59m and invert out is 46.38m. However these elevations shall be field verified
RFP states to comply with ABA design. However, from the photos and site walk, it appears the existing grades are well outside the allowable slopes to comply with ABA. Please confirm the project site is to comply with ABA, and that the entrance with the reconfigured stairs is except from ABA requirements (no ramps).
The Architectural Barriers Act Accessibility Standard (ABAAS) requires access to facilities that are designed, built, altered, or leased with federal funds. The SOW does not exempt ABAAS requirements. What is referred to as an entrance is a emergency egress.
To comply with ABA, the slope of the existing grade will need to be significantly flattened. Please confirm the existing foundations are deep enough to accommodate the removal of 3-5 feet of soil without undermining them.
Grading, cut/fill amounts are the responsibility of the DB Contractor. Record drawings can be provided to awarded bidder
The RFP notes that a Section 106 review is required and will be coordinated by the Government. Please clarify the DB Team's role in this process. Will the DB Team be required to provide exhibits, attend meetings, etc.?
The Design Build (DB) team's role will be to generate the presentation items and attend necessary meetings as posed in their question. The DB team is also responsible for submitting the presentation to the GSA's Office of Planning and Design Quality (OPDQ) for review, comment, and incorporation prior to the meeting with the Consulting Parties (CPs). For proposal purposes, include at least two (2) meetings with OPDQ prior to the CP meeting, and 2 meetings with the CPs. Number of meetings are approximate.
Please clarify if a Geotechnical Engineer is required for the DB Team and provide any available geotechnical reports for the site. If not available, please provide the minimum foundations needed to support the canopy.
Design of canopy and any civil work is the responsibility of the DB Contractor.
As part of the Section 106 review, will the DB Team be required to engage a Historic Architect or Historic Landscape Architect as part of the design team?
It is the responsibility of the offeror to assemble a design team that meets the SOW requirements. Angel Perez
