1. Please clarify contractor responsibilities during the different days and shifts of the week.

C.21.2 Extended Operating Hours lists several servers in each of the three buildings that have 24/7/365 operations. Attachment J-04 for the Seattle US Courthouse states “NORMAL BUILDING OPERATING HOURS: 7:00 AM to 5:00 PM (Opening and Closing of Building) CORE BUILDING OPERATING HOURS 6:00 AM to 6:00 PM(Contractors Coverage Hours)” similar but not necessarily identical statements are made for the other two buildings. However, no mention is made in these statements of weekends or Federal holidays, implying 365 days per year. It was stated at the site visit that the contractor awarded must have a subcontractor onboard to respond all BAS control problems 24/7, however we have been unable to find an explicit statement in the RFP to support this. Please clarify contractor responsibilities outside of 6:00 AM to 6:00 PM Mondays through Fridays except federal holidays. Must personnel be on site during those hours? What emergencies must have a response during those hours?

Response to emergency/safety service calls or as directed by the COR per the requirements of the contract. In addition, the on-site staffing is not required outside of the contractor coverage hours unless there is an emergency. Refer to PWS Sections C.2.22 for definition of emergency.

Each building will have a separate Building Manager/COR

8. Volume IV Past Performance: This section appears to force contractors to rely upon the government POCs and their ability/willingness to follow your bidding instructions for submission of a qualified proposal. A contractor should only be held responsible for requesting PPQs and should not be penalized for a lack of follow-through by other government personnel.

This is the entire reason for development of the CPARs/PPIRs system and many government POCs refuse to fill out PPQs citing the CPARs database. Will the government consider accepting CPARs or recent completed PPQs?

Refer to the purpose of PPQ stated on Section J - Attachment 14

Urban Services Group

1. C.1.1.g. We could not identify a line item in the pricing attachments to price landscape irrigation maintenance separately for each building. Please clarify. This is an area where Offerors must propose to the Government as part of their technical evaluation for acceptability. This is a performance-based service contract and the success of the contract depends on the satisfaction of the requirements that are stated in terms of desired results with associated quality standards. (MK)

4. C.8.4. Is the NCMMS fully functional(Service Calls, PM’s, reports?) If not, which functions remain to be implemented?

All functions are functional and have been implemented.

5. C.8.5. Does each building have its own NCMMS?

Refer to Amendment 0001 Q&A. (MK)

6. C.21.2 Is the Contractor required to provide onsite staffing during extended operating hours? If so, in what building/location and over what period of time. What about the Troutdale Warehouse, are extended staffing hours required at this location, and if so, what are they?

The Contractor is required to provide onsite staffing during the contractor coverage hours as described in Section J - Exhibit J.04. As discussed at the Pre-Proposal Conference, the Offeror shall ignore Troutdale Warehouse.

7. C.35.2. During the pre-proposal conference the GSA representative discussed Region 10’s desire to migrate from the standard GSA PM guides to the manufacturer’s frequencies and instructions, and that there was a lot of clean-up to be done in implementing the manufacturer’s instructions in the NCMMS. C.35.2 of the SOW requires that we use the most stringent of the GSA Guides, manufacturer’s recommendations, etc. Invariably, the GSA PM Guides are the most stringent, which brings us full circle to pricing and execution based on the GSA PM Guides. Recommend the GSA revise the SOW language to eliminate reference to the most stringent.

The Contractor shall adhere to the most stringent PM standards. No exceptions.

8. Please confirm that the Contractor must have on its staff a person with a BAS operator level technical expertise and building specific knowledge of the BAS. If so, is the Contactor required to have a staff person at each building with this expertise or can one person with the BAS knowledge of all buildings fill this requirement?

This is an area where Offerors must propose to the Government as part of their technical evaluation for acceptability. This is a performance-based service contract and the success of the contract depends on the satisfaction of the requirements that are stated in terms of desired results with associated quality standards.

9. C.41.5. Do the diesel fuel storage tanks require cleaning? If so, what was the date of the last cleaning?

The Contractor shall adhere to the requirements under PWS Section C.41.5

10. C.41.17.2 versus SEACTHS Building Information Sheet, Para 8. The listing of July 2020 for pressure vessel inspection would indicate that the GSA has implemented a schedule other than annually for inspection of these items. Please clarify the schedule for inspecting boilers and unfired pressure vessels.

There appears to be a typographical error in the Building Information Sheet. It is required annually and it was last tested in July 2017.

11. Para 13.5.1 of the NFPA 25 Standard requires Inspection and Testing of Sprinkler Pressure Reducing Valves and paragraph 13.5.1.2 requires a full flow test on each valve at 5-year intervals. Has this full flow test ever been conducted at the Seattle and Tacoma facilities? If so, what was the date of the last test? If not, will this test be required under the new contract? If yes do you want it performed in the base 7 months of the contract?

Unknown; however, this data will be provided to the Awardee.

12. Para 14.2.1 of the NFPA 25 Standard requires an inspection of piping and branch line conditions every 5 years by opening a flushing connection at the end of one main and by removing a sprinkler toward the end of one branch line for the purpose of inspecting for the presence of foreign organic and inorganic material. Has this internal inspection ever been conducted at the Seattle and Tacoma facilities? If so, what was the date of the last inspection? If not, will this inspection be required under the new contract? If yes do you want it performed in the base 7 months of the contract?

Unknown; however, this data will be provided to the Awardee.

13. C.40.5 Repair Shared liability – can the cost of a repair include a mark-up for the Contractor’s overhead and profit? Or marked up by the Standard Coefficient?

Yes, however, the markup for G&A and profit shall not be added to the Contractor’s shared liability portion and the contractor’s fully burdened (additional services) hourly labor rates.

The Contractors are reminded that the proposed pre-priced additional services hourly labor rate must be a fully loaded rate where G&A and Profit cannot be applied. G&A and Profit can only be applied towards parts, materials, and subcontractor proposal price.

14. C.42.8. What is the capacity of the portable fire extinguishers in SEACTH and TUS, e.g., 6 lb, 10 lb, etc.?

The Offerors were provided an opportunity to obtain this information via scheduled site visit held on March 8, 2018.

15. C.41.11. How many roof anchors are at SEACHTS and how many are at NAKAMURA?

Please provide the Make/Model #?

The Offerors were provided an opportunity to obtain this information via scheduled site visit held on March 8, 2018.

16. C.42.11. How many gallons of diesel fuel are consumed per generator per year in tests?

It varies. Refer to PWS Section C.35.2

17. C.42.11. Is the building load in each building sufficient to meet the requirement of NFPA 110 to avoid annual load bank testing? If not, Is an annual load bank required to exercise the generator at each building? If so, is there one at each building?

An annual load bank required is required to exercise each generator located at each building.

18. H.15.3.1 Qualifications of Fire Alarm System Technician. Since the contractor is required to be able to operate the Fire Alarm system, if trained by our Fire subcontractor will the Contractor’s Operating Engineers be able to reset the Fire Alarm panel for minor trouble calls?

Yes, that is correct. The qualification requirements are to work on and repair equipment not just to operate it.

Will be able to disable any alarms when a subcontractor performs work and requires a temporary disabling of certain alarms?

The Government takes fire and life safety extremely seriously. Receiving Training from the Fire Alarm System subcontractor will not be sufficient for this requirement. Fire Alarm System Technician must be certified by the National Institute for Certification in Engineering Technologies (NICET) and possess at least a NICET Level 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Fire Alarm Systems.

19. H.15.3.2. Qualifications of Water-Based Fire Suppression System Technicians. Since the contractor is required to be able to operate the Fire Pumps, if trained by a NICET level 2 technician, will the Contractor’s Operating Engineers be allowed to perform the weekly/monthly fire pump test /inspections? If trained, will Contractor’s Operating Engineers be allowed to inspect all fire suppression weekly and monthly inspections such as dry pipe/pre-action/deluge system inspections, valves, gauges, etc.?

The Government takes fire and life safety extremely seriously. Receiving Training from a NICET level 2 technician will not be sufficient for this requirement. Technicians performing contract work involving the inspection, testing, and preventive maintenance or repair of water-based fire suppression systems must be certified by the National Institute for Certification in Engineering Technologies (NICET) and possess at least a NICET Level 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Inspection, and Testing of Water-Based Systems.

20. H.15.3.12 Qualification of Emergency and Standby Power System Technicians. Since the contractor is required to be able to operate the generators, if trained by the manufacturer’s representative, will the Contractors Operating Engineers be allowed to perform the monthly generator test/run?

Yes

21. H.15.3.14 Qualifications of HVAC Technicians. In order to account for the potential costs of training, do all HVAC Mechanics on the current contractors’ staffs qualify under this requirement?

GSA will not be providing this information. GSA has no authority to release the incumbent contractor’s personnel information.

The answers to questions 18, 19, 20, 21 are particularly relevant in order to save the Gov’t thousands of dollars over the life of the contract.

22. Exhibit J.4, Building Information Sheets, Anniversary Dates of Last Testing of Major Maintenance Items. According to the NETA Maintenance and Test Specification, infrared testing is required annually on many items of the electrical distribution system, including building switchgear (as designated as trip-test in the solicitation). For SEACTHS and NAKAMURA the Eddy Current Testing & Infrared Testing line indicates testing in March 2020. That would indicate that the infrared testing is due in 2020. It would appear that the GSA is requiring infrared testing to be conducted every 3-years in conjunction with 3-year electrical testing of switchgear items. Is infrared testing due in accordance with NETA MTS or is it only required every 3 years?

Adhere to NETA standards. There appears to be a typographical error in the Building Information Sheet.

23. Attachment 7. The separate line for annual infrared would suggest that infrared is in lieu of the other annual operations required by the NETA Maintenance and Test Specification for electrical distribution system equipment items. Please clarify whether all annual operations, including infrared, required by the NETA MTS are to be priced in this line item. If the line is reserved for infrared only, are the other NETA MTS annual operations required?

Adhere to the pricing sheet (Attachment 7) as instructed.

24. Do the boilers in SEACTHS provide heating for environmental conditioning? If not, what is the purpose of the boilers? If environmental heating, what months are included in the heating season?

Yes, the boilers provide heating.

25. In TUS, do the boilers operate all year? If not, what months are in the heating season?

No, fall and winter months as necessary to maintain building temperature standards

26. Do the chillers in each building operate all year? If not, what months are they operating?

No, fall and winter months as necessary to maintain building temperature standards

27. Please provide the gross square footage of each building.

GSF for SEACTHS: 679,979

GSF for Nakamura: 198,005 GSF for TUS: 187,094

28. In which building in the project office currently located?

There is an office space in the basement of every building for the O&M Contractor.

29. Please provide the current monthly or annual value of the contract at each building?

Refer to amendment 0001

30. Please clarify if the Contractor or GSA is responsible for fire alarm monitoring, and/or the cost of the dedicated telephone line?

GSA has a contract with Simplex Grinnell for fire alarm monitoring services. The Contractor is not responsible for this cost.

31. Note: SeaCTHS has a separate Lutron lighting control system for its courtrooms. Please provide the Model # of the Lutron system?

The Offerors were provided an opportunity to obtain this information via scheduled site visit held on March 8, 2018.

32. C.1.1.s. Maintenance of solar panels on roof of SeaCTHS. Please provide the Make/Model # and quantity of solar panels?

The Offerors were provided an opportunity to obtain this information via scheduled site visit held on March 8, 2018.

33. C.1.1.o Note: SeaCTHS has a larger café open to the public with cooking capabilities. Is this café operated by an outside vendor? If so what are the vendors responsibilities for maintaining their equipment? Is there a Kitchen Hood Ansul system in place? If yes who is responsible for testing/inspection, the vendor or the contractor? If the contractor, please provide the Name of the Ansul system? Also provide the length of the duct run? We cannot get accurate pricing from a subcontractor without some idea of the length of the run.

Refer to O&M Contractor’s responsibilities in PWS.

34. H.15.3.16 Qualifications of Electrical Technicians It would appear that the only way a company can meet the qualification requirements is for the testing technicians to hold a level 3 or a level 4 certification. The only way to obtain either of these certifications is through NETA (as recognized by the GSA since both cited websites go to the NETA website). After due diligence, there is no certification company in existence independent of NETA. NETA will only certify technicians for NETA Member companies.

Therefore, the offeror is forced to subcontract only with a NETA member company to provide electrical testing. This streaming negates the qualifications of many nationally recognized specialty companies providing electrical testing services exclusively for the commercial and public building environment, and has been consistently condemned by GAO as prejudicial to competition. Recommend the GSA modify this overly restrictive requirement. For instance, the GSA might achieve confidence in the quality of electrical testing by specifying that the testing technicians meet or exceed the training and experience requirements stated for level 3 and 4, rather than insisting on the formal certification. As currently written, the H.15.3.16 requirement would not allow testing by a degreed electrical engineer with over 20 years of experience. It would also prevent the offeror from subcontracting with the specialty contractor performing the latest 3-year testing. Further, recommend that the entry for "NETA Certification" be removed from the Attachment 13 form.

Refer to “RFP_Section J - Attachment 13 (Updated V.1)” under Amendment 0001 Attachments.

GSA Region 10 technical team has determined that the Government cannot assume the risk of accepting standards other than NETA as described in H.15.3.16.

From Amendment 1 Answers:

TSS

1. It was noticed during the walkthrough at the Nakamura Courthouse that the emergency generator oil and fuel filters were service dated 9/5/16 and the batteries were dated 9/15/14. Is the emergency generator service requirement or standard different at this building than at other buildings that are part of this contract?

All emergency generator service requirement standards are same for all three locations.

2. It was noticed during the walkthrough at the Nakamura Courthouse that the water loop coupon racks maintenance record tag was last service dated 7/29/15 and the valves were in the closed position preventing water from accessing the coupons. Is the water treatment standard different at this building than other buildings that are part of this contract?

All water treatment standards are same for all three locations.

3. It was noticed during the walkthrough at the Nakamura Courthouse that switchgear was not labeled with current test dates. Is the switchgear testing requirement or standard different at this building than at other buildings that are part of this Contract?

All switchgear testing standards are same for all three locations.

4. It was mentioned during the pre-proposal conference that vendors who have had past performance questionnaires (attachment 14) submitted recently for other bids, may reuse those same questionnaires so that their customer does not have to resubmit. How would a vendor go about submitting those forms so that their proposal is not interpreted as being incomplete?

The Offerors, who received a confirmation from their customers that they had recently submitted a completed past performance questionnaire (PPQ or Attachment 14) to GSA in connection with other recent RFP in the last six month, may choose to include a statement in their Volume IV to inform GSA to reuse the same PPQ that was submitted by their customers. In addition, not including a PPQ in the proposal will not be interpreted as being incomplete because the PPQ is not mandatory but highly encouraged.

5. Section C.1.1.i states the SeaCTHS has hydraulic bollards that are used in specific security cases that must be tested weekly. Is this a special requirement found in the O&M manual or a GSA requirement? Do the Bollards at Nakamura have any “Special” testing requirements not outlined in an O&M manual that contractor must follow?

The bollards at both the SeaCTHS and Nakamura have "special GSA requirements" to exercise them weekly. Since the bollards are currently not used on a daily basis, the Courts require that they are exercised regularly to insure that they will function in "heightened security" situations and placed in service at a moments notice. In short, the security bollards at both the USCH and the Nakamura CH will be exercised once a week and logged.

6. Section C.9.1 Notes states “all three buildings in this contract need new Building Operating Plans.” In the Preproposal meeting SME stated that we will be given the current plans to revise. Will Contractor need to revise the current plans or provide brand new plans for each building?

The Awardee will be provided a “sample” Building Operating Plan to write and provide new “acceptable” plan for each building.

CHEM AQUA

I was at the walkthrough for Seattle Courthouse last week and would like to ask a question about the indoor/outdoor water fountains. I saw they were on the bid which is new for us as we have never touched those water features. I’m just trying to figure out what the expectation is for the water treatment on those two water features? What is being done now and what is required from us to maintain?

Below is the description in the O&M Spec Document (Section C.36.1)

Any more info you have regarding this would be greatly appreciated so we can quote accurately.

Provide water treatment as stated under PWS Section C.36.1.

File details come from the government source that posted it.
