About this file
This document package includes a federal contract solicitation and related questions and responses file. The solicitation seeks proposals for new boiler system projects at the Haines and Skagway Land Ports of Entry in Alaska. Offerors must provide design and construction services for replacement of existing boiler systems with new oil-fired boilers rated at 5 million BTUs or less per hour. Proposals are due December 14, 2021. The pre-proposal conference was held virtually on November 15, 2021 and site visits took place on November 17-18, 2021. The General Services Administration Public Buildings Service Region 10 is the contracting agency. Access to controlled unclassified information attachments requires completion of provided forms. The questions and responses file clarifies requirements around fuel piping scope, conduit and baseboard reuse, and long-term operation and maintenance responsibilities.

I understand that we are to submit two separate proposals, but they are combined on one SF1442 and the pricing schedules are also combined.
Are you wanting us to submit two different bid bonds, one for each of the proposals or are you wanting one for the entire SF1442? 12/6/2021 Yes; two different bid bond are required per project proposal. GSA CO/Mark

New fuel oil system shall be designed in accordance with latest codes and standards, including NFPA 30.
Where is the demark of where the fuel piping stops in each project?
Please confirm that the fuel piping replacement is inside of each boiler room.
2) Can the baseboard covers be re used if they are in good condition?
3) 2.1.1.10.2. New oil-fired boilers with a heat input capacity equal to or less than 5Mbtu/hr are required to have a tune up every five years. [See 40
CFR
63.11223(a) and (e)]
1. The first five-year tune-up must be no later than 61months after the initial startup.
2. Each five-year tune-up must be conducted no more than 61 months after the previous tune-up.
Are these tune ups required to be performed by the contractor or the
O&M operator?
4) 2.1.1.2 Re use of existing conduit and conductors.
If the existing conduit is capable of handling the wire and meets all codes can the electrical conduits on this project be reused?
Can the control wiring conduits be reused?
12/7/2021
1. Demark for the fuel piping is at the fuel tank. Fuel oil tank is NOT to be replaced as part of this project. Fuel piping replacement is inside the mechanical spaces of each building.
2. Baseboard covers can be reused if in good condition. However, each cover is to be evaluated during construction and determined, in conjunction with GSA, that they can be reused, refinished, and/or need to be replaced.
3. Reference Section 2.1.1.10 header paragraph: Contractor is required to provide a closeout submittal for a long term O&M plan which includes subparagraphs 2.1.1.10.1 through 2.1.1.10.4. These tuneups wll be performed by the O&M operator upon completion and turnover of the project.
4. Existing conduits (electrical and controls) are to be evaluated and determined if they are in acceptable condition. If the existing conduits are determined, in conjunction with GSA, that they are in acceptable condition and are capable of handling the wire while also meeting all current codes, they can be reused. All wiring within the conduits associated with this project need to be replaced with new.
