Question 1. Will the POV Secondary roof and Auto Teardown building as well as the POV Primary Canopy and booths be included in the Scope of Work? Including these two components will allow them to match the work being done on the Main Building. ANSWER: The POV Secondary roof should be included in the scope, if only in terms of aesthetics – to match the look of the new roof assemblies but not the performance. The other roofs in question are to be priced as options by all offerors.
Question 2. Regarding Question 1 above, if GSA elects to add POV Primary and Secondary to the Scope, will the budget increase in-kind? ANSWER: The budget will have to be addressed with the GSA leadership. At this time –
Phase I – it is not of primary concern, but will be adequately addressed before going into Phase II.
Question 3. What is the amount of the stipend awarded to the unsuccessful firms in Stage 2 of this solicitation?
ANSWER: It is the Governments’ intent to provide a stipend to the Offerors who submit proposals for
Phase 2 of this solicitation and are not the successful awardee of the subsequent contract. Information regarding the stipend will be provided in the Phase 2 solicitation
Question 4. How will GSA address hazardous materials in Phase 2? ANSWER: Hazardous materials will be included in Phase 2 SOW and in Div 1 specs.
Question 5. How does GSA plan to address the damage that is existing around the site in Phase 2? We would suggest a set SF to be included in the price proposal to ensure all proposers are carrying the same scope.
ANSWER: This will be included in the Phase 2 SOW as a peripheral work related to immediate project scope and area. It will be identified as an approximate area surrounding the affected buildings.
Question 6. How does GSA plan to address the existing electrical lines surface mounted to the building exterior in
Phase 2? Guidance on if this work is to be rerouted and the extent of the work would be needed for proposers to provide a comprehensive design solution. ANSWER: This will be addressed in SOW for Phase 2.
Question 7. RE: Factor 1 Submittal Requirements. The Solicitation reads, “All projects should meet the following minimum requirements.” Even though solicitation reads “should” meet is it an absolute requirement to meet All of the items in very project? ANSWER: See Sub-Factor 1A “Standard for Evaluation” (solicitation page 17) The standard is met when the Offeror submits at least three (3) but no more than five (5) projects of similar size, scope, and complexity.”
Question 8. RE: Factor 1 Submittal Requirements. The Solicitation reads, “All projects should meet the following minimum requirements.” One of the listed items is a project with “A value of $10 million to $20 million.” We have projects under $10M and over $20M, but none between $10 and $20M. Will the Government consider projects at
$7M or higher as relevant for this requirement? Will the Government consider projects over $20M as relevant for this requirement? ANSWER: See Sub-Factor 1A “Standard for Evaluation” (solicitation page 17) The standard is met when the Offeror submits at least three (3) but no more than five (5) projects of similar size, scope, and complexity.”
Question 9. RE: Factor 1 Submittal Requirements. Will the Government consider allowing projects where the General Contractor and Design Firm previously worked together as relevant even if it does not fall between the
$10M to $20M range? ANSWER: See Sub-Factor 1A “Standard for Evaluation” (solicitation page 17) The standard is met when the Offeror submits at least three (3) but no more than five (5) projects of similar size, scope, and complexity. In addition to meeting the above minimum requirements, offerors should consider submitting projects which demonstrate the following characteristics which will be
pg. 3 viewed more favorably: Projects which demonstrate the A/E and General Contractor’s prior experience working together successfully;
Question 10. RE: Site Walk. During the Site Walk, several reference s were made with regards to the material used during the LPOE Mariposa project. Is GSA requiring or suggesting that the material used at LPOE Mariposa is preferred for this project? ANSWER: No. The reference to Mariposa was simply to illustrate how the Architects selected a material that required little to no maintenance. It is desired the Pac Hwy LPOE solutions include high performance envelopes that are attractive, reflective of the nation’s pride, sustainable and capable of longevity with little to no maintenance effort and cost over the lifetime of the solution. This will be made clear in the Phase II
SOW and solicitation.
