CO / COR / Other AMD 03

2 10.17.2018 Or will the federal government first award the on-call contract and then identify successful firms to submit a proposal for the task order?

10.17.2018

No, up to (5) responsible contracts will be awarded under the Base Contract. Of that 5, the Contractor that submits the most highly rated technical proposal(s) will then be evaluated on Factor 5 in accordance with section M-12 of the solictation.

CO / COR / Other AMD 03

3 10.17.2018 Will the Redden Courthouse FFP submitted by the respondent determine whether or not a firm is AWARDED the on-call?

10.17.2018 See section M-12 of the solicitation. CO / COR / Other AMD 03

4 10.17.2018 Is RFP 47PL0118D9000 for a 5 – state, potential multi-year Conservator as Contractor contract OR for Redden Federal Courthouse Masonry and Stone repair?

10.17.2018

5 10.18.2018

Within the RFP section L-4.2. Factor 4, Subfactor 2 – Performance Quality Assessment, paragraph 2 states that if an offeror is unable to obtain a PPQ from a client to submit the first page of the PPQ within the proposal. However, paragraph 3 states that PPQs will be sent directly to the Government. If the PPQs are being sent directly to the Government, we may not know if a PPQ was received by GSA. However, the PPQ Exhibit 3 requests the client to send the PPQ back to the offeror.

Please clarify the submission requirements for Volume III Past Performance. If PPQs are required to be submitted within the proposal, they contain the same pertinent information as what is required for Section L-4.1 Could we simply eliminate the duplicate information by submitting at minimum the first page of the PPQ for this Volume to cover both Subfactor requirements?

PPQ Clients can inform the offeror if they have submitted a PPQ to GSA. They may not share the contents of the PPQ. Exhibit 3 has been updated to reflect the proper instructions. If the offeror is unable to confirm if a client has sent a PPQ into GSA, the offeror may fill out the first page of the survey per the instructions.

6 10.18.2018 Is the PDF format acceptable for all electronic submissions for all volumes of our proposal?

7 10.18.2018 We are forming a teaming relationship to propose on this IDIQ as a whole. Does our teaming agreement need to be submitted and follow the same requirements as listed for a JV such as financials, etc. as outlined in Section L-3.4?

No, a JV is a different type of agreement.

Please see website in question 12 for details on a CTA Agreement

CO/CS AMD 03

8 10.18.2018 Section L refers to Section M for submission requirements and Section M refers to Section L. However, Section M is missing Volume IV from Table M-1 for evaluation. Please advise.

Added and updated via AMD 003 CO/CS AMD 03

9 10.18.2018

Attachment C shows a list for the Proposal Content of the Seed Project which differs from the format within the RFP document format table L-1. Within the RFP document the seed project schedule and narratives are located in Volume 3, Tab 3.

Attachment C shows them being submitted with the price proposal and shows additional documents required outside those that are listed within the RFP document (such as the SBU Document or CSI level 3 versus Level 4). Which format are we to follow?

Attachment C is a Sample. The document is marked as such. GSA provided a TORFP sample to show the contractors what it might look like when receiving a TORFP.

Attachment C is not to be altered or followed in submitting for your proposal.

Requirements within the evaluation factors are to be used for this proposal.

13 10.19.2018 Is there a formal designation of small business is required, or is providing financials enough. For Oregon State / City projects, in order to be a MWESB firm it has to be registered with the state COBID system.

The firms SAM record must be in compliance to show the Small Business Designation. Additionally your Reps and Certs will show your assertions to the responding NAICS code for this project which is 236220.
