About this file

This document summarizes responses to questions regarding a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for construction services in Alaska. The solicitation is issued by the General Services Administration Public Buildings Service Region 10 and seeks proposals from HUBZone small businesses for a five-year IDIQ contract to provide construction services at GSA-owned and leased properties. Key details include an extended proposal submission deadline of October 11, 2019, clarification that pages limits do not include covers, dividers or back covers, and confirmation that past performance questionnaires can include those completed by prime contractors. Sample task orders include prevailing wage determinations and provide assumptions regarding existing building conditions. The scope of individual task orders and specific project requirements will be defined at the task order level.

Annotations used within this document:

Q = Question R = Response

A. General Solicitation Questions (Q1). Would you please consider extending the due date by two weeks (?)

(R1). Yes, the proposal response date is extended to 10/11/2019.

B. Proposal Formatting Questions (Q1). Page 4 of the IDIQ-Task Order Solicitation file states, "Submit the documents below by email, as separate files..." Can you please confirm that it is acceptable to include all task order documents (SF 1442, Task Order Technical Approach and Task Order Price Proposal) in ONE PDF file as Category D: Task Order proposal?

(R1). Confirmed

(Q2). Page 4 of the IDIQ-Task Order Solicitation file states, "...There are no page restrictions." Does this mean that Category D: Task Order Proposal is outside of the 50-page limit?

(R2). See revised instructions on page 6 of The Solicitation, Section B Proposal Format, item 4.

(Q3). Can you please confirm that the following pages will NOT be included in the page limits for the Alaska IDIQ for Construction? [Cover/title page for each Category, Tab dividers used for ease of reviewing, Back covers]

(R3). Confirmed, see revised instructions on page 6 of The Solicitation, Section B Proposal Format, item 4.

(Q4). Would you please consider eliminating the 5-page PPQs from the proposal total page count (Category E)?

(R4). Confirmed, see revised instructions on page 6 of The Solicitation, Section B

(Q5)Would you please consider eliminating Category B – Preliminary Responsibility Determination from the proposal total page count?

(R5). Confirmed, see revised instructions on page 6 of The Solicitation, Section B

(Q6). Would you please allow past PPQs from other entities (i.e., USACE) that have been previously filled out by our clients for Category E – Past Performance?

(R6). Use of PPQ’s from other entities are acceptable so long as the data is formatted using the same information and in the same order as the GSA PPQ or is a result of the published documents from same entity as available in www.cpars.gov database.

C. Price Schedule // Price Proposal for Sample Task Orders

(Q1). Page 4 of the IDIQ-Task Order Solicitation file states we are to provide a Task Order Price Proposal. Is there a certain format you would like this in?

(R1). See instructions included in sample task order solicitation “TO RFP Submittal Requirements”, “Proposal Instructions”.

(Q2). The Price Schedule includes line items for various personnel positions. We do not plan on using a Commercial Construction Superintendent or Construction Manager.

How should we price these positions?

(R2). See The Solicitation, Section II.H, page 10.

(Q3). The Price Schedule includes line items for various personnel positions; however, does not mention any positions for quality control (QC) or safety personnel. We typically include a QC/Safety Officer at the site level when performing larger dollar value task orders. How should we account for QC and safety personnel for pricing purposes?

(R3). Offerors are not precluded from utilizing these positions from task order proposals.

(Q4). Category D – Task Order Proposal Evaluations: If we are to also provide C. Task Order Price Proposal, do we need to price this with our current prices for this 5-year IDIQ we will be submitting?

(R4). No.

D. Past Performance Questions (Q1). Page 10 of the Solicitation under (2) Standard of Evaluation states, "...All projects must be for commercial construction." Can you please confirm that projects performed for a federal client, qualify as commercial construction in this case?

(R1). The nature of a client’s organization is not critical to the term ‘commercial construction’.

(Q2). Page 9 of the Solicitation under Part G. Category E: Past Performance it states, "Offerors are instructed to use the attached, GSA Past Performance Questionnaire (PPQ) template to request past performance information from project owners and return the completed form with its proposal." If the project we are highlighting was performed by us as a Subcontractor, would it be acceptable to include a PPQ completed by the Prime Contractor?

(R2). Yes.

E. Sample Task Order(s) Questions (Q1). Please confirm that Task Orders will be subject to local Prevailing Wage Determinations for Labor, previously known and now commonly known as “Davis Bacon.”

(R1). Confirmed. Refer to FAR 52.222-6 as noted on page 12 of The Agreement (Section III.H.10)

(Q2). Please confirm that General Decision Number: WA180036 was included with SAMPLE Task Order Solicitation Zone 2 by error and will be updated with current, local Anchorage wage determination.

(R2). Confirming that the initial Wage Determination included in each sample task order document is incorrect. Amendment A02 corrects the wage determination.

(Q3). Please confirm the total number of buildings both owned and leased by GSA in Zone 1 and Zone 2 which may be included in the IDIQ. If possible, please provide a list of these buildings.

(R3). Refer to: https://www.gsa.gov/tools-overview/buildings-real-estate-etools/inventory-of-gsa-owned-and-leased-properties

(Q4). Please clarify SF 1442 Zone 2 – Sample TO language in box 13 item c. which references “Zone 1 Sample Task Order…” Is this in error? Is this meant to reference “Zone 2” rather than “Zone 1.”

(R4). Confirmed this is an error and is corrected by A02.

(Q5). Category D - Task Order Proposal Evaluations: For this portion of the proposal, it is our understanding that these sections are to showcase our experience in execution (project approach and schedule) for tasks similar in scope of work. Within the sample task order proposals, are we to submit only “B. Task Order Technical Approach”?

Please refer to page 4 of the Zone 1 Sample Task Order-Solicitation Package.pdf (R5). Offerors are instructed to provide a complete task order proposal.

(Q6). Regarding Sample Task Order 2, please identify the fire alarm equipment currently in place and can you please confirm the nature of the security of the secured doors.

(R6). Assume ‘Siemens’ fire alarm equipment. Assume security of doors is limited to keyed locking doors (no electronics).

(Q7). Are you wanting product data with the sample project?

(R7). Offerors should submit data that supports the sample task order proposal.

(Q8). Do you want a submittal register for the sample project?

(R8). GSA typically expects a ‘submittal register’ to be submitted after receipt of a task order contract.

(Q9). Is a list of Key Personnel needed for the sample project?

(R9). Offerors should submit data that supports the sample task order proposal.

(Q10). Is a schedule required for the sample project?

(R10). Refer to the requirements of The Agreement and the Alaska IDIQ Scope of Work.

F. IDIQ Scope of Work Questions (Q1). Please confirm whether all Task Order work will be outside regular business hours or will be dependent upon specific Task Order needs.

(R1). Hours of work will be determined by each task order.

(Q2). Please confirm whether the GSA is open to alternative construction methods including pre-fabricated modular interiors.

(R2). Project requirements are stated by individual task order. GSA has experience with projects that utilize some pre-fabricated elements for interior office space.

(Q3). Please confirm whether this IDIQ will be subject to small business utilization plans or other disadvantaged business utilization goals. If so, what are these goals?

(R3). No, this IDIQ is 100% set aside for small business and reserved exclusively for HUBZone certified small business firms.

(Q4). Please confirm whether Task Orders issued under this IDIQ will be subject to LEED requirements, demolition material diversion requirements, or other increased environmental requirements.

(R4). Project requirements are stated by individual task order. Refer to the Alaska IDIQ Scope of Work and The Agreement regarding construction and waste di version, environmental reporting requirements, etc.
