Solicitation 47PL0022R0001
Amendment A02 makes the following changes to the solicitation A01 On-Ramp South MATOC IDIQ issued on 01/11/2022;
1. The offer response date is changed to 02/15/2022. Offers are due by close of business or 4:00pm Pacific Time. Submit proposals by email to jessica.campbell@gsa.gov
2. This amendment incorporates the below solicitation request for information (RFI) questions and responses.
Thank you for your interest in this GSA opportunity.
A02-1
RFI:
Will an SF1442 with current bid sic(d)ate be provided?
RESPONSE:
Offerors are instructed to remove and replace the SF1442 with the form annotated as A02 dated 02/08/22.
A02-2
RFI:
For Volume II, Project Experience, the 10 page limit per project does not seem obtainable based on the amount of supporting documents for each is being required (i.e., design documents, submittals, project schedules, cost estimates, SOVs, Change Order requests, resumes for PM and Superintendent, submittal logs, RFIs, etc.). Request the page limit be removed or doubled.
RESPONSE:
Offerors are encouraged to provide example documents to demonstrate the capability and experience of the Offeror to perform the tasks. The Government is not seeking a complete record set of any project documentation. No changes to the page limits.
A02-3
RFI
The due date in block 10 of the SF 1442 states the proposal is due 02/01/2018 at 4:00PM. Is the government planning on issuing new SF 1442 or are offerors to use the old one?
RESPONSE
Offerors are instructed to remove and replace the SF1442 with the form annotated as A02 dated 02/08/22.
A02-4
RFI
In the solicitation the government has request offerors to submit Tab 2 – Vendor Scoring Table of the Exhibit 5. Can the government please clarify if Tab 2 should be submitted as it’s own file in a separate volume from Volume 1-4, or should Tab 2 – Vendor Scoring Table of the Exhibit 5 Vendor Proposal Workbook be submitted in one of the four volumes?
RESPONSE
Offerors are instructed to return Tab 2 Vendor Scoring Table as a stand-alone document.
A02-5
RFI
For the Exhibit 5 Vendor Workbook – do offerors need to complete each tab’s checklist and return the workbook as a whole in excel format? Or, are offerors to pull out each completed tab and submit it as a PDF in it’s corresponding volume (i.e. Tab 3 is submitted at the beginning of Volume I, Tabs 4 and 5 are submitted at the beginning of Volume III and Tab 7 is submitted in Volume IV?
RESPONSE
Offeror's have the discretion to return the proposal as a .pdf or in an excel format. The Government will accept both formats. Refer to The Solicitation, Section II. Proposals A and B on pages 5, 6, 7.
A02-6 RFI: In Exhibit 5, Tab 4, subfactor 1.8 the government requests “Provide IDIQ resource plan with key project team members. Include proposed project manager and site superintendent(s) with relevant experience with projects of similar complexity. Include high level organizational chart to demonstrate lines of communication, ability to staff multiple projects with concurrent performance, indicate which construction activities and/or trades that are self-performed.
Provide 1 page resume of project manager and site superintendent(s) identified in organizational chart.”
(1) Could the government please clarify if offerors are to include a resume for the PM and Site Superintendent proposed to performed work on the On-Ramp South MATOC IDIQ, or if they are to include a resume for the PM and Site Superintendent that performed on each of the five projects being proposed?
(2) If the former is true, submitting the proposed PM and Site Superintendent, can offeror include the organizational chart and 2 resumes (1 for each role) under the first project and a reference to those three items under the four other projects as it would be the same information repeated between all five projects?
RESPONSE: Part 1 - Offerors are instructed to provide resumes for personnel who are proposed to staff this MATOC IDIQ.
Part 2 - answered by response to Part 1.
A02-7 RFI: Would the government please provide a two-week extension to allow offerors enough time to gather the extensive information required for the 10-page projects + PPQs?
RESPONSE: Offerors are instructed that the proposal response date is extended to February 15, 2022.
