Foley Federal Building & LDG Courthouse Vehicle Control Gate Replacement PBS - REG 9

333 & 300 W. Las Vegas Blvd RFP NO. 47PK0521R0009

Las Vegas, NV 89191

1. The following is a complete list of the clarifications and responses to questions received, which are now made a part of the RFP.

QUESTION: At the pre-bid site visit it was stated that for the Foley Federal Building the new slide gates should be crash rated and a crash rated drop arm barrier is not wanted. Can you please confirm that we are the demo and remove the existing slide gates and crash rated drop arm barrier and replace with just cash rated slide gates and no crash rated drop arm barriers?

ANSWER: Yes, the gates are to be combined into one set of gates that will provide both perimeter security and vehicle barrier (crash rated) to the K4 security standard.

QUESTION: Please confirm we can reuse all of the existing control panels and the security rooms and guard booths for both the Foley and Lloyd locations?

ANSWER: Yes, the existing control panels can be used if they are compatible with the new gate systems you are installing.

QUESTION: The solicitation calls out for the new crash gates/barrier to have a crash rating of K4 that will stop a 15,000 lbs vehicle traveling at 30mph. Associated with the K4 crash rating requirement there is usually a penetration rating requirement, i.e L3, L2, L1 or P1, P2, P3. The penetration rating indicates the vehicle distant of penetration upon impact with the gate/barriers.

Does this project have a penetration rating requirement for the new gates/barriers? If it has penetration rating requirement what is it?

ANSWER: The penetration requirement will be the lowest rating.

QUESTION: Please confirm there is no Emergency Fast Operation (EFO) requirement for the new gates/barriers?

ANSWER: Correct, there is no Emergency Fast Operation requirement for these gates.

QUESTION: At the Lloyd Courthouse gate and barrier ramp location only a new swing gate will be able to fit at this ramp because there is no room for the back track for a slide gate here. There are very few, if any, options for an ornamental, operated, crash rated swing gate at this location.

Would a new non-crash rated swing gates with a new crash rated drop arm barriers, similar to what is existing, be acceptable at this ramp locations?

ANSWER: No, we do not want to re-install two separate systems again. The gate system should be a combination crash rated and perimeter security gate system.

QUESTION: Do you have a checklist of what forms need to be submitted?

ANSWER: No, the list of forms that must be submitted is cited in The Solicitation, Section II.A.

QUESTION: Are there any special requirements we should know?

ANSWER: No, only what is cited in The Solicitation.

QUESTION: Please confirm we do submit our bid via e-mail?

ANSWER: Per The Solicitation; Section I.H. proposals must be submitted by email to maia.albano@gsa.gov.

QUESTION: Can you confirm where the controls need to land for the north gate along Bridger for the foley building? Can you confirm that the conduit for the controls for both building can be reused and is currently installed?

ANSWER: The control rooms are located as follows:

In the Lloyd D George: The gate remote controls are located in the USMS control room area on the second floor, room 2058

In the Foley: The gate remote controls are located in the CSO and the USMS control room both on the first floor
