Working Hours vs Normal Building Operating Hours

Can you clarify the "Normal Working Hours" 7-5 versus "Normal Building Operating Hours" 6-6. Would Overtime be considered outside of the 7-5 "Normal Working Hours" ? Section C.12 references the 6-6 time period for straight time.

SOW revised to omit Normal Building Operating Hours. Normal Working Hours is the same as Straight Time which is between the hours of 6:00 AM and 6:00 PM. Overtime is considered outside 6:00 AM and 6:00 PM.

2 14-Nov-19 SOW C.2 and C.9.1 Testing Will GSA hire a third party contractor, for the 6 month, annual and 5 yr testing under a separate contract? Under the new contract (Section c.2) it looks like this will be included. Correct?

Testing is performed by the elevator contractor whom must supply necessary personnel to support this task. GSA hires 3rd inspectors to witness the elevator contractor perform testing. Elevator contractors' are prohibited from performing their own inspections'/certifications' as outlined under NAESA Code of ethics / Conflict of interest.

3 14-Nov-19 SOW C.8 and C.16 Lighting Section C.8 states that the contractor is responsible for lighting. Section C.16 (5) cab lighting is excluded. Which is correct?

Section C.16 (5) "Lamps and light fixtures for the car ceiling illumination which do not require special access by a qualified elevator mechanic and can be repaired or replaced from inside the elevator cab" is removed from the Exclusions. SOW revised by removing Exclusion Number 5.

5 14-Nov-19 SOW C.9.5 NCMMS Will the Contractor be responsible for completing and notating NCMMS generated monthly work orders for the VTE at each building? C.9.5 states "Contractor will be issued access to GSAs maintenance management portal to achieve this task." Will GSA provide a computer for the contractor to access

NCMMS?

Yes, the Contractor is responsible for completing and notating NCMMS generated monthly work orders for the VTE at each building.

The NCMMS is web based; a GSA computer is not necessary to access. The only requirement to access the NCMMS is having a GSA ENT account and proper active directory groups, which can be added through an IT service request submitted by the Contracting Officer's Representative (COR) on the Contractor's behalf. As long as the Contractor maintains their ENT account active, access to the NCMMS program will remain assuming the user logs into the system, at a minumum, every 90 days.

6 22-Nov-19 SOW C.2 Obsolescence The traction elevators at 801 I Street have Motion Control Engineering (MCE) control system with a vintage of drive that has been rendered obsolete by the manufacturer. The manufacturer has provided a formal technical bulletin regarding this product, as well as confirmed that the recommended solution of this drive is to modernize the traction control system. This is in lieu of trying to modify and re-wire this control system to adapt a new supported drive from a different manufacturer. What is GSA’s technical position on this issue as it relates to the awarded service vendor being responsible for its repair/replacement under the terms of the RFQ?

Contact MCE directly for support with repairs and/or replacement parts for 'VVC Black Box drives'.

7 22-Nov-19 SOW C.2 Obsolescence If a major or expensive component becomes truly obsolete during the course of the agreement, does the GSA intend to force the awarded service vendor to repair/replace an elevator subsystem (e.g. modernize a control system or replace a traction machine) under the terms of this Agreement? Is there a dollar value associated with the material and/or labor cost required in this scenario? We cannot forecast which of the existing components (if any) will become obsolete at any time from the OEM’s for your equipment (Montgomery/Kone, MCE, etc.).

Elevator maintenance contractor is required, to perform 'what is necessary', to maintain GSA elevators' safely and reliably without obsolescence. As identified within 'Full service maintenance, repair and replacements' scope of work.

8 22-Nov-19 SOW & Offer Sheet

C.9 5-year, full-load testing

Can you please provide the dates for last 5-year, full-load testing for each of the elevators in the portfolio so we can incorporate the costs for this testing in our pricing? Further, would you like the additional cost for the 5-year testing incorporated into the line-item year in which it is due, or would you prefer the cost of the 5-year testing to be blended across the 4 ½ year contract duration evenly?

501 I Street & 801 I Street 5-year inspections: December 2018, 650 Capitol Mall & 2800 Cottage Way 5-year inspections: November 2019. Blend the cost across the contract duration.

9 22-Nov-19 SOW C.4 & C.12 Service Calls From past experiences, the GSA did not have provisions in the Contract language to pay service calls for resetting elevators after seismic events (earthquakes), nor would not pay for any calls related to building power events.

Under the new contract term of this RFQ, will the GSA pay the awarded service provider for service calls related to earthquakes (seismic events that trip the equipment) or service calls caused by building power outages, surges, etc?

Sections C.4 & C.12 both: require 24/7 service calls, at no additional cost to GSA. Service Calls are considered a basic service and the cost for Service Calls/Callbacks is to be included in the Basic Services Quote.

10 22-Nov-19 SOW C.9.4 5-year, full-load testing including traction drop testing

Will 5-year, full-load testing (including traction drop testing) be required to be performed outside of business hours, as not to disrupt building operations? If yes, does the additional overtime cost for this after-hours testing need to be included in our monthly pricing? Or will the awarded vendor be able to bill the GSA at their specified rates for the overtime?

5-year, full-load testing (including traction drop testing) is permitted during Normal Working Hours.

11 22-Nov-19 SOW C.5 Replacement Boards

The elevator control systems at the 501 I Street Courthouse are supported by Kone Spares (Montgomery/Kone parts division). They are notoriously (egregiously) expensive. Please clarify the requirements in Section C.5 regarding providing one each replacement board. Is this per elevator? Can like boards by combined for the building? Does the “10% per controller” translate to the awarded service provider needing to provide spare boards for these units equaling 10% of the cost to replace one of each type of board for each elevator?

Like boards may be combined. GSA requires contractor to have adequate spare parts for common failure components. Controller manufacturers have listings of recommended 'spares' stock items, consult with manufacture. Any unused spares the contractor provided (w/ inventory) may go back to the contractor upon contract expiration. Awarded service provider, must provide 10% spare parts of each type of elevator controller. Manufacturer ‘KONE Elevator’ can provide a list of recommended spares. Yes, like boards may be combined.

12 22-Nov-19 SOW C.9.3 Monthly Fire Keyswitch Testing

Can the monthly Phase I and II fire keyswitch testing be performed during the regular business hours defined in the contract? Or does this need to be performed after hours, as it pulls the entire group out of service and can cause disruption to the building?

Monthly firefighters' Phase 1 & 2 testing, can be performed during normal working hours. Testing shall be performed at times which least inconveniences building tenants.

13 22-Nov-19 SOW C.2 Obsolescence Black Box MCE Units are no longer produced or supported they are by definition obsolete. There are no alternatives compatible if that component was to fail.

This contract has no obsolescence, is it the assumption that if these failed the maintenance company would be responsible to replace the entire controller if a replacement could not be sourced?

Are there any elevators that scheduled repairs are required to be done after hours?

All elevator repairs may be performed during Normal Working Hours unless directed by GSA to do otherwise. Contractor must provide as much advance notice of intended repairs so that building managers can approve and coordinate access if required.

B.4 Offer Sheet On the Pricing Chart Section B.4 are you looking for the monthly pricing per elevator or the total pricing per elevator for the time period shown at the top of the column.

Monthly price per elevator for the time period shown at the top of the column AND the total monthly price for each building for each period calculated at the bottom of each column. These monthly building totals should be the same unit/monthly price entered into the appropriate building Contract Line Item Numbers (CLINS) on the

SF1449.

24 22-Nov-19 SOW C.2 ASME In the scope of work there are numerous references to complying with ASME

17.1 however no specific versions such as 1996, 2004 or 2008 are referenced.

Code changes, in the various versions of that code the requirements for elevators are different. Can you please confirm that the code and standard for the elevators in each building are based on the code in effect at the time of installation or alteration?

Yes, except for retroactive sections of ASME A17. Alterations must meet current code.

5 Year Testing The Safety and Inspection table on page 64 of the Solicitation (QASP 7.3.2.1) indicates that 5 year testing for all locations is to occur in Option Period 1 on a month TBD; however page 57 of the Solicitation (Exhibit 1) the 5 year section of the table is blank, or "N/A".

Is it correct that the 5 year testing for all units will occur in Option Period 1, and the cost for 5 year testing of all units should be included only in the Option Period 1 line items of the bid forms? If not, can you please provide an estimated schedule of the 5 year testing on a unit by unit basis?

5 Year inspections are current. Next 5 year inspections are due: 501 & 801 'I' Street September 2023. 650 Capitol Mall & 2800 Cottage Way, September 2024. Blend the cost across the contract duration.

Section K Reps and Certs We have tried but appear to be unable to update our SAM registration to include the additional registrations for FAR 52.204-24 & GSAR 552.204-70.

These also look to be requirements more related to telecom company’s then elevator company’s, do you know if these are representations covered elsewhere in FAR by other certifications an elevator company would have?

It is recommended you update your SAM registration as soon as possible. For purposes of this RFQ, offerors must submit the full text, fill-in provision/clause at FAR 52.204-24 and GSAR 552.204-70 which can be found in Section K of the RFQ. Page 13 ("Notice Concerning Solicitation") of the RFQ provides a list of representations and certifications to be submitted with your quote and a list to be completed within the System for Award Management (SAM).
