ITEM 14, DESCRIPTION OF AMENDMENT

Amendment No. 10 – 05/19/2023

THIS AMENDMENT IS ISSUED TO ADD OR CHANGE THE FOLLOWING ITEMS IN REQUEST FOR

PROPOSALS NO. 47PK0123R0003:

1. In Amendment No. 1 (3/28/2023) to this RFP, item 6, the answer to Question No. 11 (regarding “key subcontractor experience”) has been revised. Delete Amendment No. 1, item 6, Q11. and A11. in their entirety and replace with the following:

“Q11: II.D.(1)a Factor 1: Experience on “Similarly Complex” Projects – Can key subcontractor experience be provided in conjunction with Offeror’s past experience to meet relevant experience required under Factor 1?

Key subcontractor involvement and experience is requested under Factor 2 and would lend to illustrating project team approach.

“A11. If the 8(a) prime contractor proposes a team of small business subcontractors and specifically identifies a small business, first-tier major subcontractor in their Technical Proposal, Factor 2, Project Management

Approach, that will play a meaningful role in the contract, we will consider the capabilities, past performance, and experience of that small business, first-tier major subcontractor for one (1) of the required "Similarly

Complex Projects" under Technical Proposal, Factor 1: Experience on "Similarly Complex" Projects (or as the additional “comparable project”); and one (1) of the required “comparable” projects under Factor 3: Past

Performance of Offeror. The remaining two projects for both factors must then be from the 8(a) prime contractor itself.

A "meaningful role" is defined under this solicitation as performing more than 30% of the overall contract amount of the requirement.

In order to substantiate a "meaningful role" in the contract under Factor 2: Project Management Approach, the

8(a) prime contractor must provide evidence, in the form of a commitment letter between the prime contractor and the small business, first-tier major subcontractor, which shows the planned relationship between the companies and the involvement of the small business, first-tier major subcontractor in the performance of the contract.”

2. Questions received regarding this solicitation, with answers immediately following (in red), are attached to this amendment. No further questions will be accepted or answered.

3. Regarding the above item 2, Question and Answer No. 2, in the RFP document “The Solicitation”, paragraph

II.D.(a) Factor 1: Experience on “Similarly Complex” Projects, in the paragraph beginning with “....For each project presented in relations to this factor....”, delete the entire last sentence:

“In addition, for each project presented, the Offeror shall submit a GC Past Performance Reference

Form.”

There is no such form for this RFP.

4. Regarding the above item 2, Question and Answer No. 2, in the RFP document “The Solicitation”, paragraph

II.D.(c) Factor 3: Past Performance of Offeror, in the first paragraph beginning with “....This factor considers the past performance.....”, delete the last two sentences:

“The Offeror must provide a GC Reference Form for each reference. The name, title, company name, current address, current phone number, and current fax number for each reference must appear on the form.”

There is no such form for this RFP.

5. Regarding Item 2, Q&A No. 48, attached to this amendment are three zip files containing the photos requested:

Amendment 10 Q and A 48 Photos FL 9 to 11

Amendment 10 Q and A 48 Photos FL 12 to 14

Amendment 10 Q and A 48 Photos FL 15 to 17

6. Regarding other answers that reference revised drawings, attached to this amendment are the revised drawings in a pdf file titled “Amendment 10 Revised Drawings”. The revised drawings are identified in the lower right corner in red with “Amendment 10 5/19/2023”

7. In the RFP document “The Agreement”, delete paragraph I.C. Period of Performance in its entirety and replace with the following:

I.C. Period of Performance

(1) Interim Notice to Proceed. An Interim Notice to Proceed will be issued within the contract award letter and will allow for the submission, review and approval of all submittals and material samples, and ordering of any long lead-item materials. The Contractor shall not commence performance of the construction work until the Notice to

Proceed (NTP) with On-Site Work is issued.

(2) Construction Commencement. The Contractor shall commence performance of the construction work within 10 days after the Contractor receives the Notice to Proceed (NTP) with On-Site Work. Timing of the issuance of the

NTP with On-Site work will be coordinated between the Contractor and the Government, and will take into account approved schedule and status of long lead-item orders.

(3) Substantial Completion. The Contractor shall achieve Substantial Completion of the Work, as that term is defined in this Agreement, no later than 280 calendar days from issuance of Notice to Proceed (NTP) with On-Site

Work.

(4) Contract Completion. The Contractor shall achieve Contract Completion, as the term is defined in this

Agreement, within 60 calendar days of Substantial Completion.

8. In the RFP, Attachment F, Statement of Work, paragraph 1.2, Project Summary Description, delete the paragraph with bulleted points that begins: “The current project scope...” in its entirety and replace with the following paragraph with bulleted points:

“The current project scope also includes the following:

• Extension of an existing 2000-amp bus duct from the 9th to the 17th floor to serve this project’s approx. 1000 amps service needs to meet HVAC electrical loads

• Structural mitigation of roof structure above the17th floor

• Perform a moisture scan of the roof as required by roof manufacturer to extend warranty.

Replace wet insulation and roofing if/as required with Styrene-Butadiene Styrene (SBS) patching and flashing replacement. Clean and prepare the entire existing roof to receive a 2-coat Polyurethane Elastomeric fluid applied over roof system.

• Install a new LAN Delta Controls compatible open protocol BACnet system that will be interfaced with a future tenant provided centralized control system. The controls source shall not contain any proprietary software and there must be a minimum of three locally licensed contractors for both installation and service to be procured under a separate contract

• Perform condensate maintenance of approx. five (5) portable Movincool type AC systems located on the 16th and 17th floors

• Provide additional temporary cooling as required to maintain the current space set-point temperatures throughout construction”

9. In the RFP, Attachment F, Statement of Work, delete paragraph 1.7, Project Schedule, in its entirety and refer instead to the RFP document “The Agreement”, paragraph I.C. Period of Performance, revised above.

10. In the RFP, Attachment G – 47PK0123R0003 AE specifications, delete section 078413 Firestopping in its entirety and replace with the attached section 078413 Firestopping, dated 5/19/2023.

11. In the RFP, Attachment G – 47PK0123R0003 AE specifications, delete section 230900 HVAC

LOS ANGELES, CA ITEM 2 - QUESTIONS AND ANSWERS

PROPERTY OF THE UNITED STATES GOVERNMENT - FOR OFFICIAL USE ONLY

Do not remove this notice

ITEM 2 - QUESTIONS AND ANSWERS

1. Will the government consider allowing key sub commitment letters, resulting in allowing the prime to use key sub experience in Factor 1?

A1: If the 8(a) prime contractor proposes a team of small business subcontractors and specif-ically identifies a small business, first-tier major subcontractor in their Technical Proposal, Factor 2, Project Management Approach, that will play a meaningful role in the contract, we will consider the capabilities, past performance, and experience of that small business, first-tier major subcontractor for one (1) of the required "Similarly Complex Projects" under

Technical Proposal, Factor 1: Experience on "Similarly Complex" Projects (or as the addi-tional “comparable project”); and one (1) of the required “comparable” projects under Factor

3: Past Performance of Offeror. The remaining two required projects for both factors must then be from the 8(a) prime contractor itself.

A "meaningful role" is defined under this solicitation as performing more than 30% of the overall contract amount of the requirement.

In order to substantiate a "meaningful role" in the contract under Factor 2: Project Manage-ment Approach, the 8(a) prime contractor must provide evidence, in the form of a commit-ment letter between the prime contractor and the small business, first-tier major subcontrac-tor, which shows the planned relationship between the companies and the involvement of the small business, first-tier major subcontractor in the performance of the contract.

2. Please provide the "GC Reference Form" and "GC Past Performance Reference Form" refer-enced in Section II.D. Technical Proposal, (a) and (c) on PDF page 8 and 12, respectively.

A2: See this Amendment, Attachment to Standard Form 30, Items 3 and 4. There is no such form for this RFP.

3. The Solicitation is silent regarding the extent to which offerors may use the experience and past performance of subsidiary/affiliated entities. The GAO has found solicitations that restrict the ability of an offeror to provide the experience and past performance of its subsidiaries/affili-ates, even where those subsidiaries/affiliates will participate meaningfully in contract perfor-mance, to be unduly restrictive of competition. Accordingly, we respectfully request that the

Government amend the solicitation to expressly permit the submission of experience and past performance projects completed by affiliated entities and subsidiaries in support of the Experi-ence and Past Performance requirements.

A3: If the 8(a) prime contractor proposes a team of small business subcontractors and specif-ically identifies a small business subsidiary/affiliate in their Technical Proposal, Factor 2, Properly destroy documents when no longer needed

Project Management Approach, that will play a meaningful role in the contract, we will con-sider the capabilities, past performance, and experience of that small business subsidiary/af-filiate for one (1) of the required "Similarly Complex Projects" under Technical Proposal, Factor 1: Experience on "Similarly Complex" Projects (or as the additional “comparable pro-ject”); and one (1) of the required “comparable” projects under Factor 3: Past Performance of

Offeror. The remaining two required projects for both factors must then be from the 8(a) prime contractor itself.

A "meaningful role" is defined under this solicitation as performing more than 30% of the overall contract amount of the requirement.

In order to substantiate a "meaningful role" in the contract under Factor 2: Project Manage-ment Approach, the 8(a) prime contractor must provide evidence, in the form of a commit-ment letter between the prime contractor and the small business subsidiary/affiliate, which shows the planned relationship between the companies and the involvement of the small business subsidiary/affiliate in the performance of the contract.

4. Section 1.3 of the SOW identifies the project delivery type as design-bid-build. Section 1.5 states, "Provide construction that adheres to all design and construction codes and quality re-quirements" and "Ensure that the construction adheres to the construction documents and specifi-cations developed in the design phase of the contract." Additionally, Sheet states in the Summary of Work section that the project is for the "Design of a new HVAC upgrade system..." These statements are indirect conflict. Is the project 'design-bid-build' as stated in Section 1.3?

A4: This RFP is for construction only. It is not design-build.

In Attachment F, Statement of Work, paragraph 1.5, Project Objectives, third bulleted point from the end, delete "....developed in the design phase of the contract".

In Attachment G, AE Specifications, paragraph 1.1.B., Project Summary Description, delete the word "design" and replace with the word "construction".

Any other references to "design" in the RFP should be disregarded.

5. The structural specification requires fabrication to be done in an AISC Certified fabrication shop. We are requesting that the AISC certification requirement be waived if a Los Angeles City

Certification can be substituted instead? Or can this AISC certification be waived if a third-party monitoring agency performs inspection of the fabrication plant during the steel fabrication and erection process?

A5: No exception taken to using a LA city certification.

6. Confirm that the controls & hardware/software product can be any brand offering JACE8000.

A6: Per Spec. 230900, 2.2 B., the stipulation on the JACE is to “Provide open Niagara 4 Java application control engines (JACE’s). Proprietary JACE’s shall not be accepted.”

7. Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc. from the affected areas prior to construction.

A7: All equipment, excluding the (5) or (6) Portable AC units located per the SOW 2.1.1

Project Site Requirements. These units will remain operational and the SOW includes con-densate maintenance on these units during construction. (Note: On 16th floor Site Walk, in

Room 16R-15, the portable cooling unit was going to be replaced with either a single or two units, hence the the “(5) or (6)” quantity above). There is one additional portable cooling unit being stored in Room 17R-17 that may be relocated by the owner as needed. All unbolted furniture, personal effects, etc. will be removed by the owner.

8. Confirm that the controls installation contractor can be any local BAS contractor authorized to install the various brands of JACE8000.

A8: Per the SOW, 2.12 Building Automation System and Controls, “The control system will be a P100 compliant, non-proprietary open protocol BACnet system whose manufacturer has a minimum of three locally licensed contractors for both installation and a not in contract

(NIC) BAS service contract.” GSA Market research indicates only ALC, DisTech and

Schneider meet this requirement.

The following excerpt will be amended as shown below in a pending AE Design Bulletin:

Per Spec. 230900, 2.1 A. “Manufacturer: Subject to compliance with requirements, installing company qualifications, and manufacturer’s qualifications, provide products by the follow-ing. The manufacturer shall provide DDC control hardware and software with BACnet con-formance approvals from the BACnet Test Laboratory.

1. Electric, Electronic, and DDC Systems:

a. Automated Logic Controls, BACnet Systems

b. DisTech EC-Net, BACnet Systems

c. Schneider Electric BACnet Systems”

Properly destroy documents when no longer needed

9. Are alternate brands acceptable for the various mechanical equipment (CH's, CRACs, pumps, etc.)?

A9: The specifications stipulate the BOD manufacturer listed “or equal”.

10. Reference M 4 36W - There are no drawings or scope for the item labeled RR-1. Please clar-ify if this is in error or what the specific scope is around this item.

A10: Reference Sheet MP 4 37W (Grids S/20.7) for Roof Receptor drain lines. Reference

Sheet M 6 01 for Roof Receptor (RR-1) Schedule.

11. Reference M 4 36W - What is the roof vent referenced in note 7 connected to? There do not appear to be coordinated drawings indicating any further scope.

A11: Reference Sheet MP 4 37W (Grids S/20.7) for 2” VTR for RR-1.

12. Reference M 4 36W - the locations indicated on the plans that are calling out note 11 do not have any POCs shown. There is 1 back flow preventer shown on the flow diag (M 7 01) but 2 back flow preventers shown on roof dwg (M 4 36W). Please clarify.

A12: Refer to Demolition Plan MD 134 where the cold-water line going to the legacy chiller is being demolished. Contractor to field verify the exact connection location for the existing legacy chiller. Also provide a new make-up water connection for the new chillers to be in-stalled as part of this project. No changes to design drawings are required.

13. We understand that the Government intends to award a lump sum contract for this Task Or-der. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in ma-terial costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experi-enced in the marketplace with regards to commodities such as wood, steel, plastics, etc.? Can an

Equitable Price Adjustment (EPA) per contract length as one of the Defense FAR Supplement

(DFARS) 216.203-4(1)(ii) clause be added to the RFP?

A13: As stated in the RFP document "The Solicitation", paragraph IV.C. FAR 52.216-1

Type of Contract (APR 84), this solicitation will be awarded as a firm fixed-price contract.

14. The period of performance is identified as 280 calendar days from NTP to substantial com-pleted in SOW, Attachment F, Section 1.7. Mechanical subcontractors continue to experience ex-traordinarily long lead times for equipment such as CRAC units and Chillers (upwards of 280 calendar days...the entire period of performance). Please remove procurement as a consideration from the period of performance.

A14: The award letter of the contract will also serve as an Interim Notice to Proceed, allow-ing for the submission, review and approval of all submittals and material samples, and or-dering of any long lead-item materials.

The Contractor shall not commence performance of actual construction work until a Notice to Proceed with On-Site Work is issued. The Contractor shall achieve Substantial Comple-tion of the work not later than 280 calendar days from issuance of the Notice to Proceed with

On-Site Work. See also this Amendment, Attachment to Standard Form 30, items 9 and 10.

15. The period of performance is identified as 280 calendar days from NTP to substantial com-pleted in SOW, Attachment F, Section 1.7. If the Government will not remove mechanical pro-curement as a consideration from the period of performance, we respectfully request that the pe-riod of performance be extended post award after confirmation of duration with manufacturers and approval of shop drawings.

A15: The award letter of the contract will also serve as an Interim Notice to Proceed, allow-ing for the submission, review and approval of all submittals and material samples, and ordering of any long lead-item materials.

16. The construction industry continues to experience significant volatility, resulting in material lead time delays, in nearly all commodities that cannot be anticipated. Subcontractors are receiv-ing unforeseen increases in material delivery durations from their suppliers. How is the Govern-ment going to accommodate the current extended lead times and material manufacturing and de-livery delays that are occurring in the construction industry?

A16: The award letter of the contract will also serve as an Interim Notice to Proceed, allow-

Properly destroy documents when no longer needed

17. Has a Limited Source Justification (FAR 6.302-1(c), 6.303) been prepared for any materials identified under this solicitation? If so, identify which systems to which they apply and provide all related documentation, including any required Approval (FAR 6.304) or Certification (FAR

6.303(b)(12)).

A17: This solicitation specifies brand-name or equal descriptions, and other purchase de-scriptions that permit prospective contractors to offer products other than those specifically referenced by brand-name. This provides for full and open competition and does not require justifications and approvals to support their use.

18. Spec 01 14 00, Paragraph 1.3. a. indicates that Government occupied hours are 6 AM to 6

PM. Section 1.3. c indicates that contractor working hours should generally be during "non-gov-ernment hours" but identifies Monday through Thursday, 6 AM to 3 PM. Non-Government hours appear to be 6 PM to 6 AM. Confirm standard / permissible contractor work hours during con-struction.

A18: The hours are intended to indicate times when occupants can and would not likely be expected to be in the building. Off hour work is a means and methods decision, there is not limitation placed on the contractor except for work generating noise, vibration or odors which are to be performed during Non-Government hours.

19. Confirm that the Government will allow proposers a minimum of seven (7) business days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs re-ceived.

A19: The proposal closing date has been extended by this amendment. See description of amendment for revised date and time.

20. Please provide extent of studs on (E) beams. Do they go entire length of beams that are to be reinforced (S402/16).

A20: Per Details 11 and 16 on Drawing S501, headed studs are only needed for the new L angles. No headed studs are required along the length of any beams, only at the new L an-gles.

21. Please provide the number of locations for the roof opening supports (S510/7).

A21: Detail 7/S510 applies for openings with a minimum dimension of 1’-6” or larger.

22. Please provide the number of roof mounted pipe supports (S520/7)

A22: It is believed that it is (S520/6) that is being referred to here. The IPC defines the re-quired spacing of pipe supports by size. Please refer to the code.

23. Detail 10/S402 calls out to add angle to support grating on platform. Is grating required?

If so, please specify type.

A23: There is no grating, so the angle is not required.

24. Please provide a detail for the CHWS/R pipe anchorage that is noted on Sheet M-436W.

A24: Provide piping anchorage as specified in the Specifications, Section 230516 - Expan-sion Fittings and Loops for HVAC Piping. No changes to the design drawings are required.

25. Please confirm that is acceptable to use mechanical grooved joints on the carbon steel

Chilled Water Supply and Return piping in lieu of welding.

A25: Per the 2018 P100, 5.3.3.6 Hydronic, Steam Natural Gas and Fuel Oil Piping, Steel

Pipe Fittings “Grooved fittings are acceptable for water services 110-deg C (230 deg F) and under. All grooved products shall be of a single manufacturer. The grooving tool shall be of the same manufacturer as the grooved components. The grooved manufacturer shall provide on-site training for the contractor’s field personnel and shall periodically visit the job site to ensure best practices in grooved joint installation are being followed. Grooved pipe and fit-tings shall not be installed in concealed spaces, shafts, or above hard ceilings. Coordinate ac-cess for future repairs or replacements.”

26: Will it be acceptable to complete all the floor penetrations before any of the busduct or water lines are installed, or will we have to install them in sections? If so, how many floors at a time?

Properly destroy documents when no longer needed

A26: Floor penetrations may be completed prior to busduct or water line installation. Pene-trations shall be protected from hazard tripping with orange cones or other means until piping is installed. There are no limitations on the number of floors or sections.

27: The lead times for the following equipment are as follows from the time the equipment order is placed. If we have a total of 280 calendar days to substantially complete the work and 30 days are taken up for submittal review and another to 60 days to install, connect, start-up, test and commission the equipment. It only leaves us with 27 weeks to receive the below specified equip-ment onsite. Based on the below current confirmed long lead times has any consideration being given to extending the project duration via an amendment?

A27: The award letter of the contract will also serve as an Interim Notice to Proceed, allow-

28. Please confirm that PPQs and Experience on “Similarly Complex” projects performed by

Teaming Agreement partners will not be considered relevant nor considered toward Factor 1.

A28: See responses to Q1 and Q3.

29. The lead times for this type/size of HVAC equipment can be in excess of 50 weeks. Please confirm that “280 Days to reach substantial completion” will begin after all equipment has been received (regardless of lead time) and on-site NTP has been issued.

A29: The award letter of the contract will also serve as an Interim Notice to Proceed, allow-

Properly destroy documents when no longer needed

30. Due to the unpredictability of the current supply chain, major equipment may be released for delivery at different times from the various manufacturers (chillers, pumps, etc.). It will likely be necessary to hold the equipment at a licensed and bonded holding yard. Please confirm that un-der FAR 52.232-5 (2) consideration is specifically authorized by this contract to allow progress payments for stored equipment per the conditions noted within.

FAR 52.232-5

(2) In the preparation of estimates, the Contracting Officer may authorize material delivered on the site and preparatory work done to be taken into consideration. Material delivered to the Con-tractor at locations other than the site also may be taken into consideration if-

(i) Consideration is specifically authorized by this contract; and

(ii) The Contractor furnishes satisfactory evidence that it has acquired title to such material and that the material will be used to perform this contract.

A30: Progress payments for material delivered to the Contractor at locations other than the site are NOT authorized for this contract.

31. Will GSA O&M support be provided for utility shut-downs, access to locked mechanical spaces, RFIs related to existing building systems, etc.? If not, who will be responsible for the costs associated with this? What are the hourly rates that will be charged during normal business hours? After-Hours and weekend hourly rates?

A31: O&M support will be provided. Any costs incurred by the O&M beyond their contrac-tual obligations will be paid for by the government.

32. Work will need to be performed in multiple locations on multiple floors simultaneously to complete construction within the defined POP.

A32: That is acceptable.

33. How many floors can the contractor work on simultaneously?

A33: This will depend on the construction phase of the project, the necessity and priority of having to work on multiple floors simultaneously and with the understanding the request(s) having to be submitted to GSA and Agency 96 hours (or possibly a week) in advance, to properly review security requirements, identifying escorts, consideration of operational needs, movement of personnel, and any further coordination to support the request.

Properly destroy documents when no longer needed

34. How many total crew will be allowed to work at one time at the 5 crew to 1 agency escort ra-tio?

A34: This will depend on the location of the work and if the location is vacated for the work to be done. This also requires coordination of any equipment use, delivery of supplies, so that there is no constant and unnecessary escorting back and forth from the loading dock to the work location. No advance specifics on how many trades/technicians can be allowed on a floor but the aforementioned ratio (5 to 1) of escort to workers is a general guidance for ref-erence. Advance notice to GSA and Agency will be required to support current/future needs of the construction phase and assure all local security requirements, escorts, and operations are set to support construction work. There will be regularly scheduled meetings and a time-line of the work that will provide some idea of what is anticipated, but unique situations may arise requiring notice.

35. How many escorts can be provided by the tenant agency each day?

A35: Local escorts are limited, but with minimum of 96hrs notice we will try to adjust to the need of the construction work. Agency Facilities POC assigned to the project will be respon-sible for obtaining the necessary number of escorts.

36. If the tenant agency cannot provide adequate escorts to support the project schedule, who will be responsible for costs and delays related to these delays?

A36: Contractor is reminded that this is an operating facility and must take that into account when developing a schedule. The proposed schedule is to be submitted and approved to en-sure proper coordination with tenant is done. However, this does not mean all areas can be worked at the same time. Agency will make every effort to support construction schedule with necessary escorts.

37. What is the average expected time that should be allowed each day for the contractor to sign in and be escorted to the upper floors in the tenant agency's space so that they can begin work?

A37: That is up to the Contractor as they will know how many of their trades will be report-ing each day and understanding the FBI process of verifying each worker each day for access to the job site. Once work hours are set/approved, private security officers (PSOs) at the loading dock will conduct inspection of persons and equipment before entering the building itself. If it is planned to bring in any electronic equipment (i.e. laptop, tablet, measuring/test-ing equipment with the capability to store information, built in camera, Bluetooth, Wi-Fi, Properly destroy documents when no longer needed etc.) to the job site, LA-FBI Security Unit must review and approve the item(s) before it can be utilize inside FBI secured space.

38. Should time be allotted each day for security checks of tools and materials before the begin-ning of each shift?

A38: Yes. loading dock PSO will inspect all personal bags and work tool bags/boxes before allowed to enter building. Every effort will be made to expedite entry and exit process.

39. The current busduct that terminates at the 9th floor has connected load. This will need to be shut-down to connect the extension shown on the electrical drawings. What is this connected to on the floors below and how long can it be shut down for?

A39: Feedback will come from FFD/GSA/local building engineers. Internal investigation, review, and conversations will be needed to determine the impact of shut-downs, determina-tion of actions required to be taken, and further coordination of steps by Agency, GSA, etc.

40. 17th Floor Interstitial Scope - The structural sheets show extensive welding occurring under the beams on the 17th floor. This area was not accessible during the bid walk.

A40: Refer to Sheets A 9 00, A 9 51a, A 9 51b, A 9 52, A 9 53, A 9 54 for multiple plans and photos taken of the interstitial spaces.

41. The photos and work areas shown on Sheets A 9 00, A 9 51a, A 9 51b, A 9 52, A 9 53, A 9

54 show extensive electrical, CAT, and fiber cabling directly in the way of the where structural steel will need to be installed.

A41: See responses to Q42 and Q44.

42. Please confirm what type of agency coordination will be required for the contractor to be able to detach, relocate, and reroute the conduits and cable in this area?

A42: This will likely come up and has to be addressed as RFIs in regularly scheduled meet-ings. This will then be incumbent on internal investigation and assessment of the requests/is-sues, with Agency subject matter experts within ET, IT, Security, building engineer to be dis-cussed with FFD and local facilities.

43. Is any of this electrical not allowed to be powered down?

A43: Power shut-downs will have to be discussed and coordinated, as there will be an impact to24/7 operations. There are many factors to take into consideration, so no definitive answer can be provided without advance notice and concurrence from the Agency, as well as other tenants within the building.

*Feedback will come from FFD/GSA/local building engineers

44. Is any of the CAT or fiber not allowed to be relocated?

A44: Contractor to perform initial survey to identify conflicts and propose solutions to ad-dress. Relocation of any cabling is subject to operational and security requirements. If it is determined that any cabling must be relocated, it will be addressed by the Agency.

45. Who will approve requests, and who will be responsible for the CAT and fiber cabling re-routing and terminations if required?

A45: See response to Q44.

46. Will an independent preservation architect be overseeing any work that may impact historic spaces or will the GSA Regional Historic Preservation Officer be the AHJ? If neither, who will the AHJ be?

A46: There are no Historic impacts to this project.

47. Sheet G 00 02 Keynote 8 – Clarify “Remaining construction adjacent to demolition shall be braced in compliance with the requirements of all applicable seismic and building codes if neces-sary” – Does this include potential significant existing deficiencies?

A47: There are no know structural deficiencies in the existing scope areas. Deficiencies noted shall be brought to the attention of the government prior to structural demolition.

48. Sheet A 1 36 – Please provide photos of room 9W-1904 where existing electrical busduct is located. Need photos of all existing utilities to allow determination of pathway to the floor above.
