About this file

This document contains a federal solicitation for construction services to provide a new rooftop HVAC chiller system and computer room air conditioning (CRAC) units at the 11,000 Wilshire Federal Building in Los Angeles, California. The General Services Administration (GSA) seeks to install a separate HVAC system to serve various data and IT rooms on a dedicated 24/7 basis. The project scope includes major electrical work to serve the new HVAC loads, structural roof repairs, replacement of the existing bituminous roof system with a new styrene-butadiene-styrene membrane, and installation of an open protocol BACnet control system to interface with a future tenant system. Offers are due by April 20, 2023 with a performance period of 340 calendar days. The estimated cost range is $5-10 million. The solicitation is set aside for eligible 8(a) small businesses. The incumbent mechanical contractor is Aleut Federal and the control system vendor is Enovity.

Amendment 1, Item 6 - Questions and Answers:

Q1: Who/What is the current Build Controls/BAS contractor/system for the building?

A1: Emcor installs the graphics. Enovity monitors the system

Q2: Who/What is the current Fire Alarm contractor/system for the building?

A2: Johnson Controls

Q3: Who/What is the current Security contractor/system for the building?

A3: Federal Protective Services hires contractor Paragon Security for the guards. The FBI maintains multiple alarm systems in the building.

Q4: Who is the current O&M Contractor for the building?

A4: Aleut Federal

Q5: Is the General Contractor required to pay the Building O&M Contractor directly for MEP Shutdown Support?

A5: Yes. However, MEP shutdown should be minimal for mechanical systems as the scope is limited to newly installed CHW and Heat Rejection exhaust scope. Electrical circuit interruption will largely be related to the bus duct extension that will affect 8th and 9th floor systems served by this same bus duct.

Q6: Will a pre-demolition hazardous materials survey be required to supplement the provided Asbestos and

Lead Surveys? If so will is be the responsibility of the General Contractor to facilitate and pay for this survey?

A6: A Pre-Alterations Survey is included in the RFP as “Attachment J - Limited Asbestos and Lead-

Containing Materials Survey Report 1-11-23", which supplements the building's ACM and LBP Surveys (included as Attachments K and L) to include any missing materials that needed to be tested.

Q7: Can As-Built Drawings be provided?

A7: The project's scope is largely on the roof or within existing computer rooms that will not involve significant penetrations or modification of existing building systems. A Pre-Bid Site walk is planned per the RFP to give visibility and discovery of these areas. Therefore, no as-built drawings have been provided. The tenant is providing rack reconfiguration work to accommodate the (52) in-row CHW CRAC units in scope whose piping, seismic bracing, electrical service and controls are newly added to these spaces. Other interfaces of design with existing systems (e.g. electrical distribution panels) have been defined in CD drawings. If the contractor can indicate what types of systems they require as-builts for, GSA can try to obtain them.

Q8: Is there a Building Standards Document that can be provided?

A8: No. Building Design Standards have not yet been prepared for this building.

Q9: Section -11400 Work Restrictions, B.3.a: Work shall be performed outside of government Occupied Hours where tenant staffing is reduced, when Work causing noise, vibration or odors that may disrupt operations in adjacent tenant space. This restriction can be very subjective and can vary widely from federal building to building and even in different spaces within a building depending on tenant type and occupancy. Can working hours/restrictions be more clearly defined such that all bidders are bidding the same, 30% off hours?

A9: This restriction will also vary depending upon the means and methods and scheduling strategy chosen by the contractor. The contractor should evaluate what scope is required to be performed off-hours and estimate the hours of off-hour construction deemed necessary.

Q10. II.D.(1)a Factor 1: Experience on “Similarly Complex” Projects – Factor 1 of the RFP indicates that experience on “similar complex” projects is defined as “….at least $5 million” at the time of award for a construction contract. Can consideration be given to lower this magnitude to $3M?

A10. See Item 3 of Amendment 1. The minimum construction cost at award has been reduced to $4 million.

Q11: II.D.(1)a Factor 1: Experience on “Similarly Complex” Projects – Can key subcontractor experience be provided in conjunction with Offeror’s past experience to meet relevant experience required under Factor 1? Key subcontractor involvement and experience is requested under Factor 2 and would lend to illustrating project team approach.

A11. No. Past Experience submitted under Factor 1 must be that of the Offeror entity as GC.

Q12. II.D.(1)c Factor 3: Past Performance of Offeror – Can CPARS be provided in lieu of previously completed PPQs?

A12. Yes.
