About this file
This document contains specifications for a federal construction project and the related solicitation opportunity. The specifications outline requirements for penetration firestopping as part of a project to install a new rooftop HVAC chiller system and CRAC units to provide dedicated 24/7 cooling for data and IT rooms in the 11000 Wilshire Federal Building in Los Angeles, California. The scope of work includes major electrical work to support the new HVAC electrical loads, structural reinforcement of the roof, repair of the existing bituminous asphalt roll roof under the current manufacturer's warranty, and installation of a new open protocol BACnet control system to interface with a future tenant system. The solicitation is set aside for eligible 8(a) small businesses and was issued by the General Services Administration's Public Buildings Service Region 9 for the 11000 Wilshire 24/7 HVAC project at the specified location.

Low-Emitting Materials: Penetration firestopping sealants and sealant primers shall comply with the testing and product requirements of the California Department of Health Ser-vices' "Standard Practice for the Testing of Volatile Organic Emissions from Various Sources Using Small-Scale Environmental Chambers."
E. Accessories: Provide components for each penetration firestopping system that are needed to install fill materials and to maintain ratings required. Use only those components speci-fied by penetration firestopping manufacturer and approved by qualified testing and in-specting agency for firestopping indicated.
1. Permanent forming/damming/backing materials, including the following:
a. Slag-wool-fiber or rock-wool-fiber insulation.
b. Sealants used in combination with other forming/damming/backing materials to prevent leakage of fill materials in liquid state.

do not allow spillage and migration onto exposed surfaces.
C. Masking Tape: Use masking tape to prevent penetration firestopping from contacting ad-joining surfaces that will remain exposed on completion of the Work and that would oth-erwise be permanently stained or damaged by such contact or by cleaning methods used to remove stains. Remove tape as soon as possible without disturbing firestopping's seal with substrates.
3.3 INSTALLATION
A. General: Install penetration firestopping to comply with manufacturer's written installation instructions and published drawings for products and applications indicated.
B. Install forming materials and other accessories of types required to support fill materials during their application and in the position needed to produce cross-sectional shapes and depths required to achieve fire ratings indicated.
1. After installing fill materials and allowing them to fully cure, remove combustible forming materials and other accessories not indicated as permanent components of firestopping.
C. Install Penetration Firestopping to match the fire rating of the wall or floor assembly through which the penetration occurs, according to Article 3.6, PENETRATION
FIRESTOPPING SCHEDULE.
D. Select the Penetration Firestopping assembly from Article 3.6 below as appropriate for the rating of the penetration and materials within the penetration. The Contractor shall inform the Contracting Officer of any condition not conforming to the assemblies shown in Arti-cle 3.6, PENETRATION FIRESTOPPING SCHEDULE.
E. Install fill materials for firestopping by proven techniques to produce the following results:
1. Fill voids and cavities formed by openings, forming materials, accessories, and pen-etrating items as required to achieve fire-resistance ratings indicated.
2. Apply materials so they contact and adhere to substrates formed by openings and penetrating items.
3. For fill materials that will remain exposed after completing the Work, finish to pro-duce smooth, uniform surfaces that are flush with adjoining finishes.
