Price Evaluation Forms: Section II.B of the Agreement for the Price Evaluation Forms has each specification division detailed including but not limited to the General Conditions for the Prime Contractor and Subcontractor. This breakout will differ based on the general conditions and general requirements for each breakout. Please advise on the breakout for both the Prime Contractor and Subcontractors shall be completed by percentages per scope of work. As an example, more staffing and general conditions may be used at the beginning activities for one contractor and not another thus leading to an unbalanced evaluation. Also, the definition of General Requirements (Division 1) on the Price Evaluation form may be different per bidder thus leading to an unbalanced evaluation. Clarity of the price evaluation form and/or bid breakout when defining General Conditions and General Requirements is requested.

Per the Agreement, Sec II.A.5, the bid rates shall be deemed to include only the Contractor's costs, and not the costs of any subcontractors.

In general, General Conditions include site management, materials handling, and project management. However, detailed list of General Conditions are to be provided by the general contractors. GSA cannot dictate what the general contractor's GC and GR are.

Price Reasonableness & Unbalanced Prices: Section VI.C of the Agreement indicates the Government will not perform a price realism analysis of the proposal thus meaning the Price Evaluation shall not be evaluated for a consideration at the price evaluation.
