About this file

This document is a Past Performance Questionnaire for an Architect-Engineer (A/E) solicitation for the Lynden & Sumas Land Ports of Entry (LPOE) modernization project. The questionnaire is designed to evaluate Similar Projects (SPs) with specific criteria: construction completed within 15 years, contract cost over $50 million, commercial building over 20,000 gross square feet, and comprehensive site planning including utilities, drainage, grading, highways, and landscaping. Additional favorable considerations include multiple SPs, design-build (DB) or integrated project delivery (IPD) methods, and complex multi-location construction.

The document requires offerors to complete Section 1 with project details and distribute the questionnaire to references who will complete Section 2, evaluating performance across categories like design quality, budget achievement, solution creativity, documentation timeliness, and client communication. References must submit completed questionnaires directly to Shannon Sweeney, GSA Contracting Officer, by 3:00 PM Mountain Time on January 23, 2026, with email subject line referencing "Solicitation No. 47PJ0025R0059, Lynden & Sumas LPOEs." The questionnaire is part of a two-phase design-build contract for modernizing two land ports of entry in Washington State, addressing operational needs and infrastructure improvements.
