About this file

This document is a Past Performance Questionnaire for a General Contractor related to the Lynden & Sumas Land Ports of Entry (LPOE) modernization project. The questionnaire is designed to evaluate contractor performance for Similar Projects (SPs), which are defined as construction projects completed within 15 years, with a contract cost of $50 million or more, involving commercial buildings of at least 20,000 gross square feet and comprehensive site planning. The document provides detailed instructions for offerors to complete Section 1 and references to complete Section 2, with submissions due by 3:00 PM Mountain Time on January 23, 2026, to Shannon Sweeney at shannon.sweeney@gsa.gov.

The evaluation will provide additional favorable consideration for offerors with two to three Similar Projects, those using Design-Build (DB) or Integrated Project Delivery (IPD) methods, and projects involving coordinated construction at multiple locations separated by at least five miles. The questionnaire requires detailed information about the project, including contract value, delivery method, building specifications, and a comprehensive performance rating across categories such as quality of workmanship, management effectiveness, and overall contract performance. References are asked to provide a rating from Poor to Excellent and indicate whether they would award to the contractor again.
