R8 MACC IDIQ Solicitation
Notice ID: 47PJ0020R0064
RFI#2
Dated 03.06.2020
All questions are answered in RED:
7. Attachment 1 - OFFEROR’S RELEVANT EXPERIENCE/PAST PERFORMANCE
QUESTIONAIRE I understand we complete Section 1 and have the Owner/contracting officer complete Section 2 and submit directly to you. For Technical Proposal – are we to submit both sections, or just Section 1 – please advise.
The technical approach should be included in the proposal.
8. P. 8 of 23 paragraph 2 states “Offeror’s may use up to fifteen pages to respond to the technical factor for the Offeror’s Management Plan.”
The total page limit for the proposal page is fifteen (15) pages which includes Price and
Technical Proposal. There is not a management plan for this proposal.
9. Is the 15 pages the total page limit for the Technical Proposal or is there a separate
“Management Plan” section offerors should include along with Experience, Past Performance, Technical Approach, and Schedule? Please clarify the page limit for the Technical Proposal?
The technical approach page limit is five (5) pages. The proposal is to be limited to fifteen (15) pages. There is not a Management Plan requirement for this procurement. Any references to
“Management Plan” shall be deleted.
10. Is the schedule included in the page limit?
The schedule is not included in the page limit.
11. Since Section 2 of Attachment 1 is to be completed by the Reference and sent directly to the GSA, we assume this section should not be included in the Offeror’s submittal or, if included, will not count toward the total number of pages. Please confirm or clarify.
The IDIQ questionnaires do not count in the fifteen page limit for your proposal. However, please be advised that the IDIQ Questionnaires shall be sent directly to the GSA. Any IDIQ
Questionnaires submitted with the Proposal will not be reviewed or evaluated.
12. P. 22 or 23, (4) Go/No Go minimum criteria: a) Offeror must demonstrate that it is a small business in accordance with FAR 19 as of the deadline for the initial offerors. Should this info be included in the Offeror’s Technical or Price Proposal? Will this information be counted towards the page limit?
The small business representation is in the Representation and Certification section. This will not count towards your proposal page limit
13. Will GSA Form 527 satisfy the requirement of demonstrating that the Offeror is a small business or is additional documentation required?
GSA Form 527 is additional supporting documentation. This form will not satisfy small business concerns.
14. Is there a page limit on the price proposal information?
The page limit for the whole proposal which consists of price and technical is fifteen (15) pages.
15. Please advise if “Relevant Project(s)” must meet All on both list or just All of the first list, then the second list is used as added criteria/higher ratings.
Section II.D Technical Proposal, page 9 of 23 of the Solicitation (see below).
Reference 1: For factors 1 and 2, “Relevant Project(s)” means a project meeting all of the following characteristics:
1. Offeror was the Prime Contractor.
2. Project was completed within the past 5 years prior to issuance of the solicitation.
3. Total cost of construction and/or repairs and alteration (R&A) exceeded $250,000.
4. Building Construction and/or R&A within Buildings.
Reference 2: For factors 1 and 2, “Relevant Project(s)” means a project meeting all of the following characteristics:
A more favorable rating will be given to offerors who can demonstrate the following experience:
1. Relevant Project example was completed for the United States Federal Government as the owner (If Federal Government the owner, provide contract number)
2. Total cost of construction and/or R&A Relevant Project example exceeded $2 million.
3. Relevant Project used the design build delivery method where the offeror managed the design services, through a licensed architect or engineer.
4. Construction and/or R&A of Relevant Project performed in a tenant occupied space where tenant occupancy was maintained.
Reference 1 – To meet the definition of Relevant project(s) the contractor needs to meet all the characteristics listed.
In Reference 2 the wording Relevant Project(s) means a project meeting all of the following characteristics needs to be removed and should read as following.
16. How many contracts does GSA intend to award on this Region 8 IDIQ?
The GSA intends to award a minimum of three contracts and a maximum of 40 contracts for this
IDIQ. We encourage and look forward to as many offers as possible.
17. Recent trends indicate that government clients are reluctant, and sometimes refuse, to complete new Past Performance Questionnaires (PPQ) when either 1.) a final CPARS evaluation is available in the government’s PPIRS system or 2.) when a previous PPQ request has been fulfilled.
The current RFP states, “Past performance ratings for Relevant Projects found in Contractor
Performance Assessment Reporting System (CPARS) or Past Performance Information
Retrieval System (PPIRS) or other sources may also be used to evaluate each offeror’s past performance.”
Is it acceptable to provide final CPARS evaluations or previously completed PPQs in the proposal in lieu of requesting new Past Performance Questionnaires to satisfy Past
Performance?
No, Contractors are required to use the IDIQ Questionnaires for Past Performance Evaluation.
GSA reserves the right to review CPARS and PPIRS for additional information.
18. Can the Government provide guidance on what percentage of projects are expected to be below $1,000,000 in value? If that is not possible, can historical data on the most recent contract be provided?
Approximately 80% of the projects will be under $1,000,000 in value. This can vary from year to year.
19. Can the Government clarify how individual projects will be awarded under this MACC contract? Will it be on a qualifications / price best value trade-off, or strictly on a price basis?
GSA reserves the right at the task order level to award project using the best procurement method for that particular project. It may be lowest price or best value.
20. Will all awarded contractors be given the opportunity to bid all projects under the MACC or will the Government select contractor(s) for each project as they arise?
GSA at the task order level will issue solicitations depending on socio-economic goals of the region. In other words, contractors will not be individually selected, but socio-economic goals may be selected.
21. Given the wide geographic region and the variation in project dollar value, will all awarded contractors be required to bid every project or will contactors be able to pass on an opportunity which may not be a good fit?
Yes, contractors will have the opportunity to pass on projects that may not be a good fit.
22. With the technical page limitation restriction I am assuming that the Cover page, Cover letter, Table of contents and Page dividers are not included in page count, as this would be hard to fit them in.
Cover page, Cover letter, Table of contents, and Page dividers are not included in page count.
22. Will this project be awarded or is this a sample SEED project?
The pricing of the Seed Project is for evaluation purposes only. The Seed project is intended to see how the contractor bids a project and their technical approach to a design build. All pricing proposals will be evaluated in accordance with FAR 15.404-1 Proposal Analysis Techniques.
The Government will not accept a pricing proposal that is not fair and reasonable, and the pricing must be realistic.
Furthermore, the GSA has amended the Solicitation to read: Non Price Technical Factors, when combined, are significantly more important than price.
