LIMITED ASBESTOS AND LEAD CONTAINING PAINT
PRE-ALTERATION INSPECTION REPORT
Project ID: 081517-BD41-Egress
Sampling Date: August 15 and 16, 2017
Sampling Location: DFC BD 41 1st Floor Warehouse
Inspector/Cert#: Andi Driessner CDPHE# 20945
Project Scope: Project to install proper egress within the 1st floor warehouse.
BACKGROUND
This limited pre-alteration inspection was completed prior to a renovation project within the federally owned and occupied Building 41 (BD 41) located on the Denver Federal Center with the objective of assessing all building materials set for disturbance specific to the project listed above for asbestos content and lead-containing paint identification.
BD41 is a 498,389 square foot, two-story commercial structure built in 1941 with a brick and wood frame structure; primary use of the building is office space. Prior renovations are vast and full details are unknown. This assessment is limited to three 1st floor warehouse areas: the Central Stair, South Stair and West Egress (detailed in map below), and the northern exterior of BD 41. All other areas and materials not listed in this report are excluded from this survey.
LIMITED ASBESTOS INSPECTION
A limited asbestos inspection was completed in accordance with all applicable local, state, and federal regulations, including but not limited to Colorado Department of Public Health and Environment Air Quality Control Commission Regulation No. 8, Part B Asbestos (5 CCR 1001-10, Part B), U.S. Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) sampling protocols (40 CFR
763.86 et seq.), EPA National Emission Standards for Hazardous Air Pollutants (NESHAP)(40 CFR 61 Subpart M), and Occupational Safety and Health Administration (OSHA) asbestos regulations (29 CFR 1910.1001 and 29 CFR 1926.1101) in effect at the time of inspection.
The number of samples taken for each homogeneous area corresponds to the specific material type and quantity to be disturbed. Any further renovation activities that may disturb suspect materials other than those identified for this survey, including larger areas of materials already sampled for this survey, may require further testing and should be completed only after additional sampling of such materials has been conducted. This is not an abatement scope of work nor should it be used as such.
Please contact OFM if further testing is needed.
Samples collected for asbestos analysis were obtained by qualified and appropriately certified/licensed personnel utilizing proper safety measures such as wetting the material prior to sampling, cleaning up the area by wet wiping any resulting residual debris, and wearing proper personal protective equipment, as needed. In order to be certain of sampling the entire thickness of a material, coring tools and knives were utilized to penetrate all layers of a material. All collected samples were then placed in appropriately labeled airtight containers for shipment to the laboratory for analysis under chain of custody protocols.
Nineteen bulk samples, encompassing a total of twenty-eight homogeneous areas, were collected and submitted for bulk sample analysis at EMSL Analytical, Inc. (EMSL).
EMSL is an American Industrial Hygiene Association (AIHA) and National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) laboratory accredited to perform asbestos analytical services. All materials were analyzed by PLM (Polarized Light Microscopy) in accordance with the EPA 600/R- 93/116 method. Multi-layered samples were analyzed by individual layers. A total of forty-seven analyses were conducted accounting for multi-layered samples.
According to OSHA, EPA AHERA, and the EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) criteria, asbestos-containing materials are defined as materials which have at least one (1) sample containing an asbestos content of more than one (1) percent (%) from a homogeneous material area set of samples and all bulk samples from a homogeneous area must be found to contain one (1)% or less of asbestos in order to be classified as non-asbestos-containing. OSHA guidelines apply during the disturbance of materials that contain asbestos detected in any amount;
therefore, materials that were identified as “Trace” (less than one [1] % ACM) by analysis should be accounted for during the planning process for renovation activities.
LEAD-CONTAINING PAINT IDENTIFICATION
Lead-containing paint identification was completed following procedures outlined in the EPA Lead-Based Paint Activities (40 CFR 745 Subpart L), U.S. Housing and Urban Development (HUD) Lead-Based Paint Poisoning Prevention in Certain Residential Structures (24 CFR 35), HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, OSHA lead regulations (29 CFR 1910.1025 and 29 CFR 1926.62) and the Federal Management Regulation- Real Property, Safety and Environmental Management (41 CFR 102-80.30) in effect at the time of inspection. It should be noted that EPA, HUD, and state regulations don’t apply to non-child occupied commercial or public buildings and have been referenced here as guidance only.
Samples collected for lead paint chip analysis were obtained in a manner consistent with the above referenced regulations by qualified individuals. One representative paint chip sample from each homogenous area, grouped by component type, substrate, visible color, and texture was collected from all coated and painted substrates identified for disturbance during this project. Any materials not identified in this report are excluded from this assessment and would need to be tested or assumed as lead-containing for the project to proceed.
Nine lead paint chip samples were collected and submitted under chain-of-custody protocols for flame atomic absorption spectroscopy (FAAS) analysis via EPA Method SW 846 3050B/7000B to EMSL Analytical, Inc., a laboratory accredited by the EPA National Lead Laboratory Accreditation Program (NLLAP) and AIHA Environmental Lead Laboratory Accreditation Program (ELLAP), and participating in the AIHA Environmental Lead Proficiency Analytical Testing (ELPAT) program. Under the OSHA Lead in Construction Standard, all detectable levels of lead in paints and coatings are regulated, not just the EPA/HUD definition of lead based paint (LBP) of 0.5% by weight.
FINDINGS/CONCLUSIONS
Table 1 below lists all materials sampled, homogeneous areas included, and asbestos results for each sample. Laboratory analysis indicated that asbestos was found in two of the test samples. One type of non-friable asbestos-containing material was identified, the beige 12x12 floor tile in the Central Stair east corridor area #3, partial floor.
Any ACM identified for disturbance or removal in this survey must be removed in accordance with local, state and federal regulations. The removal must be performed by a certified abatement contractor or otherwise appropriately trained. As the disturbance of ACM is less than the trigger levels for Regulation No. 8, being 160 square feet or 260 linear, this activity will fall under the OSHA Asbestos in Construction Standard, 29 CFR
1926.1101. The OSHA defined Competent Person for whomever is completing the work must make the determination of the appropriate class this work will fall into and must comply with all requirements sets forth in 29 CFR 1926.1101. All other materials identified are non-asbestos containing and renovation activities for such may proceed unless other hazards have been identified.
Table 2 below lists lead paint chip sample results for all materials sampled, represented areas included. Laboratory analysis indicated that detectable levels of lead were found in seven of the test samples. All painted surfaces set for disturbance within the West Egress, South Stair and northern exterior area are lead-containing. For the Central Stair, the multilayered paint over brick in Room 107 is lead-containing, although the white painted drywall and plywood walls within the east corridor area #3 did not contain detectable levels for lead. See Table 2 for detailed descriptions and lead concentrations. The OSHA Lead in Construction Standard (29 CFR 1926.62) applies to disturbance of paints or coatings with any detectable concentration of lead. Disturbance includes sanding, burning, welding, scraping, or otherwise impacting. Any project that disturbs assumed or confirmed lead-containing paint must comply with this standard.
Lead-containing paint that is intact and in good condition need not be abated unless required for alteration or demolition and may be removed intact via component removal.
All lead containing debris and lead bearing waste shall be double bagged in 6-millimeter, labeled polyethylene bags, containerized, and transported and properly disposed of off-site at an appropriate facility. The contractor preforming the work shall be responsible for the proper characterization and management of lead bearing waste or debris in accordance with applicable federal, state, and local hazardous waste regulations. Lead bearing waste or debris shall be assumed to be hazardous waste due to the characteristic of toxicity (Lead, EPA Waste Code D008) or have representative waste stream samples submitted to an accredited analytical laboratory for analysis via EPA Method SW-846 Test Method 1311: Toxicity Characteristic Leaching Procedure (TCLP). As applicable, the waste characterization and manifest documentation shall be provided to GSA as part of the deliverable.
Please attach this report to the scope of work for this project. Contact OFM for removal method approval, clearance perimeters, if required, with any questions regarding these results, or if other hazards have been encountered or are suspected in the project area.

EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government . Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Reporting limit is 1%
