QUESTIONAnswer
1At the site visit it was requested and discussed that CAD Files would be made available for Building 56. This is important in developing the pricing, as we attempt to understand a starting point beyond the Egress Study. Will CAD files for B56 be made available with adequate time to evaluate, in conjunction with the submission of our proposal?CAD files were received and will be shared via google drive. Please provide your email address if you would like to see the CAD Drawings.
2Drawing G01 references 2014 AHERA Inspection Report for existing asbestos conditions. Will the 2014 AHERA Inspection Report referenced on drawing G01 be made available? Also on drawing G01, it references the Contractor testing all exterior painted surfaces for lead content. Is the expectation that only the areas impacted by construction be tested for lead content and is this only applicable to exterior surfaces or is there any question of potential lead content on interior surfaces?I will have to look into the 2014 AHERA. We will be issuing the pre-alt survey which should include all areas within the egress scope of work.
3Is there any environmental information available for Building 56?N/A
4In Section I.E. Estimated Price Range on page 49 a Design/Build budget amount of $659,232.40 is supplied. Can additional information be provided on what this amount is in reference to? Is this specific to CLIN numbers 0002 and 0003 and if so, does the range of $1,000,000.00 to $5,000,000.00 include this amount? The amount of $659,232.40 is the Design/Build Budget amount for CLINs 0002 and 0003. The range of $1,000,000.00 to $5,000,000.00 does include this amount.
5On page 53 of the Full Solicitation document, under section II.D. Technical Proposal, subsection Factor 2 - Offerors Relevant Experience it cites a requirement of at least (3) Relevant Projects and a maximum of (5). However, on page 54 under the same section II.D. Technical Proposal, subsection Factor 3 - Offerors Past Performance there is no quantity of projects referenced. Is the expectation of Past Performance Questionnaires or similarly supplied information expected to match one for one with the Relevant Projects cited? The quantity for Offerors Past Performance is at least (3) and a maximum of five (5). While it is not the expectation that the Past Performance Questionnaire or similarly supplied information is expected to match the relevant projects cited, they usually do.
6Will previously completed Past Performance questionnaires sent directly from the respondents be acceptable?Yes Past Performance questionnaires sent directly from the respondents will be acceptable.
7Will Final CPARS reports be acceptable in lieu of or in conjunction with Past Performance questionnaires?Final CPARS will be acceptable in conjunction with Past Performance not in lieu of.
8In the Full Solicitation, page 55 under Section II.F. Requirements of Joint Venture Offerors item (4) references that “Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.” Will GSA require that both proposing members of the joint venture provide responses to Factor 2 and Factor 3? This was the case on another recent GSA requirement and we believe it was relevant to the capability of the proposing firms from an experience perspective.Yes GSA will require that both proposing members of the joint venture provide responses to Factor 2 and Factor 3.
9The Full Solicitation indicates under Section VI. Method of Award subsection VI.A Evaluation of Offers and item (2) “Non-Price Factors, when combined, is slightly more important than Total Evaluated Price and under item (3) “Tradeoff Information, once we determine technically qualified then price is the most important”. While V. Instructions and Clauses V.A. FAR 52.215-1 Instructions to Offerors – Competitive Acquisition (Jan 2017) under item f (1) references “best value” in

“The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.”

Our interpretation based on the technical requirements outlined is that this requirement is that the government is seeking best value while also administering a high expectation of capability. The question is: Is this requirement being evaluated as Lowest Price Technically Acceptable or Best Value? This requirement is being evaluated as Best Value.
10What is the evaluation for award criteria for Building 41 and Building 56 Egress?Contents of the Technical proposal can be found on Pages 51 - 54 of the Solicitation Package II.D Technical Proposal; The Evaluation information can be found on Page 88 under VI. A. Evaluation of Offers and Page 89 under VI. F. Non Price Factors
11What does Design/Build Budget mean - is this for amount for design fees or both design and construction?See response to Number 4.

Do these project have to be Design Build projects? The minimum/maximum projects required is at least (3) and a maximum of five (5). The dollar threshold should be in the $1,000,000.00 to $5,000,000.00 magnitude range. These projects do not have to be design build, however any relevant design build experience is also relevant.
