About this file

This document contains a waste management plan and reporting template for federal construction projects. The template includes sections for an anticipated waste diversion plan to be submitted during pre-construction with final construction documents. It lists various construction and demolition materials such as asphalt, brick, cardboard, drywall, metals, wood, and other materials. For each material, contractors will provide estimates for the amounts to be diverted through reuse, recycling, composting, or donation as well as disposed materials. The template also includes a volume to weight conversion table to allow reporting in pounds. An actual waste diversion report will be submitted during project closeout using data auto-populated from the reports tab. It is intended for tracking waste diversion metrics in GSA's ePMXpress system.

The related federal contract opportunity is a solicitation from the General Services Administration Public Buildings Service for the elevator modernization project at the Jack Brooks Federal Building. No other details are provided about response dates, award dates, pricing terms, set asides, incumbents or work requirements.

Waste Diversion Plan

(For consideration as an alternate). Anticipated sections match Actual to the right for 1:1 comparison.

-Jake Begnaud - WPIDBB Fine with either, will defer to +walter.tersch@gsa.gov Seems like it only boils down to estimating method or not.

-Christopher Clever - PCBL That's correct.

Volume-to-Weight Conversion Factor Reference Table
If a hauler reports materials by volume, this table enables conversion to weight, for reporting actual diversion and disposal.
Asphalt paving: 1 cubic yard = 773 lbsDirt or sand: 1 cubic yard = 929 lbs
Asphalt or composite roof shingles: 1 cubic yard = 731 lbsFiberglass insulation, loose: 1 cubic yard = 17 lbs
Brick, laid flat: 1 flat square foot = 20 lbsMixed (composite) C&D material: 1 cubic yard = 417 lbs
Brick, loose: 1 cubic yard = 3,200 lbs. (1 cubic foot = 120 lbs)Sheetrock (drywall), loose: 1 cubic yard = 393.5 lbs
Ceramic tile, scrap, loose: 1 cubic yard = 1,214 lbsRock, crushed: 1 cubic yard = 2,570 lbs
Concrete: 1 cubic yard = 860 lbsWood: 1 cubic yard = 169 lbs
*Only non-hazardous materials need to be included in this document. C&D mandates governing GSA exclude hazardous materials such as asbestos or lead-containing paint.
**At substantial completion, the final number of (a) diverted tons, and (b) total non-hazardous C&D material tons must be reported via the ePMXpress Project Detail tab. ePMXpress powers GSA's tracking metrics.
