About this file
This document contains a request for information (RFI) related to a forthcoming solicitation for the modernization of four elevators at the Mickey Leland Federal Building in Houston, Texas. The General Services Administration Public Buildings Service intends to issue a request for proposal with an estimated construction cost between $1,000,000 and $5,000,000. The solicitation will be a 100% small business set-aside under NAICS code 238290 with a size standard of $22 million. Interested firms are encouraged to attend an in-person site visit on February 2, 2023 and submit any written questions by the closing date of March 2, 2023 via the posting on SAM.gov. The RFI addresses technical questions from potential offerors such as load limits, emergency equipment locations, and storage areas to inform offeror responses.

| 1 | Request amending Section II.D. 2) Factor 2 to apply the FAR standard for Limitations on Subcontracting. |
DISCUSSION: FAR 52.219-14 (e)(3)&(4) Limitations on Subcontracting, provides guidance for General construction and Construction by specialty trade contractors. The indicated requirement for the offeror as stated in the FAR amounts to 15% for General Contractors and 25% for Specialty Contractors respectively.
| The Solicitation States: Experience that the offeror is to perform 90% of the elevator work to be eligible. The 90% criteria appears arbitrary and is inconsistent with the FAR—it will not hold up to scrutiny under protest. Amending to adopt the FAR Standard is warranted to preserve the integrity of the Selection Process and Contract Award. | Section II.D.,1) Factor 1: Technical Approach and 2) Factor 2: Experience have been amended. Please see amended Solicitation Document. | Juan J. | 2/24/23 | ||||
| 2 | As the existing machines will be removed and replaced with new (detailed in 17.1), please provide the load rating of the roof or any special processes in order to transport machines on/across the roof top. Expected load is approximately 5000 lbs. per machine. | The allowable live load on the roof is 20 psf. Attachment 8 " Proof Load Test Certificate" is included in the amentment for additional information. | GSA Structural Eng. | 3/1/23 | |||
| 3 | Please indicate the load limit for the TPO roof. | ||||||
| Discussion: Due to the constraints of the project location, it will be necessary to stage material on the lower tpo roof before hoisting into the machine room. Additionally, it is likely a gantry will need to be set up for the equipment to be hoisted up to the penthouse above. As such it is necessary to factor in any structural or load dispersing equipment that may be required to adequately stage equipment on the roof. | See answer to question #2. | GSA Structural Eng. | 3/1/23 | ||||
| 4 | Where will the active shooter button be located? | ||||||
| Discussion: Specification section 14210-25 paragraph 26.5 A. 1. indicates the requirement to provide a lockdown button in the event of an active shooter. At the time of the site visit the location of this button was unknown. Please confirm the location to be within the entry level lobby security booth. | Active shooter button to be located at the main entrance security booth. | Scott C. | 2/24/23 | ||||
| 5 | Do the elevators currently run on Generator power? Is the Automatic Transfer Switch currently programed to provide a 45 second delay? If it does not exist at present will the contractor be required to supply the conduit and wire as well as program the system for proper operation? | ||||||
| Discussion: Modern controllers require a pre-transfer signal for monthly generator tests to control inrush currents and protect the machines. Please confirm Transfer switch currently provides programmed pretransfer signal to the elevators. If it does not, please indicate location of the Automatic Transfer Switch from which contractor will be required to install conduit and contactors for this signal. | One per bank and the freight are on generator power with ATS and yes contractor will need to supply all hook up and installation materials and requirements | Leenette W. | 2/24/23 | ||||
| 6 | Who currently Maintains the building fire alarm system? I understand Firetron does the testing. Please confirm they also do any maintenance and programming. | Fire system in Mickey Leland - Firetron | Leenette W. | 2/24/23 | |||
| 7 | Who currently supports and services the sprinkler system in the building? | Sprinkler system - Firetron | Leenette W. | 2/24/23 | |||
| 8 | Where will the contractor be allowed to store equipment, materials, and |
tools? Can any office storage space be provided on the top floor or will all tools and material be required to be stored on in the basement level? Assume at minimum 4
| large rolling job box containers for tools alone. | If there is vacant space to store equipment on an upper floor or floors where working, yes, you can. Additionally, it may be possible to use a cubicle at the GSA office if needed for project mgmt. You will have space in the basement or on the 1st floor to stage/store. | Leenette W. | 2/24/23 | |
| 9 | Please confirm qualifications and experience. |
DISCUSSION: Based on the site survey it appears that more than 10% of the work will come from the electric, fire, and logistics. This would make the requirement of 90% of work be done by the elevator contractor impossible for all offerors. Additionally, FAR 52.219-14 (e)(3)&(4) Limitations on Subcontracting, provides guidance for General
| construction and Construction by specialty trade contractors. The indicated requirement for the offeror as stated in the FAR amounts to 15% and 25% respectively. Please confirm eligibility of contractors based on the FAR requirements. | See answer to question #1. | Juan J. | 2/24/23 | |
| 10 | Please confirm contractor will not be required to install sump pumps in | |||
| elevator hoistways. | No pit sump pumps are included within the elevator specifications. | Scott Cumby | 2/24/23 | |
| 11 | Please confirm no alarming or monitoring of existing HVAC, pumps, or |
electrical service status will be required to be integrated to the Building Automation
| System (BAS). | No inclusion of any building system monitoring or alarming is included within the elevator specifications. | Scott Cumby | 2/24/23 |
