Subject: Request for Proposal – Solicitation #47PH0521R0044, La Branch Elevator

Modernization, Houston, TX

Dear Contractors:

The General Services Administration (GSA) is requesting you to submit a proposal to modernize one Two Landing Hydraulic elevator in the La Branch Federal Building, in accordance with (IAW) the scope of work (SOW), La Branch Federal Building GSA

Elevator Modernization, located at 2320 La Branch Street, Houston, TX 77004.

Please see attached Statement of Work for complete requirements concerning this project.

The contract shall be completed within two-hundred and seventy (270) calendar days after issuance of notice to proceed.

Construction will be performed during working hours 6:00 a.m. to 6:00 p.m. central standard time. Any work outside of this time will need to be pre-approved by the agency and Project Manager.

Liquidated Damages: $250.00

Magnitude of the project will between $100,000 and $250,000.00.

Davis Bacon Wages Determination, General Decision #: TX20210253, dated 05/07/2021, will be incorporated and made a part of any resultant task order.

Your proposal must include a breakout of your pricing IAW the provided Bid

Schedule/Proposal Form.

Request for Information(s) is due NLT June 29th, 2021.

Your proposal must contain a complete itemized breakdown in sufficient detail to permit an analysis of all material, labor, equipment, subcontract, overhead costs (including extended overhead costs), and profit as required by FAR 52.236-28, “Preparation of

Proposals-Construction.”

AVAILABILITY OF FUNDS

"Issuance of this Solicitation does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award."

PROPOSAL SUBMISSION:

Award will be made based on the lowest evaluated price and technical acceptability of the proposal meeting or exceeding the acceptability standards for the following non-cost factors:

▪ Experience on comparable projects,

▪ Past Performance for Prime Contractors, and

▪ Technical and Management Approach.

*Please see Addendum #1 for detailed description of factor and requirements.

You are required to submit the following items with your proposal.

1) Breakout of pricing on Bid Schedule or a SF18, Request for Quotations

2) Lump sum pricing on company letterhead

3) Bid bond, if applicable

4) Technical proposal addressing Factor(s) listed above

Offer acceptance must give 120 calendar days guarantee. A single award will be made from this request for proposal.

A Pre-solicitation/site visit will be held on June 23rd, 2021 at 10:00 a.m. central standard time at the La Branch Federal Building, 2320 La Branch Street, Houston, TX 77004.

Please contact Project Manager, Michael Chung, to ensure you meet the building requirements for entering federal property.

Electronic Submission of Proposals

Offers sent shall be deemed timely if received by the email address of the GSA Point of Contact

(POC) listed herein on or before the date and time established for receipt of offers, as recorded by the Government computer system’s documentation of the exact official time of receipt, not by the time it was sent by the Offeror or received on the GSA server. It is the Offeror’s responsibility to ensure proposals are complete and submitted early enough to be received by the GSA POC before the deadline, and to confirm receipt before the deadline. Proposals or portions of proposals which are received by the GSA POC later than the time noted within will not be accepted, reviewed, or considered.

NOTE: The maximum file size is 25 MB, therefore contractors/offerors need to plan accordingly.

WARNING: Consistent with GAO case law on the issue of “late proposal,” GSA will strictly comply with and enforce FAR 52.215-1. Under FAR 52.215-1, an electronically submitted proposal that is received late will not be considered unless “(1) it is received before award is made, (2) the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and (3) it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.”

FAR 52.215-1 (c)(3)(ii)(A).

Proposal is due by 2:00 pm (CST), Wednesday, July 21st, 2021. Preferred method of proposal receipt is via email to erika.wilburn-campbell@gsa.gov. You may also mail your proposal to address below.
