GSA QUESTION RESPONSE FOR SOLICITATION 47PH0223R0003
Amendment 0003
# QUESTIONS GSA RESPONSE
106 "The Contractor agrees to assign the contract tasks to those persons whose resumes were submitted with the proposal, and who are necessary to fulfill the requirements of the contract as "key personnel." No substitutions may be made except in accordance with this section. ( C.1.2.1, page 15, paragraph 3) ...
No personnel substitutions will be permitted unless these substitutions are unavoidable because of the incumbent's sudden illness, death, unacceptable behavior and/or performance, or termination of employment." (C.1.2.1, page 15, paragraph 5)
1) Can GSA please explain whether employee promotions to new positions at the contract site or to other projects, commensurate with employee performance, would be permitted? This restriction would limit a firm's ability to develop and reward high performing employees, which will hamper overall retention of personnel in the program and reduce quality of performance for GSA.
Clarification Submission for Question 106:
Will personnel substitutions also be permitted for situations where a team member has earned a promotion, whether internal or external to the contract? The RFP language appears to restrict changes in personnel to only circumstances when an illness/death, unacceptable behavior/performance, or firing of the employee occurs.
GSA has requested further clarification on this question from the submitting firm. A response will be provided in a future amendment.
GSA Response After Requested Clarification:
In accordance with Section C.1.2.1, proposed key personnel must meet the qualifications identified in the solicitation. Any requests for substitutions due to unavoidable circumstances must be approved in accordance with the Performance Work Statement requirements. Proposed personnel must have the qualifications equal to or superior to the qualifications of the incumbent. Employee promotions are permissible. However, if the position has qualification requirements those must be adhered to and approved as appropriate by the government. Internal promotions do not constitute an additional cost to the government beyond the agreed to conditions at time of award.
128 Per Section C.1.2.1 Contractor Key Personnel the government calls out the On-Site Contract Project Manager and the On-Site Chief Engineer. however it also indicated that for the HVAC Mechanic a resume is required, Can the Government please clarify/confirm if a resume is required/needed for The HVAC Mechanic?
For this solicitation, resumes must be submitted with the Contractor’s proposal for the Onsite Contract Project Manager and Onsite Chief Engineer only.
