Des Moines Operations and Mechanical Maintenance Services Questions and Answers -
Question 1
We understand that the US Courthouse at 123 East Walnut street will gradually be vacated and most if not all of the personnel in it will be moved to the new US Courthouse at 110 Locust Street. CLINs 0002, 1002,2002, 3002, and 4002 are for the Walnut Street building, while CLINs 0003, 1003, 1004, 1005, 2003, 3003 and 4003 are for the Locust Street Building. All of these CLINs require monthly prices. However, the Government has not provided details of the timing of the personnel moves, and has not provided any physical information about the Locust Street building. This lack of information will make it difficult for the offerors to correctly estimate staffing and to get specialized subcontractor quotes, meaning the offerors’ prices will be uncertain.
Therefore, we respectfully request the following information:
a. Please provide the estimated gross square feet of the new building.
b. Please provide a list of the equipment in the new building
c. Please provide an approximate schedule for when the new items of equipment will come on line
d. Section M, Factor 3 - Technical/Inspection, Sub-Factor 3(a), requires that the proposal address “all annual contract requirements including, but not limited to, a breakdown of each task which should reference the GSA 2018 PM Guides, industry standards (RS Means) or manufacturers' recommendations for preventative maintenance.” Will the new building be excused from this requirement if the Government does not provide the equipment list?
e. Reference paragraph C.6.3.4, Replacement of Air Filters. It states that the Contractor must use 8 MERV filters in the DMUSCH. Since that acronym is used for both courthouses on SF 1449, does the Government project that the new courthouse will have only 8 MERV filters and not a higher grade?
f. Will there be a contractor office space in the new US Courthouse?
Answer 1
A. Estimated gross square feet of the new Des Moines Courthouse: 230,000 GSF.
B. Equipment list not available at this time for the new Des Moines Courthouse.
C. The approximate schedule is Oct 2022, at which the Government will modify the contract to incorporate this list.
D. Yes; however, the Offeror should extract information from the requirement of the CLINs, as required under subfactor 3(a).
E. The Government projects that both the new Des Moines Courthouse and the Neal Smith Federal Building will have MERV 13 filters. MERV 13 filters will be placed in the post filter bank only at Neal Smith FB.
F. Yes

The old building will apparently continue to need servicing, given that there are monthly CLINs through the end of the contract.

Regarding contract reference J.1.2 US Courthouse (IA0030ZZ) BIS, item 16, "Bldg. will ultimately be mothballed and many inspections current inspection and tests conducted within prescribed times will not need to be tested under this contract (i.e. Switchgear 3-year Maintenance, Fire Extinguisher hydrostatic, etc.)" can the Government please provide a comprehensive schedule and list of all inspections and tests that will not be required.
Answer 2
A. Approximately, after November 2022, the old Des Moines Courthouse is not expected to have any occupants.
