Lambros Fire Alarm Replacement RFI Questions and Responses
RFI 1
1.) When the building is shut down to make the service bus tap, do any loads in the building need to have temp power not accounted for by battery back up? (fire alarm, security, communication, current radio communications?)
RESPONSE (Property Mgmt/FPE): Depending on the duration of the outage, the batteries for the fire alarm system should be sufficient to power it. The emergency responder communication coverage should have 2-hour standby batteries and be connected to a building generator. The generator shall be capable of providing 12 hours of standby power in accordance with the International Fire Code. However, from a fire protection standpoint, I can’t speak for the security system in this building. (Robert Mathes)
● One note is the building does NOT have an emergency generator.(N. Infantino)
2.) Power to the building will need to be shut down order to make the new bus taps. Can this be done during the week days or should it be planned as weekend work?
RESPONSE (Property Mgmt):
● As long as we have a minimum of 3 weeks notice, shutdowns can be scheduled for after-hours on weekdays or holidays. (N. Infantino)
3.) Is the electrical contractor responsible for purchasing permits for this project? If so, what what permits will be required and what inspection agencies do permits need pulled (electrical, fire alarm)?
RESPONSE (Property Mgmt):
● No Permits are required. (N. Infantino)
4.) No fire alarm manufactures/vendors were identified in the RFQ. Is there a list of allowable fire alarm vendors for this project?
RESPONSE(Property Mgmt/FPE): As long as the manufacturer/vendor meets all of the GSA/FLS qualifications and requirements outlined by P100 and GSA specifications, they can be used. I do not have a current list of vendors. (Robert Mathes)
5.) Can you please provide the elevator maintenance vendor for this building? They will need to have a tech on site and available during the connection to the elevators and during the fire marshal testing.

6.) Can one elevator be taken out of service for more than one shift if needed?
RESPONSE (Property Mgmt):
● This can be discussed. If GSA would allow this it would have to be closely coordinated with GSA to ensure it doesn’t not impact the operations of the building. This is not an option for the Judges/Prisoner Elevator.
7.) No manufactures/vendors are identified in the specifications or drawings. Is there approved listed manufactures/vendors for the ERCES Antenna system?
RESPONSE (Property Mgmt/FPE): Verified there are no approved vendors listed in the Specification (Eric Tanko)
Response: They can be used as long as the vendors meet all GSA/FLS requirements and qualifications outlined by P100 and GSA specifications. (Including GSA I.T) (Robert Mathes)
RFI 2
1. Some of the existing horn/strobes are mounted at 8' above the finished floor. Are the new devices to be place at the same height in the same location?
RESPONSE (FPE): The new devices shall be placed at a height that complies with the GSA specifications and applicable codes and standards. (NFPA 72) (Robert Mathes)
2. The entire building was not accessible during the site visit. Is there an existing accurate count of devices for the fire alarm? Is there accurate as built drawings of the existing system that we can get a copy to verify the type and count for each device?
RESPONSE (Property Mgmt/Project Mngr):
● Devices and locations are noted on the demo plans. (N. Infantino)
RFI 3
1. Is open plenum rated Fire alarm cable acceptable to be used above drop ceilings in lieu of conduit?
RESPONSE (FPE):No, all fire alarm wiring shall be in conduit. Reference GSA specification 26 05 33 - 3 and -5. (Robert Mathes)
2. Please confirm if seismic restraints are required for this project as described in electrical specs.
RESPONSE (Project Mngr): Seismic restraints are required. See Spec SECTION 26 05 29 - HANGERS AND SUPPORTS FOR ELECTRICAL SYSTEMS. (Eric Tanko)
3. Can EMT Set screw fittings be used in lieu of compression fittings?
RESPONSE (FPE): Compression Fittings shall be used in accordance with GSA specification.
GSA Specification (26 05 33 - 2) 2.2 E. EMT and Fittings: ANSI C80.3.
“ Fittings: Compression fittings shall be used. Set screw type fittings shall not be used outdoors or indoors.” (Robert Mathes)
4. Please verify the working hours for this project.
RESPONSE (Property Mgmt/Project Mngr): See Spec Section 01 14 00, Part 1.3 Working Hours
5. See below, is this supposed to be a “Class A” system, not “class X”? Please confirm.
RESPONSE (FPE) This is supposed to be class X. Reference GSA specification 28 31 01-9 (1.4 System Design) (Robert Mathes)
RFI 4
1. Specification section - EMERGENCY RADIO COMMUNICATION ENHANCEMENT SYSTEM 28 48 00,1.7 SUBMITTALS, G. Lightning Protection
a. Systems documentation shall include the detailed installation of lightning protection
b. Lightning protection shall comply with NFPA 780.
The specification section requires lightning protection as a part of the emergency radio communication enhancement system. I see that Key Note #5 on the RF drawings identifies surge protection tied to the existing lightning protection. The specifications makes it sound like a complete new lightning protection system is to be installed. Can you please clarify?
RESPONSE (FPE):
The lightning protection systems are in reference to the required surge protection devices. New power conditioners shall be installed in accordance with GSA specifications, P100, NFPA 70, NFPA 780, and all other applicable codes and standards. Also, it shall be installed in accordance with the manufacturer's recommendations. The GSA specification document outlines that all of the lightning protection system equipment documents shall be submitted with all pertinent details and comply with NFPA 780.
Unless it is outlined in the scope of the original project, then an entirely new lightning protection system, besides the power conditioners, should not be required. (Robert Mathes)
RFI 5
Reviewing Solicitation 47PF0024R0025 for the Lambros Fire Alarm Replacement Project proposed to occur at the Lambros Federal Building & Courthouse in Youngstown Ohio, several of our vendors have requested additional clarifications be provided in order to compile requested pricing;
1. Drawing A101 Coded Note #04 states the contractor is to install new marble base to match existing where the existing masonry openings are infilled. Coded Note #09 notes that rubber base shall be removed as required to facilitate new work at the same location.
Please confirm what finished base material is evidenced to facilitate pricing.
RESPONSE: Note #4 is applicable on 2nd Floor (Rm 205) and 3rd floor (Rm 304A), the existing finish is marble. Note #9 is applicable to the first floor along the length of corridor 147, the existing finish is rubber base.
2. Variations in natural material can be significant depending on age and source. Referencing Drawing A101, if existing conditions evidence marble base as identified in Coded Note #04, please provided information on existing material to match or an allowance for all bidders to carry.
RESPONSE: Sample will be approved by GSA during submittal process. Base pricing on marble material.
3. Drawing A201 Coded Note #7 indicates a new door, frame and hardware to be furnished and installed at openings 202A (AKA Room 205) and 226A, however the Door Schedule references openings 202A and 206A. Confirm room identified as 202A, telephone equipment room on drawing A-2-01 and also identified as Room 205/opening 202A, fire alarm equipment room on multiple drawings including Drawing E102 is correct. Please revise Door Schedule as applicable.
RESPONSE: Door schedule on A201 reflects Rm 205 and Rm 226 accurately. Two doors shall be installed per the drawings.
4. Drawing E101 Coded Note #7 requires coordination with the facilities elevator maintenance vender for work associated with replacing the existing elevator disconnects for the shunt trip function, along with elevator recall and fire service light connection. Provide contact information for the referenced vender.

5. Drawing E101 Plan Note #7 directs the contractor to update all power and lighting panel schedules serving the project area, at a total of twelve (112) panels. Please confirm if work is to include a site survey and circuit tracing to verify existing circuit numbers and associated devices/fixtures for panel schedule update.
RESPONSE:
See Spec SECTION 26 05 53 - IDENTIFICATION FOR ELECTRICAL SYSTEMS
Part 3-Execution F. Provide typewritten panel schedules for all new panelboards. Include area/room numbers for all circuits. Use final room numbers to match room signage.

6. Drawing E101 Coded Note #8 states “HVAC installer relocating existing BAS panels from adjacent room. Provide and install conductor and conduit to relocate existing BAS panel branch circuits, including dedicated wall mounted quad receptacles. Coordinate with facilities and HVAC installer for relocation of BAS equipment to first floor mechanical room.
Extend existing branch circuits serving equipment to new location. Provide new data.”
Please confirm work associated with the referenced HVAC installer is covered by the contract documents.
RESPONSE: Coded Note #7 requires contractor to relocate existing BAS to accommodate expansion of adjacent office as indicated on drawings.
7. Referencing Drawing E101 Coded Note #8, the bid drawings provide no detail for the referenced BAS panels, nor do the specifications include section 23 09 00 Instrumentation and controls for HVAC which identifies this work. Please clarify what is intended by the statement “provide new data” identified in Coded Note #08. If the bid is to include all work associated with relocating the BAS panels, confirm intent and provide the facilities BAS vendor contact information and applicable documents to facilitate pricing.
RESPONSE: “Provide new data” refers to provide new data cabling.

8. Drawing E101 Coded Note #12 requires relocating an existing security panel located in Room 126 (per Drawing ED 101) to the new CSO Office, Room 137. Work is to include extending security wiring and power, however there is no additional information provided in the bid documents. In order to facilitate pricing, provide further detail i.e. wiring schematic, conduit size and power required.
RESPONSE: Contractor is to provide pathway to facilitate extending security wiring and power and coordinate with GSA and CSO. EXISTING SECURITY ALARM PANEL TO BE
RELOCATED TO NEW SECURITY OFFICE BY USMS SECURITY CONTRACTOR.

9. Section 013525 Fire Prevention & Protection in Construction, Alteration, and Demolition Projects item 3.1.5.1 notes “Contractor is responsible for costs of shutdowns including assistance by the building O&M service contractor.” Given the extent of services required is unknown, and hourly rates as well as O&M protocol for providing said services is unavailable, please provide an allowance value for all bidders to carry.
RESPONSE: This is means and methods issue that needs to be closely coordinated with a phasing plan provided by general contractor.
10. Section 013525 Fire Prevention & Protection in Construction, Alteration, and Demolition Projects item 3.1.5.1.1 notes “O&M service contractor is to be hired as a sub-contractor to provide assistance and to perform any building system shutdowns.” Please provide contact information for the building O&M, and confirm if Government rates would apply.

Rates to be determined by O&M contractor.

11. Section 011000 Summary item 1.4.G.a states “Contractor shall provide and pay for all costs associated with maintaining the existing fire alarm system and to keep it fully operational during construction such that it is in a normal and non-alarm state after work is completed each day. Contractor shall provide a daily log (coordinate with GSA Property Management on where to maintain the log) indicating the time the existing fire alarm system was put back into normal mode. Contractor shall provide and pay for all costs associated with any fire alarm issue and to resolve the issue including, but not limited to, parts and labor to fix/address the issue.” Intent is for the existing fire alarm system to remain in operation throughout construction until the new fire alarm system is operational and accepted by the GSA. Condition of the existing fire alarm system is not identified in solicitation and is unknown at this time; direction to maintain existing systems for the duration of the project is not quantifiable for bid purposes. Please confirm intent, or provide an allowance for all bidders to carry which would provide for unforeseen conditions with the existing fire alarm system.
RESPONSE: The fire alarm system is currently operational. Contractor is expected to maintain the system in its current operational state.
12. Section 211315 Sprinkler System Modifications 3.6.E directs the contractor to provide videotaped training sessions, and provides parameters for the compilation of said video.
Please confirm intent to provide for this requirement.
RESPONSE: GSA confirms the intent to provide videotaped training sessions for the instruction of government employees. Comply with specifications.
13. General Information Section II.D. Technical Proposal identifies requirements for past performance of the offeror to be submitted as part of the Technical Proposal Package.
Please confirm how many GC Reference Forms are required to be submitted for consideration.
RESPONSE: The Offeror must submit at least two references minimum.
RFI 6
1. The fire alarm drawings FA 101 and FA103 identify CIC - 2 hour cabling but don't identify what it is for. Can you please verify what the CIC is used for?
RESPONSE (FPE):
The CIC cabling referenced within FA 101 is used to interconnect the USMS Fire Alarm Control Unit and the Main Fire Alarm System Control panel located at the Fire Command Center. Circuit integrity cables are used in situations where it is critical to maintain the integrity of the wiring in the event of a fire, which could potentially affect the integrity of a critical piece of infrastructure such as the Fire Alarm System.

Concerning question #1: The Specification Table of Contents includes Section 01 35 10 Historic Building Treatment Procedures, but no specification is in the document. Please advise if this specification is needed.
Answer: The building was built in 1995 and is not recognized as a historic building. The Historic Building Treatment Procedures spec is not needed.
Concerning Question #2: What is the RFI deadline for this solicitation?
Answer: We had discussed February 23rd as the RFI deadline, one week after the pre-bid walk through. This would be 2 weeks from 3/8 when the proposals are due. The expectation is that Robert Mathes will be responding to RFIs, so hopefully he can respond in a reasonable amount of time. His expected response date would be no later than 3/5. I think that should provide him enough time.
