Q&A for 47PF0019R0125 O&M Services

Q1: Would inspections be performed during normal business hours (Monday – Friday: 8:00 AM – 5:00 PM) or would they be outside of normal business hours?

A1: During business hours.

Q2: In the scope of work, it states to provide overtime rates and double-time rates, does this mean to account for the work done or to provide what the OT or DT amount is?

A2: The rates requested in Section B are per hour rates for additional services if ordered by GSA.

Q3: On the equipment list, there aren’t exact numbers for some of the items. Below are some of the items on the list that I could not find a specific count for. Is the count within the Equipment # provided or can a count be found elsewhere?

o Equipment #: F-8-1-13: Fire Hose Rack, 1.5” o Equipment #: F-9-1-13: Fire Department Connection o Equipment #: F-11-1-36: Fire Doors, Stairwell o Equipment #: F-14-1-34: Smoke Detectors o Equipment #: F-22-1-27: Fire Extinguishers, ABC o Equipment #: F-54-1-336: Speakers & Strobes o Exit Signs: No mention on equipment list § There is one for Exit Lights (E-Lights) Equipment #: L-3-1-27 o Pull Stations: Could not find a mention on Equipment List

A3: The final number in the equipment # is the count. Exit signs are equipment # L-3-1-27. Emergency lights are equipment # E-19-1-23. Pull stations are equipment # F-17-1-19.

Q4. Please clarify whether the wage information found on Page 209 of the Solicitation is the current wage rates for the following: In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (20 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

This Statement is for Information Only: It is Not a Wage Determination (this statement contradicts the highlighted above)

EMPLOYEE CLASS MONETARY WAGE

23410 HEATING, VENTILATION AND AIR-CONDITIONING MECH WD-10 - $27.49

23370 GENERAL MAINTENANCE WORKER WG-8 - $24.96

The Wage determination immediately following Page 209 has a different rate for HVAC Mechanic and NO reference to a GMW or a GMW rate listed, hence the confusion.

A4. Following the highlighted verbiage is “and states the wages and fringe benefits payable to each if they were employed by the contracting agency”. Contracting agency is the Government and the wages listed are merely an example of that. Your proposal should reflect the wages listed in the Wage Determination provided in the solicitation for the positions you are proposing in your offer.

Q5. Was the Three Year Switchgear Test due in 2019 done? The building information sheet lists 5/17/16 as the date for the last test.

A11: Existing line in place; contractor responsible for establishing phone service with provider.

Q12: Is there a GSA high lift available for the contractor?

A12: Yes, High lift provided after coordination with the COR.

Q13: There seems to be a conflict between these 2 sections (ref C.1.1 d and C.35.4) regarding BAS version upgrades. One says contractor is only responsible for Minor revisions and patches while the other one says we are responsible for upgrading software. Please clarify if we are responsible for the cost of upgrading the BAS software to next version and therefore need to add cost in for every year of the contract, even though GSA may or may not choose to upgrade in any given year? This could be quite expensive.

A13: The contractor is responsible to maintain the BAS system in its current configuration. Any upgrades to the system is the responsibility of GSA.

Q14: (ref C.1.3 c) The only Tenant owned equipment we could identify in the equipment list were some A/C units in US Attorney and Probation. Q32: H.15.3.3 Qualifications of HVAC Technicians: Do the current HVAC staff meet one of the following criteria?

a. North American Technician Excellence (N.A.T.E.) HVACR Service Technician Certification

b. HVAC Excellence Professional Level Certification

c. UA Star HVACR Mastery Certification

A. This will be required for the new contract.

H.15.3.9 Qualifications of Electrical Technicians QUESTION: It would appear that the only way a company can meet the qualification requirements is for the testing technicians to hold a level 3 or a level 4 certification. The only way to obtain either of these certifications is through NETA (as recognized by the GSA since both cited websites go to the NETA website). After due diligence, there is no certification company in existence independent of NETA. NETA will only certify technicians for NETA Member companies. Therefore, the offeror is forced to subcontract only with a NETA member company to provide electrical testing. This streaming negates the qualifications of many nationally recognized specialty companies providing electrical testing services exclusively for the commercial and public building environment, and has been consistently condemned by GAO as prejudicial to competition. Recommend the GSA modify this overly restrictive requirement. For instance, the GSA might achieve confidence in the quality of electrical testing by specifying that the testing technicians meet or exceed the training and experience requirements stated for level 3 and 4, rather than insisting on the formal certification. As currently written, the H.10.3.E.1. requirement would not allow testing by a degreed electrical engineer with over 20 years of experience. It may also prevent the offeror from subcontracting with the specialty contractor performing the latest 3-year testing. Or that technicians and subcontractor companies provide written documentation of adherence to NETA standards and will follow all NETA requirements as required by the GSA 2012 PBS Guide Cards.

A32: Please refer to Amendment 0003 to change the language of Section H.15.3.9

A33: New Chillers commissioned 05/12/2017. Most recent annual chiller inspection performed 07/22/2019.

Per manufacturer; eddy current testing only required as needed to troubleshoot heat transfer issues.

Q34: Hydro Testing of Fire extinguishers (if applicable) 3, 5, & 12 year: 6/7/19: What service was performed on 6/7/19? 6 yr?12 yr? Also how many extinguishers were serviced?

Q38: Elevator: 10/31/18: What was performed? Do we have any responsibility for the weekly elevator phone testing or the phone line? Who is GSA Elevator Contractor so we can get pricing for when Fire system testing in pits is required and Elevator contractor needs to be there?

It is also not listed under (3) Staffing Levels in the Quality Control Plan. Please clarify if a subcontracting plan is required.

A45: Subcontracting Plan is not required.

Q46: Line Item 10, Construction Services pricing is to be based on percentage of current RSMeans Pricing Refer to Note 6. Note 6 on page 19 requires the use of 2018 Facilities Construction Cost with RSMeans Data. Why would we not use the current 2020 edition of the RSMeans?

A46: The RSMeans that is current would be utilized. Please reference the next paragraph where it states:

The version of RSMeans data that is current on the date of contract award shall be utilized until each option period is exercised. Thereafter, the calendar year edition/version of the RSMeans data that is current on the date that each option is exercised shall be utilized.
