Q27. We would appreciate knowing why there are several types of roofing systems, including 3 choices for CPMBR (Cold-Process Modified Bitumen Roofing – Sections #075113, A, B & C), and as well as several for the SBS systems (Modified Bituminous Membrane Roofing – Section #075216), one of which is to be indicated in the current Bid Form.
A27. Specifying several roofing systems encourages more competitive pricing.
Q28. Why is Design Basis Color, “Brick Red,” for the COMBR and “White” for the SBS?
A28. Darker roof colors are better suited for the zone the building is located. White for SBS is an option.
Q29. Detail 3/A161, shows 5/8” exterior gypsum to be installed over the metal roof deck.
Where is the specification for this material, and how is it to be fastened? The summary shows to be mechanically fastened but no specification, as to fastener type, pattern, etc.? Also there are conflicting variances throughout the specs as to the thickness of the gypsum board.
A29. The inclusion and specification of the exterior gypsum board is to be part of a complete system as approved by the roof manufacturer. The fastener type and spacing, etc. must be part of a roof system as designed and approved by the roof manufacturer. Fastener type and spacing as such must comply and satisfy the roofing wind up lift pressures as shown on the drawings and required under ASCE 7.
Q30. If the intent of the design is to mechanically fasten a gypsum board to the metal deck, and since the underlying ceilings are enclosed, can you please confirm that at no time electrical conduit was installed either into, or near the underside of the flutes which could be damaged by a fastener?
A30. We cannot confirm the existence of conduit above or below the roof deck.
Q31. If the intent of the design is to mechanically fasten a gypsum board to the metal deck, can you please confirm the proper survey or investigative process the contractor should take to determine and/or locate whether or not electrical conduit has been installed either into, or near the underside of the metal deck flutes?
A31. The contractor may use newer scanner technology available for purchase online to locate conduits.
Q32. It is understood from the CPMBR & SBS that tapered insulation is to be used per the plans, yet there are inconsistencies in the specifications between 1/8” (075113, 2.07 c and 1 / 4” slope, as shown in Detail 5/A163. Please confirm which is the design intent. Please note that this will affect the overall height of the wood framed perimeter wall.
A32. See Addendum 03, Question #24
Q33. If in fact that there is a “steel deck,” why do the specifications refer to “concrete deck?” If so please elaborate as to the concrete deck.
A33. Provide specific specifications sections that reference concrete deck. See also Addendum 03.
Q34. Please fully explain how the prevention of “uplift design” is to be complied. From the plans G003, there is a chart (upper right) referring to negative numbers, yet in Section 075216, there is reference to positive numbers of 195 psf. What does all of this mean, which is the compliant number?
A34. See Addendum 03. See also Question #25
Q35. In the overall roofing summary, Section 001100, there is reference to “self-adhering” vapor retarder, yet in the specifications Tremco HT Green, is specified which requires a field applied adhesive.
A35. Self adhering vapor retarders are preferred with primer. Field applied vapor retarders with adhesive are acceptable based on roof manufacturer’s system requirements.
Q36. Please elaborate as to “daily inspections.” In the CPMBR, there is reference to 4-hour minimums, yet in SBS there is no hourly time period.
A36. Roof manufacturers are to provide daily inspections for quality control.
Q37. Why is there reference to “Roofing Infills?” If this is a total tear-off, why is the specification 070150, 2.1?
A37. Infills are mentioned for smoother transitions between existing and new roof sections during tear off.
Q38. Please explain why there are differing warranties, for CPMBR and SBS? Why is there a variance from 72 mph and 115 mph for the different specified products?
A38. All warranties shall cover 115 mph wind uplift.
Q39. Why is the “temporary roof,” 3/A161, acceptable in CPMBR and not included as part of the roof system in SBS?
A39. The temporary roof requirement shall apply to all roof systems.
Q40. Why is “Lightning Protection,” (3.11), referenced for compliance in the specifications, yet no electrical plans are provided for the contractor to follow?
A40. Provide specific specifications sections that reference “lightning protection”.
Q41. In the CPMBR there is reference to gypsum board being installed over the metal decking however, we cannot locate where gypsum board for the same installation in the SBS.
A41. All systems are to have a vapor retarder placed over a fully adhered gypsum board.
Q42. Prior to the issuance of final bid documents, should not the Base Bid be final and specific as to the selected roofing system to be bid by all contractors, rather than having various systems being indicated in the specifications and on the bid form?
A42. GSA structured the requirements to maximize competition in regard to roofing systems.
Proposals will be evaluated on best value; non-price factors (which include experience and past performance) are weighted equally and when combined, will be significantly more important than the Total Evaluated Price.
Q43. The SF1442 was issued by the Chicago office (Box 7) but the amendments that followed were issued out of the Indianapolis office. Should we use the Chicago address when requesting a Bid Bond?
A43. No, please use the Indianapolis address; that's where the bonds will need to be sent.

Q44. Please advise on the intent of note 7 on drawing A101. In each roofing specification the walkway is called out as a:
A. Walkway Pads: Solid rubber, slip-resistant, manufactured as a traffic pad for foot traffic and acceptable to roofing system manufacturer, 3/4-inch thick, minimum.
1. Pad Size: 3’ x 4’
2. Adhesive: Manufacturer's Standard.
But in SECTION 075324 - NON-PENETRATING PORTABLE ROOFTOP SUPPORTS AND WALKWAYS – it is called out a PHP product which more of a Portable rooftop walkway and platform system.
A44. Section 075324 is applicable to piping supports. The portable rooftop walkway and platform system specified in Section 075324 is not applicable to this project.
Q45. Will duct support curbs need to be re-worked/raised due to added insulation thickness?
A45. Yes.
Q46. Will supports need to be re-worked/raised due to added insulation thickness?
A46. Steel frame supports will not be re-worked or raised due to the added insulation.
Q47. Please confirm detail callouts and sections circled in red are correctly identified for locations shown.
A47. See revised sheet A101.
Q48. Detail 2/A162 not seen anywhere on roof plan or other details. Where is detail 2/A162 applicable?
A48. Detail 2/A162 is a general detail to be used as needed.
All other terms and conditions remain unchanged.
