Q1. Can we get a copy of existing structural drawings and exterior elevations? These would help in development of the logistic plan.
A1.Yes. Drawings issued as part of Addendum 03.
Q2. What are the GSA security requirements for buck hoist?
A2. Unknown at this time.
Q3. Is hot work permit needed for torch down modified bitumen roofing?
A3. The systems specified are all cold applied systems.
Q4. Are there any existing warranties of existing roofing system to maintain?
A4. All warranties on the penthouse roof have expired. The warranty on the lower roof is still in effect and should be maintained.
Q5. Who is the manufacturer for the lower roof?
A5. Tremco is the manufacturer for both lower and upper roofs.
Q6. Who was the installer of the lower roof?
A6. The installer is unknown at this time.
Q7. Who is the certificate holder for the lighting protection system?
A7. The certificate holder is unknown at this time.
Q8. Please confirm note 7, sheet A101, new walkway - please provide a specification for this item.

Q9. Please clarify the ladders; detail on 3/A162 calls for guard and specification 05500-62.7B call for chains A9. See reissued Section 055000 and reissued Sheet A162 in Addendum 03.
Q10. Please confirm if the existing cast iron is “no-hub,” or “hub & spigot cast iron?” Also please confirm if a section of the existing cast iron piping is to be replaced, will “no-hub,” be acceptable?
A10. The existing cast iron appears to be “hub and spigot”. “No hub” cast iron will be acceptable with transition connector where required.
Q11. What is the “pipe size” of the existing roof drains? What size is the pipe they are connecting to?
A11. The contractor is to field verify conditions, dimensions, etc. and base their bids on field verified conditions.
Q12. In the replacement of the existing roof drains, how much, if any of the pipe below is to be replaced?
A12. 6’-0”.
Q13. Please confirm the sketch below is what the A/E is envisioning as the design intent for the routing of the new cast iron drainage lines. Proposed drain routing:
A13. The sketch above is the design intent subject to existing field conditions.
Q14. Do we run the overflow pipe straight out the closest wall under the roof to “proposed cow’s tongue,” or scupper, and the rain simply falls onto that roof?
A14. That is the design intent. Final layout to be coordinated with existing conditions.
Q15. Assuming the overflow pipe goes through the walls, how far down from the roof do they want these?
A15. The overflow pipe should be approximately the same distance above the floor as the roof drain pipes.
Q16. Assuming the overflow pipe goes through the walls, is there any abatement associated with the walls?
A16. No abatement within the exterior walls is anticipated.
Q17. Does the overflow piping get insulated like the existing roof drain piping? If so, what is the insulation specification?
A17. The overflow piping should be treated like the piping for the roof drains.
Q18. The solicitation states under terms and conditions, contractor responsibilities the following regarding the possibility of needing to provide design professionals”
“The Contractor shall be responsible for providing professional design services in connection with performance of the Work or portions of the Work only if this responsibility is expressly stated and the Contract Documents provide the performance and design criteria that such services will be required to satisfy. In the performance of such work, the Contractor shall be responsible for retaining licensed design professionals, who shall sign and seal all drawings, calculations, specifications and other submittals that the licensed professional prepares. The Contractor shall be responsible for, and GSA shall be entitled to rely upon, the adequacy and completeness of all professional design services provided under this Contract.”
Can you please confirm exactly if the contractor must provide any design documents and/or drawings from an architect or engineer, for any aspect of the project, either with or without A/E stamps?
A18. This requirement will be stated in the individual specifications section.
Q19. Can you please provide exact detail in regard to how you wish to receive redline, as-built drawings acceptable for the contractors submission?
A19. Redlines are to be submitted digitally. Submissions may be in AutoCAD or in PDF.
Redlines should be neat, legible, and easily distinguishable from the drawing lines. Redlines may be done by hand on the drawings and then scanned in.
Q20. Must redline drawings be turned in to the Government in AutoCAD?
A20. See Answer A19.
Q21. Will the contractor be able to use a copy of the drawings in possession of the Government, and Governments representative, in either PDF or AutoCAD, for redline documentation?
A21. The contractor should make all redlines on the drawing set provided in this bid package.
Q22. Section 070150.19 3.2: Outlines tear-off procedures and indicates wood/concrete decks. Also mentions ceramic tiles when discussing the deck replacement. Other areas of the design documents indicate that the deck is metal. Please confirm that ceramic tile and wood/concrete deck requirements do not apply to this project.
A22. See Addendum 03.
Q23. Please confirm the insulation requirements. It appears that the desire is for 2 layers of 2” inch flat stock insulation applied over the deck, with a tapered system installed over the 4” base layer.
A23. Roof insulation shall be R25 minimum. Insulation shall be applied over temporary roof in two (2) layers of 2.2 inch insulation with horizontal and vertical joints staggered. Tapered system to be installed over flat insulation.
Q24. Please confirm the required tapered insulation system slope. The specifications indicate a 1/8” per 12” inches tapered system, while drawing sheet G002 indicates a 1/4” inch per 12” inches tapered system.
A24. Tapered insulation in the roof field should be 1/4" per 12”.
Q25. Please confirm wind uplift requirements. Drawings have three different uplift pressures for the field, perimeter and corners. Section 075216 indicates 195psf for all three conditions.

Q26. Please provide specifics on the substrate board. No products are called out on the specification.

SECTION 055000 - METAL FABRICATIONS
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawing and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.
1.2 SUMMARY
A. Section Includes:
1. Miscellaneous steel framing and supports.

1.3 PERFORMANCE REQUIREMENTS
A. Delegated Design: Design work platforms, including comprehensive engineering analysis by a qualified professional engineer, using performance requirements and design criteria indicated.
B. Delegated Design: Design Ladder, including comprehensive engineering analysis by a qualified professional engineer, using performance requirements and design criteria indicated.
C. Thermal Movements: Provide exterior metal fabrications that allow for thermal movements resulting from the following maximum change (range) in ambient and surface temperatures by preventing buckling, opening of joints, overstressing of components, failure of connections, and other detrimental effects. Base engineering calculation on surface temperatures of materials due to both solar heat gain and nighttime-sky heat loss.

1.5 QUALITY ASSURANCE
A. Welding: Qualify procedures and personnel according to the following:
1. AWS D1.1, "Structural Welding Code--Steel."
2. The welder working on the project must have a current welding certification from the American Welding Society and carry on his/her person a card indicating their certification is up to date must be able to produce the card upon request.
1.6 PROJECT CONDITIONS
A. Field Measurements: Verify actual locations of walls, roofs, and other construction contiguous with metal fabrications by field measurements before fabrication and indicate measurements on Shop Drawings.
1. Provide allowance for trimming and fitting at site.
1.7 COORDINATION
A. Coordinate installation of anchorages for metal fabrications. Furnish setting drawings, templates, and directions for installing anchorages, including sleeves, concrete inserts, anchor bolts, and items with integral anchors, that are to be embedded in concrete or masonry. Deliver such items to Project site in time for installation.
B. Coordinate installation of steel weld plates and angles for casting into concrete that are specified in this Section but required for work of another Section. Deliver such items to Project site in time for installation.

2.2 METALS, GENERAL
A. Metal Surfaces, General: Provide materials with smooth, flat surfaces unless otherwise indicated. For metal fabrications exposed to view in the completed Work, provide materials without seam marks, roller marks, rolled trade names, or blemishes.
2.3 FERROUS METALS
A. Steel Plates, Shapes, and Bars: ASTM A 36/A 36M.
B. Steel Tubing: ASTM A 500, cold-formed steel tubing.
C. Steel Pipe: ASTM A 53/A 53M, standard weight (Schedule 40), unless another weight is indicated or required by structural loads.
2.4 FASTENERS
A. General: Unless otherwise indicated, provide Type 316 stainless-steel fasteners for exterior use and zinc-plated fasteners with coating complying with ASTM B 633, Class Fe/Zn 5, at exterior walls. Provide stainless-steel fasteners for fastening aluminum. Select fasteners for type, grade, and class required.
B. Steel Bolts and Nuts: Regular hexagon-head bolts, ASTM A 307, Grade A; with hex nuts, ASTM A 563; and, where indicated, flat washers.
C. Stainless-Steel Bolts and Nuts: Regular hexagon-head annealed stainless-steel bolts, nuts and, where indicated, flat washers; ASTM F 593 for bolts and ASTM F 594 for nuts, Alloy Group 2.
D. Anchor Bolts: ASTM F 1554, Grade 36.
1. Provide hot-dip or mechanically deposited, zinc-coated anchor bolts where item being fastened is indicated to be galvanized.
E. Eyebolts: ASTM A 489.

Expansion Anchors: Anchor bolt and sleeve assembly with capability to sustain, without failure, a load equal to six times the load imposed when installed in unit masonry and four times the load imposed when installed in concrete, as determined by testing according to ASTM E 488, conducted by a qualified independent testing agency.
1. Material for Anchors in Interior Locations: Carbon-steel components zinc-plated to comply with ASTM B 633, Class Fe/Zn 5.
2. Material for Anchors in Exterior Locations: Alloy Group 2 stainless-steel bolts complying with ASTM F 593 and nuts complying with ASTM F 594.
2.5 MISCELLANEOUS MATERIALS
A. Welding Rods and Bare Electrodes: Select according to AWS specifications for metal alloy welded.

2.6 FABRICATION, GENERAL
A. Products: Subject to compliance with requirements, available products that may be incorporated into the Work include, but are not limited to, the following:
1. IKG Industries, a division of Harsco Corporation; Mebac.
2. SlipNOT Metal Safety Flooring, a W. S. Molnar company; SlipNOT.
B. Shop Assembly: Preassemble items in the shop to greatest extent possible.
Disassemble units only as necessary for shipping and handling limitations. Use connections that maintain structural value of joined pieces. Clearly mark units for reassembly and coordinated installation.
C. Cut, drill, and punch metals cleanly and accurately. Remove burrs and ease edges to a radius of approximately 1/32 inch, unless otherwise indicated. Remove sharp or rough areas on exposed surfaces.
D. Form bent-metal corners to smallest radius possible without causing grain separation or otherwise impairing work.
E. Form exposed work true to line and level with accurate angles and surfaces and straight edges.
F. Weld corners and seams continuously to comply with the following:
1. Use materials and methods that minimize distortion and develop strength and corrosion resistance of base metals.
2. Obtain fusion without undercut or overlap.
3. Remove welding flux immediately.
4. At exposed connections, finish exposed welds and surfaces smooth and blended so no roughness shows after finishing and contour of welded surface matches that of adjacent surface.
G. Form exposed connections with hairline joints, flush and smooth, using concealed fasteners where possible. Where exposed fasteners are required, use Phillips flat-head (countersunk) screws or bolts, unless otherwise indicated. Locate joints where least conspicuous.
H. Fabricate seams and other connections that will be exposed to weather in a manner to exclude water. Provide weep holes where water may accumulate.
I. Cut, reinforce, drill, and tap metal fabrications as indicated to receive finish hardware, screws, and similar items.

J. Provide for anchorage of type indicated; coordinate with supporting structure. Space anchoring devices to secure metal fabrications rigidly in place and to support indicated loads.
1. Where units are indicated to be cast into concrete or built into masonry, equip with integrally welded steel strap anchors, 1/8 by 1-1/2 inches, with a minimum 6-inch embedment and 2-inch hook, not less than 8 inches from ends and corners of units and 24 inches o.c., unless otherwise indicated.
2.7 METAL LADDERS
A. General:
1. Comply with ANSI A14.3, unless otherwise indicated.
B. Products: Subject to compliance with requirements, available products that may be incorporated into the Work include, but are not limited to, the following:
1. Diversified Fall Protection.
2. Fall Protection Systems.
C. Ladders:
1. Space siderails 24 inches apart unless otherwise indicated.
2. Siderails: Continuous 1/2 by 2-1/2 inch steel flat bars with eased edges.
3. Rungs: 3/4-inch-diameter steel bars.
4. Fit rungs in centerline of siderails; plug-weld and grind smooth on outer rail faces.
5. Provide nonslip surfaces on top of each rung by coating with abrasive material metallically bonded to rung.
6. Support each ladder at top and bottom and not more than 48 inches o.c. with welded or bolted steel brackets.
7. Shop prime exterior ladders, including brackets and fasteners, with zinc-rich primer. Touch up in field.
8. Field paint with exterior galvanized metal primer and exterior gloss urethane finish coats.
9. Fall protection system: Provide cable system with top bracket, bottom bracket, cable lifeline and guides, safety sleeve and all accessories. System to accommodate two operators.
2.8 MISCELLANEOUS FRAMING AND SUPPORTS
A. General: Provide steel framing and supports not specified in other Sections as needed to complete the Work.
B. Fabricate units from steel shapes, plates, and bars of welded construction unless otherwise indicated. Fabricate to sizes, shapes, and profiles indicated and as

055000 - 7 necessary to receive adjacent construction retained by framing and supports. Cut, drill, and tap units to receive hardware, hangers, and similar items.
1. Fabricate units from slotted channel framing where indicated.
2. Furnish inserts if units are installed after concrete is placed.
C. Galvanize miscellaneous framing and supports where indicated.
D. Prime miscellaneous framing and supports with zinc-rich primer where indicated.
2.9 FINISHES, GENERAL
A. Comply with NAAMM's "Metal Finishes Manual for Architectural and Metal Products" for recommendations for applying and designating finishes.
B. Finish metal fabrications after assembly.
2.10 STEEL AND IRON FINISHES
A. Galvanizing where noted: Hot-dip galvanize items as indicated to comply with applicable standard listed below:
1. ASTM A 123/A 123M, for galvanizing steel and iron products.
2. ASTM A 153/A 153M, for galvanizing steel and iron hardware.
3. Galvanized metal to be painted in the field is not to be given chromate passivation treatment.
B. Preparation for Shop Priming: Prepare uncoated ferrous-metal surfaces to comply with minimum requirements indicated below for SSPC surface preparation specifications and environmental exposure conditions of installed metal fabrications:
1. Exterior Items: (SSPC Zone 1B) and Items Indicated to Receive Zinc-Rich Primer: SSPC-SP 6/NACE No. 3, "Commercial Blast Cleaning."
2. Interiors (SSPC Zone 1A): SSPC-SP 3, "Power Tool Cleaning."
C. Shop Priming: Apply shop primer to uncoated surfaces of metal fabrications, except those with galvanized finishes and those to be embedded in concrete, sprayed-on fireproofing, or masonry, unless otherwise indicated. Comply with SSPC-PA 1, "Paint Application Specification No. 1: Shop, Field, and Maintenance Painting of Steel," for shop painting.
1. Stripe paint corners, crevices, bolts, welds, and sharp edges.

PART 3 - EXECUTION
3.1 INSTALLATION, GENERAL
A. Cutting, Fitting, and Placement: Perform cutting, drilling, and fitting required for installing metal fabrications. Set metal fabrications accurately in location, alignment, and elevation; with edges and surfaces level, plumb, true, and free of rack; and measured from established lines and levels.
B. Fit exposed connections accurately together to form hairline joints. Weld connections that are not to be left as exposed joints but cannot be shop welded because of shipping size limitations. Do not weld, cut, or abrade surfaces of exterior units that have been hot-dip galvanized after fabrication and are for bolted or screwed field connections.
C. Field Welding: Comply with the following requirements:
1. Use materials and methods that minimize distortion and develop strength and corrosion resistance of base metals.
2. Obtain fusion without undercut or overlap.
3. Remove welding flux immediately.
4. At exposed connections, finish exposed welds and surfaces smooth and blended so no roughness shows after finishing and contour of welded surface matches that of adjacent surface.
D. Fastening to In-Place Construction: Provide anchorage devices and fasteners where metal fabrications are required to be fastened to in-place construction. Provide threaded fasteners for use with concrete and masonry inserts, toggle bolts, through bolts, lag bolts, wood screws, and other connectors.
E. Provide temporary bracing or anchors in formwork for items that are to be built into concrete, masonry, or similar construction.
3.2 ADJUSTING AND CLEANING
A. Touchup Painting: Immediately after erection, clean field welds, bolted connections, and abraded areas. Paint uncoated and abraded areas with the same material as used for shop painting to comply with SSPC-PA 1 for touching up shop-painted surfaces.
1. Apply by brush or spray to provide a minimum 2.0-mil dry film thickness.
B. Galvanized Surfaces: Clean field welds, bolted connections, and abraded areas and repair galvanizing to comply with ASTM A 780/A 780M.
C. Field Painting: Comply with the following requirements

1. Apply paint according to manufacturer’s written instructions. Use applicators and techniques best suited for substrate and type of material being applied.
2. Allow sufficient time between successive coats to permit proper drying. Do not re-coat surfaces until paint has dried to where it feels firm, and does not deform or feel sticky under moderate thumb pressure, and until application of another coat of paint does not cause undercoat to lift or lose adhesion.
3. Minimum Coating Thickness: Apply paint materials no thinner than manufacturer's recommended spreading rate to achieve dry film thickness indicated. Provide total dry film thickness of the entire system as recommended by manufacturer.
4. Protection: Protect work of other trades and existing elements, whether being painted or not, against damage from painting. Correct damage by cleaning, repairing or replacing, and repainting, as approved by Architect. Provide “Wet Paint” sign to protect newly painted finishes. After completing painting operations, remove temporary protective wrappings provided by others to protect their work. After work of other trades is complete, touch up and restore damaged or defaced painted surfaces. Comply with procedures specified in PDCA P1.
