Questions and Answers Submitted for RFP 47PF0019R0002 Harold Washington SSC Consolidation P. 2 6th Floor Tenant Buildout
Additional Clarifications from the Walk Through:
1. Q: Can you talk about sprinkler system shut downs?
A: Sprinkler system shut downs must be performed as night work / after hours (between 6:30pm - 5:30am) or weekend work, and coordinated with GSA and SSA property management.
2. Q: Can you discuss building accessibility? How we can transport material, employees, etc.
A: The walk through provided some insight on how to get places, but generally there is limited space on 2nd floor storing material. Mostly staging will be on 6th floor as the entire floor will be vacant. There is a loading dock, however the truck size is limited to:
Maximum height of truck is 12.5 feet. Maximum length of truck is 40 feet (including the cab). Some materials may need to be offloaded from the street and brought in the building through the front entrance after hours or on the weekend. Semi trucks with flatbeds can park on Desplaines Street to offload material if needed. The Contractor will have to ensure the truck has a forklift or some other way to unload from the flatbed, and then will have to take material into the dock via the ramp. This type of delivery is typically done on the weekends only, for large items.
There will be one dock bay available for a commercial dumpster for this project. A small dumpster may be located within the dock area for disposal and will need to be coordinated with GSA and the SSA property manager. Size of dumpster can be no larger than 30 yards.
3. Q: Is demolition part of the scope of work?
A: Yes, demolition is part of the scope of work. Items include removal of freestanding furniture items, disassembling of mail delivery equipment, demolition of demountable full height partition walls and half height cubicle partitions, demolition of doors and hardware, demolition of some masonry walls and metal column covers and backer board. Refer to Demolition Floor Plan on sheet AD101.
4. Q: Is ACM identified in the putty for firestopping?
A: The only putty containing ACM was found to be in the Electrical / Telecom rooms.
Refer to Drawing H101.
Questions submitted post Pre-Proposal Conference:
1. Q: Page 8 of 37 of the Solicitation states that the offeror must submit completed PPQs for each project submitted in Factor 2, however section VI.F Method of Award for Non-Price Factors, Factor 1 Submittal Requirements (pg. 32) makes no mention of a PPQ form and instead says to provide name/contact info for two references for each project. Question: Is the offeror required to submit completed PPQ forms, two references, or both?
A: The PPQ forms should be the same as the two references. The proposal should list who you intend to have submit the PPQ forms, and the information should be consistent.
Ideally the PPQ forms will be submitted by the reference directly to the Contracting Officer, prior to the due date of solicitations, however, by listing the contact info in the proposal, if the CO has not received the PPQs, they have the ability to contact them directly.
2. Q: Section II.E. of The Solicitation ( Page 12/37) subparagraph (3). Question: Is this letter of certification required to be submitted with the offerors proposal or sent directly to the government by the CPA after proposals have been submitted?
A: It is the preference that this information be provided in the submitted Proposal.
3. Q: What are you asking for in note #3 in the Design/Finish Information when they state that they want an isolated linoleum section under the equipment to prevent material from puckering and denting? Please clarify.
A: Joints in the sheet flooring material will be added under heavy equipment to prevent deformation of the material. A joint detail will be added, and the locations described, in the 100% Design Development submission.
4. Q: Will there be any signage on this project?
A: Yes, the contractor is to provide a complete interior signage package for the new SSA office build-out on the 6th floor, including preparation of signage schedules, location plans, details, and mock ups, for review and approval by the SSA and GSA. Wayfinding and room signage is to be included. Room signage is required outside of all enclosed spaces. Larger signs are anticipated in the corridor outside of each suite entrance. A revised supplemental 1442 is being included, as signage is being removed as an allowance and instead, incorporated into the solicitation as part of the overall GMP.
5. Q: What is the floor to bottom of deck height on this floor?
A: 13’-0” Floor to Floor with a 5-½” thick concrete slab.
6. Q: Are we only responsible for the conduit work for the audio/visual displays and equipment? What is the full extent of our work for this scope?
A: A/V equipment and displays will be government furnished equipment. The contractor will install conduit and infrastructure capable of supporting it.
7. Q: For the 3M privacy film on some of the glass panels; can we get a description of what the owner is looking for and which panes of glass get the film; it’s not clear.
A: The owner would like roughly a 4 ft. band of translucent film across all of the office and conference room glass walls.
8. Q: Are there any waste, vent or water pipe futures from the existing stacks or risers?
Please identify where they are and their size connection.
A: The existing drawings do not indicate any existing capped piping for future.
9. Q: We would like to request some plumbing diagrams in order to make it easier to understand the work scope.
A: A partial plumbing riser diagram will be created for the 100% Design Development submission. A sanitary isometric diagram will be provided in the Construction Documents phase.
10. Q: What is the construction of the existing floor?
A: 5-½” thick lightweight concrete slab with a cast in floor duct system.
11. Q: We can’t find any sink or faucet product information or model numbers; please provide.
A: Under-mounted, stainless steel single bowl sink (Elkay ELUHAD131655PD) and a gooseneck faucet with wrist-blade handles (Chicago Faucet 895-GN2AE3-319ABCP).
12. Q: Will there be grease traps required at the pantry sinks; if so, what model number for the unit.
A: Grease traps will not be required at the pantry sinks.
13. Q: Will ½” diameter water pipes (cold and hot) be adequate from the tie-in to the Hub sink? If not, what size will be required.
A: Yes, ½” diameter water pipes will be adequate for the Hub sinks.
14. Q: If we are providing the any of the audio/visual equipment or displays; we will need block drawings, equipment specs and model numbers required for this project.
A: A/V equipment and displays will be government furnished equipment. The contractor will install conduit and infrastructure capable of supporting it.
15. Q: The design narrative states that "Sound transmission is a considerable concern..."
and that "...most offices will be constructed to an STC level of 40..." Do you have a list of spaces that are intended to be STC 40 and/or STC 50 so that we can accurately budget the assemblies that will be required for those openings?
A: The high STC is now 45 and the lower is 38. The high is an estimate of STC based on previous experience. The low is a standard construction type.
Based on previous experience from SSA: To provide speech privacy the objective is to maintain high performance ratings consistently throughout the entire closed room assembly. This includes the walls, ceiling, windows, doors, sound traveling through the HVAC system, the plenum and through deck to deck wall penetrations, including the receptacle boxes and switches. If the infrastructure is too abundant to reasonably seal all of the through wall penetrations, seal to the extent possible and provide a 4” mineral wool blanket above the suspended acoustical ceiling that extends 4’ from the demising partition wall on both sides with the lights and diffusers cut out.
STC 45 construction: 3 5/8” 25 ga metal studs with 4” tight fit mineral wool and 5/8” type x gyp on both sides. Extend to deck and seal. Where extension is not possible, 4” mineral wool blanket is to extend 4’ on both sides of the rated wall.
Construction is based on previous SSA building experience.
Similar to USG SA-870717 | UL Design U419, U465
STC 38 construction: 3 5/8” 25 ga metal studs 16” o.c. with 5/8” type x gyp on both sides. Extend to deck and seal. Where extension is not possible, 4” mineral wool blanket is to extend 4’ on both sides of the rated wall.
Based on NGC 2014019 | UL Design V438, U465
The floor to ceiling glass walls at the front of offices and conference rooms are also to have the STC of the walls of that space (38 or 45).
Locations for STC 45 construction:
Devising walls between offices and hubs Conference rooms in OGC, NHC and OHO
All ALJ offices in NHC Witness Rooms in OGC Judges office and conference room in OHO 3 offices across from judge in OHO
Locations for STC 38 construction:
All other office typical locations within all three spaces.
Special construction wall type:
The shaft for the mail delivery system will be closed off w/ two hour fire rated gypsum board construction.
