RFI #1 Dated 4/6/2018

1. Bid due date is 4:00p (est) on Apr-16.

2. The correct scope synopsis is as follows:

In the SOW, "Part 1 - A - 1.03-A" - all of those items are incorrect and should indicate the following:

The Work of this contract is defined by the Contract documents and consists of the following:

1. Replace carpet, wallbase, and vinyl flooring

2. Paint open and private offices.

3. Clean workstation upholstery.

4. Demo window drapery.

3. See Part 2 for detailed scope item requirements.

A. All Contractor questions should submitted by Apr-11. All GSA responses to contractors questions will be issued by Roger Schulte via FedBizOps (FBO) site.

B. Work/Performance Hours:

1. Typical Business Hrs - 8:00a-4:30p M-F

2. Most work expected during evenings & weekend hours. Contractor may coordinate with Agency to discuss performing certain work during business hours.

C. Information concerning Finishes are located in Section 011000-Part 3-G. Agency to confirm specifications for finishes by Apr-11.

D. Furniture Moving:

1. Agency to remove personal items from desktops & unplug computer equipment.

2. Agency to remove packing/packaging supplies from open cabinets/shelves prior to contractor moves. Agency & contractor to coordinate if items should be removed from file cabinets.

3. Agency to identify locations where furniture may be moved for temporary storage during construction.

E. Upholstery Cleaning:

1. Contractor to clean "isle-side" of workstations only.

2. Contractor to make effort to clean deeper stains where visible.

F. Daily Clean-Up:

1. Contractor to perform daily clean-up tasks, i.e. removing furniture covering, dusting, dirt removal.

2. Agency expects offices to the cleared & ready for normal business during business hours.

G. Flooring Items:

1. Transition strips are required where carpet meets vinyl tile & where office flooring meets public corridor flooring.

H. Painting:

1. Contractor may paint around existing workstations at walls.

2. Walls behind workstations are NOT required to be painted. Moving furniture to paint is not required.

4. Notice to Proceed:

1. The 90 day project time clock will not start until all submittals are approved, security clearances are completed. Winning contractor will received Interim NTP to allow for these items.

5. Paragraph 1.05 D and 1.07 A contradict each other. Which should we use.

It’s almost redundant paragraphs. The IRS must continue daily operations. The agency prefers that work be performed during evenings and weekends to reduce disruptions. There will be further Construction Coordination to confirm actual construction work days/hours & to give the agency advanced notice for the upcoming work so their staff can make appropriate schedule adjustments.

6. Within Amendment 2 the provided project manual contains a spec. for Vinyl Wall Coverings (097216) but on the Finish Plan denoted as (47PF0018R0082__Form (2)) in Addendum 1 there are only designations for painted walls.\

No vinyl wall coverings are indicated within the scope item requirements. That spec can be disregarded. Walls shall be painted per the sketch indicating "finish types".

7. Are there wall coverings required on this project?

No wall coverings are required for this project.

8. On the carpet tile, the finishes listed on page 16 state to use “Parody/Jazz” carpet tile.

These are different series of carpet tile with differing costs. Do you want a number for each to compare the costs? Or, are both being used but in different places? Ex. One style in offices and one style in open areas? Please advise…..

The IRS had a range of options for their finishes. I will confirm and provide after the Pre-Bid meeting. I will confirm all of the agency's finish selections for the following as well:

Vinyl Tile Carpet Tile Paint Accent Paint Wallbase Trim Paint
